Abstract: The long-standing conjectures of the optimality of Gaussian inputs and additivity are solved for a broad class of gauge-covariant or contravariant bosonic Gaussian channels (which includes in particular thermal, additive classical noise, and amplifier channels) restricting to the class of states with finite second moments. We show that the vacuum is the input state which minimizes the entropy at the output of such channels. This allows us to show also that the classical capacity of these channels (under the input energy constraint) is additive and is achieved by Gaussian encodings.

Abstract: Accelerated globalisation has substantially contributed to the rise of emerging markets worldwide. The G7 and Emerging Markets Seven (EM7) behaved in significantly different macroeconomic ways before, during, and after the 2008 Global Crisis. Average real GDP growth rates remained substantially higher among the EM7, while unemployment rates changed their patterns after the crisis. Since 2017, however, approximately one half of the worldwide economic growth is attributable to the EM7, and only a quarter to the G7. This paper aims to analyse the association between the health spending and real GDP growth in the G7 and the EM7 countries. In terms of GDP growth, the EM7 exhibited a higher degree of resilience during the 2008 crisis, compared to the G7. Unemployment in the G7 nations was rising significantly, compared to pre-recession levels, but, in the EM7, it remained traditionally high. In the G7, the austerity (measured as a percentage of GDP) significantly decreased the public health expenditure, even more so than in the EM7. Out-of-pocket health expenditure grew at a far more concerning pace in the EM7 compared to the G7 during the crisis, exposing the vulnerability of households living close to the poverty line. Regression analysis demonstrated that, in the G7, real GDP growth had a positive impact on out-of-pocket expenditure, measured as a percentage of current health expenditure, expressed as a percentage of GDP (CHE). In the EM7, it negatively affected CHE, CHE per capita, and out-of-pocket expenditure per capita. The EM7 countries demonstrated stronger endurance, withstanding the consequences of the crisis as compared to the G7 economies. Evidence of this was most visible in real growth and unemployment rates, before, during and after the crisis. It influenced health spending patterns in both groups, although they tended to diverge instead of converge in several important areas.

Abstract: Fast radio bursts (FRBs) are bright, millisecond-scale radio flashes of unknown physical origin1. Young, highly magnetized, isolated neutron stars—magnetars—have been suggested as the most promising candidates for FRB progenitors owing to their energetics and high X-ray flaring activity2,3. Here we report the detection with Konus-Wind of a hard X-ray event of 28 April 2020 temporally coincident with a bright, two-peak radio burst4,5 in the direction of Galactic magnetar SGR 1935+2154, with properties remarkably similar to those of FRBs. We show that the two peaks of the double-peaked X-ray burst coincide in time with the radio peaks and infer a common source and the association of these phenomena. An unusual hardness of the X-ray spectrum strongly distinguishes the 28 April event among multiple ‘ordinary’ flares from SGR 1935+2154. A recent non-detection5–7 of radio emission from about 100 typical soft bursts from SGR 1935+2154 favours the idea that bright, FRB-like magnetar signals are associated with rare, hard-spectrum X-ray bursts. The implied rate of these hard X-ray bursts (~0.04 yr−1 magnetar−1) appears consistent with the rate estimate4 of SGR 1935+2154-like radio bursts (0.007–0.04 yr−1 magnetar−1). In April 2020, the Konus-Wind instrument registered two X-ray bursts temporally coincident with two radio bursts from the Galactic magnetar SGR 1935+2154. The unusual spectral hardness of the X-ray bursts may be an indicator of fast-radio-burst-like radio emission from magnetars.

Abstract: We use Morocco’s national survey of living standards to measure the welfare impacts of the price changes attributed to various agricultural trade reform scenarios for de-protecting cereals — the country’s main foodstaple. We find small impacts on mean consumption and inequality in the aggregate. There are both gainers and losers and (contrary to past claims), the rural poor are worse off on average after de-protection. We decompose the aggregate impact on inequality into a “vertical” component (between people at different pre-reform welfare levels) and “horizontal” component (between people at the same prereform welfare). The vertical component of full de-protection is inequality reducing, while the (dominant) horizontal component is inequality increasing. The diverse impacts reflect a degree of observable heterogeneity in consumption behavior and income sources, with implications for social protection policies.

Abstract: Increasingly organizations are using process mining to understand the way that operational processes are executed. Process mining can be used to systematically drive innovation in a digitalized world. Next to the automated discovery of the real underlying process, there are process-mining techniques to analyze bottlenecks, to uncover hidden inefficiencies, to check compliance, to explain deviations, to predict performance, and to guide users towards “better” processes. Dozens (if not hundreds) of process-mining techniques are available and their value has been proven in many case studies. However, process mining stands or falls with the availability of event logs. Existing techniques assume that events are clearly defined and refer to precisely one case (i.e. process instance) and one activity (i.e., step in the process). Although there are systems that directly generate such event logs (e.g., BPM/WFM systems), most information systems do not record events explicitly. Cases and activities only exist implicitly. However, when creating or using process models “raw data” need to be linked to cases and activities. This paper uses a novel perspective to conceptualize a database view on event data. Starting from a class model and corresponding object models it is shown that events correspond to the creation, deletion, or modification of objects and relations. The key idea is that events leave footprints by changing the underlying database. Based on this an approach is described that scopes, binds, and classifies data to create “flat” event logs that can be analyzed using traditional process-mining techniques.
