Abstract: The International GNSS Service (IGS) is an international activity involving more than 200 participating organisations in over 80 countries with a track record of one and a half decades of successful operations. The IGS is a service of the International Association of Geodesy (IAG). It primarily supports scientific research based on highly precise and accurate Earth observations using the technologies of Global Navigation Satellite Systems (GNSS), primarily the US Global Positioning System (GPS). The mission of the IGS is “to provide the highest-quality GNSS data and products in support of the terrestrial reference frame, Earth rotation, Earth observation and research, positioning, navigation and timing and other applications that benefit society”. The IGS will continue to support the IAG’s initiative to coordinate cross-technique global geodesy for the next decade, via the development of the Global Geodetic Observing System (GGOS), which focuses on the needs of global geodesy at the mm-level. IGS activities are fundamental to scientific disciplines related to climate, weather, sea level change, and space weather. The IGS also supports many other applications, including precise navigation, machine automation, and surveying and mapping. This article discusses the IGS Strategic Plan and future directions of the globally-coordinated ~400 station IGS network, tracking data and information products, and outlines the scope of a few of its numerous working groups and pilot projects as the world anticipates a truly multi-system GNSS in the coming decade.

Abstract: Cryogenic detectors are extremely sensitive and have a wide variety of applications (particularly in astronomy), but are difficult to integrate into large arrays like a modern CCD (charge-coupled device) camera. As current detectors of the cosmic microwave background (CMB) already have sensitivities comparable to the noise arising from the random arrival of CMB photons, the further gains in sensitivity needed to probe the very early Universe will have to arise from large arrays. A similar situation is encountered at other wavelengths. Single-pixel X-ray detectors now have a resolving power of ΔE < 5 eV for single 6-keV photons, and future X-ray astronomy missions anticipate the need for 1,000-pixel arrays. Here we report the demonstration of a superconducting detector that is easily fabricated and can readily be incorporated into such an array. Its sensitivity is already within an order of magnitude of that needed for CMB observations, and its energy resolution is similarly close to the targets required for future X-ray astronomy missions.

Abstract: A serially concatenated code with interleaver consists of the cascade of an outer encoder, an interleaver permuting the outer codewords bits, and an inner encoder whose input words are the permuted outer codewords. The construction can be generalized to h cascaded encoders separated by h-1 interleavers. We obtain upper bounds to the average maximum-likelihood bit error probability of serially concatenated block and convolutional coding schemes. Then, we derive design guidelines for the outer and inner encoders that maximize the interleaver gain and the asymptotic slope of the error probability curves. Finally, we propose a new, low-complexity iterative decoding algorithm. Throughout the paper, extensive comparisons with parallel concatenated convolutional codes known as "turbo codes" are performed, showing that the new scheme can offer superior performance.

Abstract: The charge-coupled device dominates an ever-increasing variety of scientific imaging and spectroscopy applications. Recent experience indicates, however, that the full potential of CCD performance lies well beyond that realized in devices currently available.Test data suggest that major improvements are feasible in spectral response, charge collection, charge transfer, and readout noise. These properties, their measurement in existing CCDs, and their potential for future improvement are discussed in this paper.
