Abstract: This paper looks at the theory behind the idea that paying politicians better will improve their performance. The paper lays out a political agency model with adverse selection and moral hazard where politicians are subject to two-period term limits. This model provides a number of predictions about how the pay of politicians affects agency problems. We also consider what happens when the pool of politicians is endogenous. The main ideas in the model are confronted with data on U.S. governors. (JEL: D72, J33)

Abstract: Maurice Bloch has for many years been developing an original and influential theory of ritual. In this book he synthesizes a radical theory of religion. Rituals in a great many societies deny the transience of life and of human institutions. Bloch argues that they enact this denial by symbolically sacrificing the participants themselves, so allowing them to participate in the immortality of a transcendent entity. Such sacrifices are achieved through acts of symbolic violence, ranging from bodily mutilations to the killing of animals. The theme is developed with reference to rituals of many types, from a variety of ethnographic sources, and Bloch shows that even exogamous marriage rituals can be reinterpreted in the light of this thesis. He concludes by considering the indirect relation of symbolic and ritual violence to political violence.

Abstract: Really Responsive Regulation seeks to add to current theories of enforcement by stressing the case for regulators to be responsive not only to the attitude of the regulated firm but also to the operating and cognitive frameworks of firms; the institutional environment and performance of the regulatory regime; the different logics of regulatory tools and strategies; and to changes in each of these elements. The approach pervades all the different tasks of enforcement activity: detecting undesirable or non-compliant behaviour; developing tools and strategies for responding to that behaviour; enforcing those tools and strategies; assessing their success or failure; and modifying them accordingly. The value of the approach is shown by outlining its potential application to UK environmental and fisheries controls. Putting the system into effect is itself challenging but failing to regulate really responsively can constitute an expensive process of shooting in the dark.

Abstract: This article looks at the relationship between fiscal and political decentralization and the evolution of regional inequalities in a panel of 26 countries-19 developed and 7 developing-for the period between 1990 and 2006. Using an instrumental variables method, it finds that whereas for the whole sample decentralization is completely dissociated from the evolution of regional disparities, the results are highly contingent on the level of development, the existing level of territorial inequalities, and the fiscal redistributive capacity of the countries in the sample. Decentralization in high income countries has, if anything, been linked with a reduction of regional inequality. In low and medium income countries, fiscal decentralization has been associated with a significant rise in regional disparities, which the positive effects of political decentralization have been unable to compensate. Policy preferences by subnational governments for expenditure in economic affairs, education, and social protection have contributed to this trend.

Abstract: Can electoral rules be designed to achieve political ideals such as accurate representation of voter preferences and accountable governments? The academic literature commonly divides electoral systems into two types, majoritarian and proportional, and implies a straightforward trade-off by which having more of an ideal that a majoritarian system provides means giving up an equal measure of what proportional representation (PR) delivers. We posit that these trade-offs are better characterized as non-linear and that one can gain most of the advantages attributed to PR, while sacrificing less of those attributed to majoritarian elections, by maintaining district magnitudes in the low to moderate range. We test this intuition against data from 609 elections in 81 countries between 1945 and 2006. Electoral systems that use low-magnitude multi-member districts produce disproportionality indices almost on par with those of pure PR systems while limiting party system fragmentation and producing simpler government coalitions.
