Abstract: SUMMARY The term capacity building has been used in respect of a wide range of strategies and processes which have the ultimate aim of improved health practices which are sustainable. After defining capacity building, this paper explores the processes and strategies associated with four distinct approaches to capacity building, considers the role of funding bodies and begins to question how these factors impact on the evaluation of capacity building.

Abstract: The future of cm and m-wave astronomy lies with the Square Kilometre Array (SKA), a telescope under development by a consortium of 17 countries. The SKA will be 50 times more sensitive than any existing radio facility. A majority of the key science for the SKA will be addressed through large-area imaging of the Universe at frequencies from 300 MHz to a few GHz. The Australian SKA Pathfinder (ASKAP) is aimed squarely in this frequency range, and achieves instantaneous wide-area imaging through the development and deployment of phase-array feed systems on parabolic reflectors. This large field-of-view makes ASKAP an unprecedented synoptic telescope poised to achieve substantial advances in SKA key science. The central core of ASKAP will be located at the Murchison Radio Observatory in inland Western Australia, one of the most radio-quiet locations on the Earth and one of the sites selected by the international community as a potential location for the SKA. Following an introductory description of ASKAP, this document contains 7 chapters describing specific science programmes for ASKAP. In summary, the goals of these programmes are as follows: The combination of location, technological innovation and scientific program will ensure that ASKAP will be a world-leading radio astronomy facility, closely aligned with the scientific and technical direction of the SKA. A brief summary chapter emphasizes the point, and considers discovery space.

Abstract: The identification of activated T cells in the brain of individuals with multiple sclerosis (MS) indicates that these cells are critical in the pathogenesis of this disease. In an attempt to elucidate the nature of the lymphocytic infiltration, we used the polymerase chain reaction to amplify T-cell antigen receptor (TCR) V alpha sequences from transcripts derived from MS brain lesions. In each of three MS brains, only two to four rearranged TCR V alpha transcripts were detected. No V alpha transcripts could be found in control brains. Sequence analysis of transcripts encoded by the V alpha 12.1 region showed rearrangements to a limited number of J alpha region segments. These results imply that TCR V alpha gene expression in MS brain lesions is restricted.

Abstract: Five intensities of artificial light were examined for the effect on nocturnal melatonin concentrations. Maximum suppression of melatonin following 1 hr of light at midnight was 71%, 67%, 44%, 38%, and 16% with intensities of 3,000, 1,000, 500, 350, and 200 lux (lx), respectively. In contrast to some previous reports, light of 1,000 lx intensity was sufficient to suppress melatonin to near daytime levels, and intensities down to 350 lx were shown to significantly suppress nocturnal melatonin levels below prelight values. On the basis of these data, it is suggested that when examining the melatonin sensitivity of patient groups (such as bipolar affective disorders) to artificial light, an appropriate light intensity should be established in each laboratory. Light of less intensity (e.g., 200-350 lx) may be more suitable to dichotomize patient groups from control subjects.
