Abstract: The problem of substantiation of methodological bases of radio resource management of military radio communication systems in the conditions of a priori uncertainty is solved in the work. The object of research is the military radio communication system. One of the most problematic places in the management of military radio resources is the inability to carry out a hierarchical management of the parameters and modes of operation of both individual radios and the military radio system as a whole. This reduces the efficiency of the system itself and the efficiency of its application. The scientific problem is solved by substantiating the methodological principles of radio resource management of military radio communication systems in conditions of a priori uncertainty. During the research, the authors used the main provisions of the theory of queuing, the theory of automation, the theory of complex technical systems, as well as general scientific methods of cognition, namely analysis and synthesis. The novelty is that in the course of work: – the purpose of functioning of an operative management subsystem of a radio resource of military radio communication systems is formulated; – indicators and criteria of functioning efficiency of military radio communication systems are determined; – decomposition of the solution of this problem into problems depending on the signal and noise situation is carried out. An approach based on the hierarchical decomposition of the functional structure of networks, the behavior of which is described by stochastic differential (or difference) equations of the high dimension state, into a number of interconnected but simpler functional structures is used for the functional description of military radio communication systems. It will allow to make a decomposition of the state of the military radio system and increase the efficiency of decision-making on adjusting the modes of operation and parameters of the military radio system in real time. The research results should be used at the stage of operational management of parameters and modes of these systems operation.

Abstract: AHP (Analytic Hierarchy Process) is a popular technique often used to model subjective decision-making processes based on multiple attributes; Hwang and Yo on (1981) originally proposed TOPSIS (Technique for Order Preference by Similarity to Ideal Solution) approach to solve multiple attribute decision-making problems using the concept of optimal compromise solution. Lai et al. (1994) further utilized the Euclidean distance concept to drive the TOPSIS approach for MODM problems. In this research, we introduced a multiobjective compromise optimization method integrating AHP with TOPSIS to evaluate the development strategies of nanotechnology for enhancing the global position of Taiwan. Firstly, fuzzy hierarchy analytic process was used to derive the relative weights of the considered criteria from participated evaluators, and then the synthetic value were aggregated by criteria weights with performance score which assigned by participant’s subjective judgment. Abstract: According to the collaborative diagnostics functions and the interface C requirements suggested in the recent e-diagnostics guidebook of International SEMATECH, this paper proposes a novel e-diagnostics framework, called secure collaborative e-diagnostics framework (SCDF). SCDF is developed based on the technologies of Web services, clustering, and new-generation information security. In addition to providing a variety of e-diagnostics functions, SCDF possesses mechanisms to solve several important issues, such as data isolation for different suppliers, supporting remote diagnoses through multi-party collaboration, diagnostics service and storage failover for assuring system availability and the security measures related to above issues. SCDF provides a possible solution to part of the e-diagnostics interface C and can be applied in semiconductor industry to increase the equipment effectiveness and availability.

Abstract: Coherent sidelobe canceller is considered as a special case of adaptive antenna arrays. Utilization of the steepest descent algorithm in such a system is studied. It is shown that eigenvectors of the auxiliary channels correlation matrix create two subspaces with so-called primed coordinates, which comprise the principal axes of the quadratic performance surface. The first subspace is formed by the eigenvectors corresponding to the singular eigenvalues, which equal channels’ internal noise power, while the second is created by those corresponding to the distinct eigenvalues. Dimension of the second subspace equals the number of the jamming sources. It is proven that, if the initial weight vector is chosen zero, the trajectory of the transient process totally belongs to the second subspace. In this case, transient performance is good. If, for whatever reason, initial weight vector finds itself in the first subspace, the transient performance can be compromised. Computer simulation of the adaptive coherent sidelobe canceller has shown that this transient performance degradation can be substantial. Still, it lessens greatly if the number of the auxiliary antennas is much higher than that of the jammers. As a measure to improve performance, it is proposed to set to zero the initial weight vector in the systems with the small number of the auxiliary channels any time interference environment changes.

Abstract: Abstract Although a military organization is a special form of institution, grouping people and resources for the special purposes of defence and fighting in general, it is influenced by the same rules and conditions that other organizations are. Considering the problems of land forces organizational structures in tactical operations it is important to refer to the theory of organization and management which may constitute a point of reference to properly devise and forming up of land forces structures assuming that such forces make up an organization - since this is a team of soldiers including their resources, shaped into an adequate structure and predestined to perform a definite task. The article is an attempt to reveal multiple mutual relations of tactical, technical and economical inventions inflicting structural transformation of the army in the context of the reality of a middle-sized country today.
