Abstract: Bulgarian Abstract: В новата история на България са правени няколко опита за държавно регламентиране на общественото подпомагане. Първият закон в този област е приет през 1934 г. Той урежда въпросите свързани с поддържането на безплатни трапезарии, подслони, приюти, сиропиталища, в които „недъгави, слепи, неизлечимо болни, душевно болни и др. се издържат от средствата на окръжните благотворителни съвети, ако те са болни или техните близки, които по закон са длъжни да се грижат за тях, нямат достатъчно средства за издръжката им”. Съгласно посочената Наредба-закон, общественото подпомагане обхваща „всяко частно или обществено начинание, което има за цел да облекчи положението на нуждаещите се членове на обществото”. Нуждаещ се по смисъла й е „всеки, които няма възможност сам или чрез помощта на онези свои близки, които по действащите закони са длъжни да се грижат за неговата издръжка, да задоволява своите и на своите близки жизнени потреби или пък поради телесен или душевен недостатък не може със собствени средства и труд и без чужда помощ да поддържа своето съществуване”. В структурата на социалното подпомагане могат да се обособят две основни части - социални помощи и социални услуги. Някои от помощите имат универсален характер, а други целят смекчаване на бедността. Предоставянето им се основава на социалната работа, като се прилага индивидуален подход и оценка на конкретните потребности на лицата и семействата. Социалната политика на дадена държава е съвкупност от специфични дейности, които целят да регулират социалните отношения между различни по своето социално положение субекти. Този подход към изясняването на социалната политика се нарича още функционален и по същество разглежда социалната политика като дейност за регулиране на отношенията на равенство или неравенство в обществото. Той дава възможност да се търсят неравенства в икономическите позиции на индивидите във връзка със собствеността, труда и условията за труд, разпределението на доходите и потреблението, социалното осигуряване и здравеопазването, да се търсят източниците за тези неравенства и тяхната социална оправданост или неоправданост. Белег на тази политика е социалната работа (дейност). Като термин социалната работа се разбира и като вид професия, и като система от специализирани институции, и все по-многообразни практики, които, за да бъдат ефективни, следва да използват интегрирано знание от фундаменталните науки за човека и обществените групи, за обществото като цяло. English Abstract: Several attempts have been made in the new history of Bulgaria to regulate social welfare system. The first law in this area was adopted in 1934. It regulates the issues related to the maintenance of free dinning rooms, shelters,asylums, orphanages in which "disabled, blind, terminally ill, mentally ill, are supported by the funds of district charities if they are ill or their relatives who are legally obliged to take care of them have insufficient funds to support them. " According to the above-mentioned Ordinance-Law, the social support covers "any private or public enterprise which aims to alleviate the situation of the members of the society who need it". To be in need, in its sense is "anyone who is unable, alone or through the help of those of his relatives who, under the laws in force, are required to take care of his support, to satisfy his or her immediate living needs, or because of a physical or mental defect cannot, with his own means and labor and without help, maintain his existence. " In the structure of social assistance two main parts can be identified - social assistance and social services. Some of the aids are of a universal nature and others aim to alleviate poverty. Their provision is based on social work, applying an individual approach and assessing the specific needs of individuals and families. The social policy of a country is a set of specific activities aimed at regulating the social relations between different in their social status subjects. This approach to clarifying social policy is also called functional and essentially addresses social policy as an activity to regulate the relationship of equality or inequality in society. It provides an opportunity to look for inequalities in the economic positions of individuals in relation to ownership, labor and working conditions, distribution of income and consumption, social security and health, to look for the sources of these inequalities and their social justification or undue distribution. A characteristic feature of this policy is social work (activity). As a term, social work is also understood as a type of profession and as a system of specialized institutions, and increasingly diverse practices that, in order to be effective, should use an integrated knowledge of fundamental human and social groups sciences, knowledge about the society as a whole.

Abstract: Background: Telocytes (TCs) are unique interstitial or stromal cells of mesodermal origin, defined by long cellular extensions called telopodes (Tps) which form a network, connecting them to surrounding cells. TCs were previously found around stem and progenitor cells, and were thought to be most likely involved in local tissue metabolic equilibrium and regeneration. The roles of telocytes are still under scientific scrutiny, with existing studies suggesting they possess various functions depending on their location. Methods: Human myometrium biopsies were collected from pregnant and non-pregnant women, telocytes were then investigated in myometrial interstitial cell cultures based on morphological criteria and later prepared for time-lapse microscopy. Semi-analytical and numerical solutions were developed to highlight the geometric characteristics and the behavior of telocytes. Results: Results were gathered in a database which would further allow efficient telocyte tracking and indexing in a content-based image retrieval (CBIR) of digital medical images. Mathematical analysis revealed pivotal information regarding the homogeneity, hardness and resistance of telocytes’ structure. Cellular activity models were monitored in vitro, therefore supporting the creation of databases of telocyte images. Conclusions: The obtained images were analyzed, using segmentation techniques and mathematical models in conjunction with computer simulation, in order to depict TCs behavior in relation to surrounding cells. This paper brings an important contribution to the development of bioinformatics systems by creating software-based telocyte models that could be used both for diagnostic and educational purposes.
