Abstract: В статті на основі аналізу сучасного стану та тенденцій розвитку інформаційних і інших високих оборонних технологій та їх впливу на забезпечення національної безпеки і оборони, з врахуванням особливостей високотехнологічного розвитку людства, виявлені основні проблемні питання їх впровадження, ефективного застосування у воєнній сфері та визначені шляхи їх вирішення. З єдиних позицій розглянуті системи оперативного управління військами (силами) та зброєю, їх роль і місце у формуванні єдиного бойового простору та практичній реалізації мережецентричних концепцій організації та ведення бойових дій, а також системо-утворююча та інтегруюча роль інформаційних технологій у вирішенні цих питань. Досліджено фактори, які впливають на зростання кількості загроз і ризиків інформаційних, кібер та когнітивних деструктивних впливів на високотехнологічні системи (комплекси, засоби), особовий склад Збройних Сил та населення через кіберпростір в сучасних умовах і їх трансформації. Запропоновані можливі шляхи щодо удосконалення системи інформаційної і кібербезпеки та кібероборони держави у воєнній сфері. Розглянуті проблемні питання наукового супроводження створення, впровадження та забезпечення ефективного застосування високотехнологічних розробок у сфері оборони, а також підготовки фахівців за високотехнологічними напрямами в інтересах забезпечення національної безпеки і оборони та запропоновані шляхи їх вирішення.

Abstract: In this paper we originally develop a generalized linear exponential quadratic Gaussian technique to design singular optimal control systems. The proposed method is successfully applied for an autopilot design of high performance bank-to-turn missile. Finally compared with the generalized singular linear quadratic Gaussian method, the numerical simulations present the results and demonstrate the benefits of the proposed method.

Abstract: Since the peoples uprising in 2011 against the authoritarian regime of Bashar Al Assad and its oppressive policies, Syria is entangled in a long spiral of violent conflict. Though several factors explain the violent nature of the conflict and its longevity. However, the geopolitical interests of the regional and global powers like Saudi Arabia vs. Iran and the US vs. Russia respectively, in this country has been the main determinant of this war. The intervention of the US and Russia in this war for their vested geopolitical interests has brought havoc and disaster to the country. By supporting opposite parties both these states have, instead of creating peace, prolonged the conflict for almost a decade. This paper tries to analyze the role of the global powers in the Syrian civil war, through the Power Transition Theory. No prospects of peace are visible in the near future as long as they try to balance one anothers power or unless there emerges a clear dominant power.

Abstract: This paper describes an expert system, which allows a tutor to lead quality testing of knowledge and practical skills of microcontroller systems designers in the shortest time. Such an expert system allows the tutor to give students tasks of a test according to their complexity. If a student can’t fulfill a task, then it is not necessary to give him a more complex task which has elements of the previous task that students did not fulfill. At first, students receive theoretical knowledge of base principles of microcontroller systems designing. Students can receive this knowledge from the university WEB-site. There are lots of multimedia courses. These courses explain how students can use equipment and software. Further, students learn the C-programming for AVR microcontrollers. The next stage of the training is working out of a project. A project has a system circuit and C-programs which support the microcontrollers' functioning. Further a project is simulated with the help of the ISIS subsystem of the Proteus simulator. Such simulation helps students to see the quality of a project. They can look through several variants of a project and select the optimal variant of a circuit and a C program. The next stage of designing projects is their implementation with the help of real equipment. This paper proposes a technique of receiving practical experience in microcontroller systems designing. This technique is based on the microcontroller board Arduino Uno. The expert system has tasks of different complexity. This technique allows students to do projects of a different level of complexity. It will give students more deep experience in the designing of microcontroller systems.
