Abstract: Let X be an arbitrary compact subset of the plane. It is proved that if L is a homogeneous elliptic operator with constant coefficients and locally bounded fundamental solution, then each function f that is continuous on X and satisfies the equation Lf = 0 at all interior points of X can be uniformly approximated on X by solutions of the same equation having singularities outside X. A theorem on uniform piecemeal approximation of a function is also established under weaker constraints than in the standard Vitushkin scheme. Bibliography: 24 titles.

Abstract: Increases in the X-ray radiation that is emitted during a solar X-ray flare induce significant changes in the ionospheric D region. Because of the numerous complex processes in the ionosphere and the characteristics of the radiation and plasma, the causal-consequential relationship between the X-ray radiation and ionospheric parameters is not easily determined. In addition, modeling the ionospheric D-region plasma parameters is very difficult because of the lack of data for numerous time- and space-dependent physical quantities. In this article we first give a qualitative analysis of the relationship between the electron density and the recorded solar X-ray intensity. After this, we analyze the differences in the relationships between the D-region response and various X-ray radiation properties. The quantitative study is performed for data observed on 5 May 2010 in the time period between 11:40 UT – 12:40 UT when the GOES 14 satellite detected a considerable X-ray intensity increase. Modeling the electron density is based on characteristics of the 23.4 kHz signal emitted in Germany and recorded by the receiver in Serbia.

Abstract: Cognitive jammers are able to deploy advanced strategies that degrade the performance of cognitive radio (CR) user communications. In this study, the authors study the problem of power allocation in CR user and jammer games, over parallel Gaussian channels. They model the interaction between a communicator (a transmitter–receiver pair) and a jammer using zero-sum games with continuous action sets; they describe unilateral, Nash and Stackelberg games. They compare the Nash equilibrium (NE), the Stackelberg equilibrium and the minmax/maxmin optimal power allocations through the simulation of the diverse game scenarios. Finally, they give the theoretical proof of existence and uniqueness of the NE.

Abstract: In this article, the origins of the conflict in the former Yugoslavia are reanalyzed using insights from Hofstede's (1980, 1991, 1994) theory on differences between national cultures. This material is intended to provide information to put the role of political elites in culture-related conflicts in a somewhat broader, "embedded" perspective. I argue that some societies are more susceptible to political manipulation than others. A comparative perspective, focusing on differences between Belgium and the former Yugoslavia, illustrates the argument. Last, I give some implications for both theory and practice.
