Abstract: The act of ensuring freshwater is considered the most essential and basic need for humanity. Although the planet is water-rich in some terms, the freshwater sources available for human consumption and beneficial uses are very limited. Excess population growth, industrial development coupled with improving living standards have caused an unprecedented need for freshwater all over the world. Regions once rich in water resources are struggling to meet the ever increasing demands in recent years. In addition, climate change and unsustainable management practices have led to a situation called “drought” in many regions. Water supplies in drought conditions can be addressed by taking two major approaches related to management and technology development. The management approaches include demand mitigation and supply enhancement. Demand mitigation can be done by implementing water conservation practices, and by enforcing a mechanism to influence user-responsible behavior through higher water fares and other billing routes. Supply enhancement can be achieved by utilizing the methods available for water reclamation, reuse and recycle including rain harvesting. This paper provides a critical insight of the causes for drought and the issues caused by persistent drought conditions followed by discussion of management and technological approaches required to maintain adequate water resources around the world. Challenges and opportunities involved in implementation of desalination and water reuse technologies in addressing global water scarcity are discussed in detail with case studies

Abstract: We present a bounded policy iteration algorithm for infinite-horizon decentralized POMDPs. Policies are represented as joint stochastic finite-state controllers, which consist of a local controller for each agent. We also let a joint controller include a correlation device that allows the agents to correlate their behavior without exchanging information during execution, and show that this leads to improved performance. The algorithm uses a fixed amount of memory, and each iteration is guaranteed to produce a controller with value at least as high as the previous one for all possible initial state distributions. For the case of a single agent, the algorithm reduces to Poupart and Boutilier's bounded policy iteration for POMDPs.

Abstract: Smart grid initiatives are becoming more and more achievable through the use of information infrastructures that feature peer-to-peer communication, monitoring, protection and automated control. The analysis of smart grid operation requires considering the reliability of the cyber network as it is neither invulnerable nor failure free. This paper quantitatively evaluates the reliability of modern power systems, which incorporates the impact of cyber network failures on the reliability of the power network. In this paper, four types of interdependencies are defined and a new concept of state mapping is proposed to map the failures in the cyber network to the failures of the power network. Furthermore, in order to evaluate the impact of direct cyber-power interdependencies on the reliability indices, two optimization models are introduced to maximize the data connection in the cyber network and minimize the load shedding in the power network. The effectiveness of proposed reliability evaluation method is shown by a smart microgrid application. The methodology presented in this paper is a start point to optimize the future power grid which has increasingly interdependencies between cyber and power networks.

Abstract: A number of techniques for the compressed sensing of imagery are surveyed. Various imaging media are considered, including still images, motion video, as well as multiview image sets and multiview video. A particular emphasis is placed on block-based compressed sensing due to its advantages in terms of both lightweight reconstruction complexity as well as a reduced memory burden for the random-projection measurement operator. For multiple-image scenarios, including video and multiview imagery, motion and disparity compensation is employed to exploit frame-to-frame redundancies due to object motion and parallax, resulting in residual frames which are more compressible and thus more easily reconstructed from compressed-sensing measurements. Extensive experimental comparisons evaluate various prominent reconstruction algorithms for still-image, motion-video, and multiview scenarios in terms of both reconstruction quality as well as computational complexity.
