TL;DR: In this paper, the buffer memory is configured to provide a number of image frames corresponding to a discontinuity in the numbering of the image frames, which are used in the decoding process.
Abstract: A method of decoding a compressed video sequence, wherein image frames are entered into a buffer memory in connection with the decoding. The video sequence includes an indication relating to at least one discontinuity in the numbering of the image frames, which indication is decoded from the video sequence. Then, in response to the indication, the buffer memory is configured to provide a number of image frames corresponding to a discontinuity in the numbering of the image frames, and the image frames provided by the buffer memory are used in the decoding process. Preferably, said indication informs that at least one discontinuity in the numbering of the image frames in the video sequence are intentional, and the number of image frames provided by the buffer memory are used in place of image frames that do not exist at a decoder.

TL;DR: In this paper, a system and method for performing security functions of a mobile station adapted to communicate via a communications network is presented, where the mobile station comprises a receiver, a controller, and can also include a ringer and/or a user identifying device.
Abstract: A system and method are provided for performing security functions of a mobile station adapted to communicate via a communications network. The mobile station comprises a receiver, a controller, and can also include a ringer and/or a user identifying device. The ringer is capable of generating a ringing tone. The user identifying device can generate data identifying a user of the mobile station. The receiver is capable of receiving at least one security message, where the at least one security message comprises at least one security function. For example, the security function can comprise actuating the ringer to continuously generate the ringing tone, and/or actuating the user identifying device to generate user-identifying data, and thereafter transmitting a status message including the user-identifying data. The controller is therefore capable of interpreting the at least one security message, and thereafter performing the at least one security function.

TL;DR: An overview on BS switch-off technologies is taken and the state of the art on each aspect is presented and some challenges that need to be solved for future work are described.
Abstract: For heterogeneous network, which has been viewed as one pioneering technology for making cellular networks be evolved into 5G systems, reducing energy consumption by dynamically switching off base stations (BSs) has attracted increasing attention recently. With aiming at optimization on energy saving only or another energy-related performance tradeoffs, several BS switch-off strategies have been proposed from different design perspectives, such as random, distance-aware, load-aware, and auction-based strategies. Furthermore, work has been done to consider joint design for BS switch-off strategy and another strategies, such as user association, resource allocation, and physical-layer interference cancellation strategies. Finally, there have been research results about this topic in emerging cloud radio access networks. In this paper, we take an overview on these technologies and present the state of the art on each aspect. Some challenges that need to be solved in this research filed for future work are also described.

TL;DR: In this paper, a system and method for facilitating mobile terminal access to a particular network application available via multiple application servers on a network is presented, where an application identifier corresponding to the network application, and associated application access parameters including an application server address of one of the multiple applications servers, is embedded into provisioning information.
Abstract: A system and method for facilitating mobile terminal access to a particular network application available via multiple application servers on a network. An application identifier corresponding to the network application, and associated application access parameters including an application server address of one of the multiple applications servers, is embedded into provisioning information. The provisioning information is transmitted to at least one mobile terminal in connection with a provisioning procedure. The mobile terminal is provisioned to facilitate access to the network application via the application server identified by the application server address provided with the provisioning information.
