Abstract: The Madden-Julian oscillation (MJO) is a dominant atmospheric low-frequency mode in the tropics. In this review article, recent progress in understanding the MJO dynamics is described. Firstly, the fundamental physical processes responsible for MJO eastward phase propagation are discussed. Next, a recent modeling result to address why MJO prefers a planetary zonal scale is presented. The effect of the seasonal mean state on distinctive propagation characteristics between northern winter and summer is discussed in a theoretical framework. Then, the observed precursor signals and the physical mechanism of MJO initiation in the western equatorial Indian Ocean are further discussed. Finally, scale interactions between MJO and higherfrequency eddies are delineated.

Abstract: Mobile crowdsensing has shown elegant capacity in data collection and has given rise to numerous applications. In the sense of coverage quality, marginal works have considered the efficient (less cost) and effective (considerable coverage) design for mobile crowdsensing networks. We investigate the optimal quality-aware coverage in mobile crowdsensing networks. The difference between ours and the conventional coverage problem is that we only select a subset of mobile users so that the coverage quality is maximized with constrained budget. To address this new problem, which is proved to be NP-hard, we first prove that the set function of coverage quality is nondecreasing submodular. By leveraging the favorable property in submodular optimization, we then propose an $(\text{1}-(\text{1}/e))$ approximation algorithm with $O(n^{k+2})$ time complexity, where $k$ is an integer that is greater than or equal to 3. Finally, we conduct extensive simulations for the proposed scheme, and the results demonstrate that ours outperforms the random selection scheme and one of the state of the art in terms of total coverage quality by, at most, 2.4× and 1.5× and by, on average, 1.4× and 1.3×, respectively. Additionally, ours achieves a near-optimal solution, compared with the brute-force search results.

Abstract: This paper proposes a least squares method and a goal programming method to get the priority of the intuitionistic fuzzy preference relation (IFPR). The relation between the IFPR and the interval fuzzy number preference relation (IFNPR) is established by splitting the IFPR into the membership degree interval judgment matrix and the non-membership degree interval judgment matrix. Considering the fact that the priority method must be based on the consistent condition, we propose the additive consistent conditions of the IFPR according to that of the IFNPR. However, in real-life decision situations, such consistent conditions are hard to be satisfied. For deriving the priority vector of the IFPR, the least squares model and the goal programming model are put forward. It is also shown that the same methods apply to the circumstance of group decision making. The numerical examples are provided to show that the methods proposed are valid, and the case study of selecting industries with higher meteorological sensitivity by using the intuitionistic fuzzy hierarchic structure model is given to show that the methods proposed are practical.

Abstract: The increase in surface air temperature in China has been faster than the global rate, and more high temperature spells are expected to occur in future. Here we assess the annual heat-related mortality in densely populated cities of China at 1.5 °C and 2.0 °C global warming. For this, the urban population is projected under five SSPs, and 31 GCM runs as well as temperature-mortality relation curves are applied. The annual heat-related mortality is projected to increase from 32.1 per million inhabitants annually in 1986–2005 to 48.8–67.1 per million for the 1.5 °C warming and to 59.2–81.3 per million for the 2.0 °C warming, taking improved adaptation capacity into account. Without improved adaptation capacity, heat-related mortality will increase even stronger. If all 831 million urban inhabitants in China are considered, the additional warming from 1.5 °C to 2 °C will lead to more than 27.9 thousand additional heat-related deaths, annually. Heatwaves are expected to increase under climate change, and so are the associated deaths. Here the authors determine the regional high temperature thresholds for 27 metropolises in China and analyze the changes to heat-related mortality, showing that the additional global-warming temperature increase of 0.5°C, from 1.5°C to 2.0°C, will lead to tens of thousands of additional deaths, annually.

Abstract: The relationship between Tibetan Plateau (TP) snow cover and the East Asian summer monsoon (EASM) has long been discussed, but the underlying mechanism remains controversial. In this paper, the snow–albedo and snow–hydrology feedbacks over the TP are investigated based on multiple sources of snow data for the period 1979–2011. The results indicate that winter snow cover plays an important role in cooling local air temperature through the snow–albedo effect; the TP surface net solar radiation in years with above-normal snow cover is approximately 18 W m−2 less than that in below-normal snow cover years. However, data analysis demonstrates that persistent effects of winter snow cover are limited to the period from winter to spring over most parts of the central and eastern TP. Therefore, the preceding snow cover over the central and eastern TP exerts little influence over either the in situ summer atmospheric heat source or the EASM, because of its limited persistence.
