Abstract: A method and apparatus are disclosed for improved channel selection in a multi-frequency radio data communications system whereby a minimum level of signal/service quality may be maintained at all times without unduly impacting channel loading considerations. Specialized idle messages are utilized in the outbound channel of the radio system which are required in any event but include added information for the monitoring remote terminals to determine channel quality and take appropriate action by selecting a new channel to operate on if channel quality falls below a preset threshold level.

Abstract: We present a new approach for estimation and optimization of the average stand-by power dissipation in large MOS digital circuits. To overcome the complexity of state dependence in average leakage estimation, we introduce the concept of "dominant leakage states" and use state probabilities. Our method achieves speed-ups of 3 to 4 orders of magnitude over exhaustive SPICE simulations while maintaining accuracies within 9% of SPICE. This accurate estimation is used in a new sensitivity-based leakage and performance optimization approach for circuits using dual V/sub t/ processes. In tests on a variety of industrial circuits, this approach was able to obtain 81-100% of the performance achievable with all low V/sub t/ transistors, but with 1/3 to 1/6 the stand-by current.

Abstract: The realization of high data rates in LTE technology over an all IP network means an ever increasing load on packet data networks. 3GPP has defined data offloading as a key solution to cope with this challenge. Data offloading has been a critical area of study in 3GPP Release-10. The 3GPP Evolved Packet Core (EPC) has been defined to be expansive; for example, it is designed to work in conjunction with non-3GPP access networks, femto cells etc., This diversity causes more scenarios to tackle, but it also provides solutions in the ways of offloading data from the EPC. This article is a tutorial on three such mechanisms, namely Local IP Access (LIPA), Selected IP Traffic Offload (SIPTO) and IP Flow Mobility (IFOM). The article starts with an overview of data offloading methods. The basics and key concepts of each method are summarized before giving the requirements, architecture and procedures with high-level message flows. The article ends with a brief evaluation of the mechanisms and references for the reader interested in further reading.

Abstract: Coordinates from a digitizing tablet are processed in two modes. In a first mode (denoted the Cursor Mode for convenience) the digitizing tablet operates similar to the well know computer "mouse" allowing the user to move the cursor around the display screen to select buttons and controls by mapping the coordinates to the display area of the monitor. In a second mode (denoted as the Input Mode for convenience), the digitizing tablet coordinates (especially generated by the motion of a pen) are mapped to an input area within a graphical interface of a computer program designed to accept handwritten input. Selection between the first mode and the second mode is made manually by switch input or automatically via analysis of the coordinates or by differentiating field sensing digitization from touch sensitive digitization.

Abstract: A dynamic programming algorithm for the optimal charge/discharge scheduling of BESS energy storage is presented. It ensures the minimisation of the electricity bill for a given battery capacity, while reducing stress on the battery and prolonging battery life. Optimal scheduling of the battery charge state is in itself unique; the methods of multipass dynamic programming are used to accomplish this. Maximum payoff for load redistribution and peak load shaving is determined while accounting for charging rate, battery voltage fluctuation and internal losses as a function of charge state. The optimal charging curve is significantly different from the curve conventionally published for BESS.
