TL;DR: A generic detector refinement procedure based on mean shift clustering is shown to improve the detection accuracy and reduce the number of false positives for a broad class of object detectors for which a soft response’s confidence can be sensibly estimated.
Abstract: In this paper, we discuss theoretical foundations and a practical realization of a real-time traffic sign detection, tracking and recognition system operating on board of a vehicle. In the proposed framework, a generic detector refinement procedure based on mean shift clustering is introduced. This technique is shown to improve the detection accuracy and reduce the number of false positives for a broad class of object detectors for which a soft response’s confidence can be sensibly estimated. The track of an already established candidate is maintained over time using an instance-specific tracking function that encodes the relationship between a unique feature representation of the target object and the affine distortions it is subject to. We show that this function can be learned on-the-fly via regression from random transformations applied to the image of the object in known pose. Secondly, we demonstrate its capability of reconstructing the full-face view of a sign from substantial view angles. In the recognition stage, a concept of class similarity measure learned from image pairs is discussed and its realization using SimBoost, a novel version of AdaBoost algorithm, is analyzed. Suitability of the proposed method for solving multi-class traffic sign classification problems is shown experimentally for different feature representations of an image. Overall performance of our system is evaluated based on a prototype C++ implementation. Illustrative output generated by this demo application is provided as a supplementary material attached to this paper.

TL;DR: In this paper, the interturn voltages of 500 kV class transformers were measured using an optical fiber transmission system and it was found that an interturn traveling wave is generated at either end of the coil and propagates along the winding.
Abstract: Very fast transient overvoltages (VFTO) comprising oscillating waveforms generate a voltage oscillation in transformer windings. The behaviour of the voltage oscillation in the winding is investigated experimentally on 500 kV class transformers using a pulse and a sinusoidal voltage. The interturn voltages are directly measured using an optical fiber transmission system. In the case of a pulse application, it is found that an interturn traveling wave is generated at either end of the coil and propagates along the winding. In the case of a sinusoidal voltage application, a resonance phenomenon, probably due to the superposition of the traveling waves, is found in the interturn voltage, which could reach 0.25 times the applied voltage. In the tested transformers, the estimated interturn voltage level at incoming VFTO can be 3 times higher than that in the lightning impulse voltage test.

TL;DR: In this article, a new type of highly stabilized GaAs FET oscillator using a dielectric resonator and a stabilization resistor in the feedback circuit has been developed, which has a high external quality factor Q/sub ex/ for more than 1000 MHz with no hysteresis phenomena.
Abstract: A new type of highly stabilized GaAs FET oscillator using a dielectric resonator and a stabilization resistor in the feedback circuit has been developed. The oscillator fabricated with a microwave integrated circuit has a high external quality factor Q/sub ex/ for more than1000 with no hysteresis phenomena. The microwave characteristics of the GaAs FET oscillator has revealed 1) high efficiency of 20 percent with 70-mW output power at 11.85 GHz, 2) a wide tuning range more than1000 MHz, 3) a wide oscillation frequency from 9 to 14 GHz with same MIC pattern by using five dielectric resonators of different sizes, 4) a high-frequency stability as low as /spl plusmn/ 150kHz in the tempature range from -20 to + 60/spl deg/ C, and 5) low FM noise of 0.07 Hz/ /spl radic/Hz at off-carrier frequency of 100kHz.

TL;DR: A low cost and highly reliable residential gateway controller (residential G/W) with plug & play mechanism has been developed for home energy management system (HEMS).
Abstract: A low cost and highly reliable residential gateway controller (residential G/W) with plug & play mechanism has been developed for home energy management system (HEMS). Residential G/W is integrated on a small embedded H/W with Java, GUI-OS and the latest Internet technologies. HEMS equipped with residential G/W is also developed and installed in 20 houses in Tokyo for evaluation.
