Abstract: In this paper we present a framework for the emerging Internet Quality of Service (QoS) All the important components of this framework, ie, Integrated Services, RSVP, Differentiated Services, Multi-Protocol Label Switching (MPLS) and Constraint Based Routing are covered We describe what Integrated Services and Differentiated Services are, how they can be implemented, and the problems they have We then describe why MPLS and Constraint Based Routing have been introduced into this framework, how they differ from and relate to each other, and where they fit into the Differentiated Services architecture Two likely service architectures are presented, and the end-to-end service deliveries in these two architectures are illustrated We also compare ATM networks to router networks with Differentiated Services and MPLS Putting all these together, we give the readers a grasp of the big picture of the emerging Internet QoS

Abstract: Differences in voter turnout among industrial democracies are a function of political institutions and electoral law. Specifically, the presence of nationally competitive electoral districts provides incentives for parties and candidates to mobilize voters everywhere, thereby increasing turnout. Disproportionality in the translation of votes into legislative seats provides a disincentive to voting, which lowers turnout. Multipartyism assigns elections a less decisive role in government formation, depressing turnout. By generating more decisive governments, unicameralism provides a clearer link between elections and legislation, increasing turnout. Finally, mandatory voting laws produce a disincentive to not vote. Empirical analyses of average voter-turnout levels in the 1970s and 1960s across 19 democracies are consistent with these expectations, although Switzerland and the United States appear to be outliers. The results have major implications for the way we interpret national differences in voter-turnout rates.

Abstract: Although different indicators of physical activity and different methods of analysis are used, it appears that physical activity tracks at low to moderate levels during adolescence, from adolescence into adulthood, and across various ages in adulthood. Tracking of inactivity is less often studied. Measures of performance- and health-related physical fitness (strength, flexibility, motor fitness, aerobic power) track significantly across childhood and adolescence, but correlations are low to moderate. Limited data that span adolescence into adulthood indicate somewhat higher interage correlations for flexibility, static strength, and power. Data for different periods in adulthood are not available. Presently, it is common to criticize focus on motor and sport skills in physical education and competitive sports as contrary to health and fitness goals (e.g., James, 1995; Livingstone, 1994; Simons-Morton et al., 1988). There is a need, however, to distinguish between youth or community sports and highly specialized sport for the elite. Sports activities, be they competitive or recreational, are probably the major form of physical activity during childhood and adolescence, and perhaps in young adulthood. Though low to moderate, the tracking of various activity indicators, most of which include sport participation, suggests that sport activities during childhood and youth may form the foundation for activity habits in the future.
