Abstract: Seit Anfang der 2000er Jahre setzt die internationale Migrationspolitik verstarkt auf den „Partnerschaftsansatz“, um eine engere – und vor allem starker auf Gleichberechtigung beruhende – Zusammenarbeit auf dem Gebiet der Migration zwischen Ziel- und Herkunfts- und Transitlandern zu erreichen. Die jungsten Migrationsbewegungen nach Europa haben das Interesse an der Rolle von Partnerschaften bei der Steuerung der Migration wieder geweckt, und zwar nicht zuletzt deshalb, weil die chaotischen Ereignisse von 2015 und 2016 verdeutlicht haben, wie wichtig Grenzen und gute Beziehungen zu wichtigen Transitlandern sind. In diesem Kapitel wird die Entwicklung des Partnerschaftsansatzes in der internationalen Migrationszusammenarbeit untersucht und der Frage nachgegangen, wie sich die Verhandlungsstrategien und -ziele im Laufe der Zeit entwickelt haben. Anhand von Beispielen aus der europaischen Nachbarschaft und Nord- und Mittelamerika werden die Starken und Grenzen neuerer Ansatze diskutiert und daraus Lehren fur kunftige Partnerschaften gezogen.

Abstract: In einer Zeit, in der die Zahl der Fluchtlinge und Vertriebenen einen historischen Hochststand erreicht hat und es an nachhaltigen Schutzlosungen fehlt, wecken gemeindebasierte Patenschaftsprogramme grose Hoffnungen in aller Welt. Gemeindebasierte Patenschaften sind eine Form der Umsiedlung, bei der die Burger/innen in den Aufnahmegemeinden fur die Aufnahme, Unterstutzung und Integration von Fluchtlingen verantwortlich sind. In diesem Kapitel werden die Vorteile gemeindebasierter Patenschaften dargelegt, und entsprechende Programme in Kanada, Grosbritannien und Argentinien beschrieben. Auserdem wird die Global Refugee Sponsorship Initiative vorgestellt, eine Partnerschaft, die weltweit die Einfuhrung neuer Patenschaftsprogramme unterstutzt.

Abstract: Abstract This article provides novel insights into the main factors associated with integration policies at the national level. Existing literature has analysed specific factors in Western countries, while a comprehensive, theoretically informed, and up-to-date overview is missing, especially regarding non-Western countries. This article fills this gap by combining 2014 and 2019 Migrant Integration Policy Index data on integration policies in 56 countries—including non-Western countries—with publicly available international data on migration and asylum trends, economic conditions, and public opinion on migration. Building upon existing literature, we introduce three perspectives: evidence-based, institutionalist, and partisan perspectives. The evidence-based perspective assumes that policy-makers act based on objective factors related to the policy issue (e.g. the number of migrants). The institutionalist perspective points to the relevance of institutional conditions, such as labour markets and welfare institutions. The partisan perspective refers to the role of political ideologies and attitudes in public opinion and in the media. Results suggest that factors related to the institutionalist perspective play the most critical role, alongside factors linked to the partisan perspective. However, the results provide evidence for all three perspectives. Migrant integration policies are associated with several factors: the number of asylum applications and the number of refugees (evidence-based perspective); GDP (per capita) and welfare expenditure (institutionalist perspective); political ideology; and public opinion (partisan perspective).

Abstract: The COVID-19 pandemic has had a dramatic impact on the cross-border movement of people. As governments begin to reopen their borders and cautiously restart travel, their attention is shifting to border procedures that could facilitate travel while protecting the homeland from travelers who may be infected. This is not the first time in recent memory that border management has had to be rethought under the pressure of large external forces. This article examines parallels between the current situation and the early 2000s, when the September 11, 2001, attacks on US targets caused a seismic shift in managing borders. We find echoes of today's responses in the initial fragmentation and chaos of two decades ago, which eventually gave way to a coordinated international system. We also analyze the implications of the emerging border health infrastructure for other migration challenges-particularly addressing irregular crossings and the border "crises" they create. Because the aftershocks of the pandemic on all aspects of people on the move could be felt for decades, immigration, mobility management, and public health priorities must be considered alongside one another.
