Abstract: Objectives To use the estimates from the Global Burden of Disease Study 2016 to describe patterns of suicide mortality globally, regionally, and for 195 countries and territories by age, sex, and Socio-demographic index, and to describe temporal trends between 1990 and 2016. Design Systematic analysis. Main outcome measures Crude and age standardised rates from suicide mortality and years of life lost were compared across regions and countries, and by age, sex, and Socio-demographic index (a composite measure of fertility, income, and education). Results The total number of deaths from suicide increased by 6.7% (95% uncertainty interval 0.4% to 15.6%) globally over the 27 year study period to 817 000 (762 000 to 884 000) deaths in 2016. However, the age standardised mortality rate for suicide decreased by 32.7% (27.2% to 36.6%) worldwide between 1990 and 2016, similar to the decline in the global age standardised mortality rate of 30.6%. Suicide was the leading cause of age standardised years of life lost in the Global Burden of Disease region of high income Asia Pacific and was among the top 10 leading causes in eastern Europe, central Europe, western Europe, central Asia, Australasia, southern Latin America, and high income North America. Rates for men were higher than for women across regions, countries, and age groups, except for the 15 to 19 age group. There was variation in the female to male ratio, with higher ratios at lower levels of Socio-demographic index. Women experienced greater decreases in mortality rates (49.0%, 95% uncertainty interval 42.6% to 54.6%) than men (23.8%, 15.6% to 32.7%). Conclusions Age standardised mortality rates for suicide have greatly reduced since 1990, but suicide remains an important contributor to mortality worldwide. Suicide mortality was variable across locations, between sexes, and between age groups. Suicide prevention strategies can be targeted towards vulnerable populations if they are informed by variations in mortality rates.

Abstract: Determining whether people in certain countries score differently in measurements of interest or whether concepts relate differently to each other across nations can indisputably assist in testing theories and advancing our sociological knowledge. However, meaningful comparisons of means or relationships between constructs within and across nations require equivalent measurements of these constructs. This is especially true for subjective attributes such as values, attitudes, opinions, or behavior. In this review, we first discuss the concept of cross-group measurement equivalence, look at possible sources of nonequivalence, and suggest ways to prevent it. Next, we examine the social science methodological literature for ways to empirically test for measurement equivalence. Finally, we consider what may be done when equivalence is not supported by the data and conclude with a review of recent developments that offer exciting directions and solutions for future research in cross-national measurement equiva...

Abstract: The maximum Nash welfare (MNW) solution --- which selects an allocation that maximizes the product of utilities --- is known to provide outstanding fairness guarantees when allocating divisible goods. And while it seems to lose its luster when applied to indivisible goods, we show that, in fact, the MNW solution is unexpectedly, strikingly fair even in that setting. In particular, we prove that it selects allocations that are envy free up to one good --- a compelling notion that is quite elusive when coupled with economic efficiency. We also establish that the MNW solution provides a good approximation to another popular (yet possibly infeasible) fairness property, the maximin share guarantee, in theory and --- even more so --- in practice. While finding the MNW solution is computationally hard, we develop a nontrivial implementation, and demonstrate that it scales well on real data. These results lead us to believe that MNW is the ultimate solution for allocating indivisible goods, and underlie its deployment on a popular fair division website.

Abstract: We explore a recently proposed Variational Dropout technique that provided an elegant Bayesian interpretation to Gaussian Dropout. We extend Variational Dropout to the case when dropout rates are unbounded, propose a way to reduce the variance of the gradient estimator and report first experimental results with individual dropout rates per weight. Interestingly, it leads to extremely sparse solutions both in fully-connected and convolutional layers. This effect is similar to automatic relevance determination effect in empirical Bayes but has a number of advantages. We reduce the number of parameters up to 280 times on LeNet architectures and up to 68 times on VGG-like networks with a negligible decrease of accuracy.

Abstract: A measurement of the ratio of branching fractions of the decays B + → K + μ + μ − and B + → K + e + e − is presented. The proton-proton collision data used correspond to an integrated luminosity of 5.0 fb − 1 recorded with the LHCb experiment at center-of-mass energies of 7, 8, and 13 TeV. For the dilepton mass-squared range 1.1 < q 2 < 6.0 GeV 2 / c 4 the ratio of branching fractions is measured to be R K = 0.84 6 + 0.060 − 0.054 + 0.016 − 0.014 , where the first uncertainty is statistical and the second systematic. This is the most precise measurement of R K to date and is compatible with the standard model at the level of 2.5 standard deviations.
