Abstract: A cellular radio system comprises a multitude of base stations (101-106, 201-204, 211-212, 501-504) for offering a radio interface to mobile terminals (205, 215, 508). The radio interface is used for communicating general information to the mobile terminals and arranging for dedicated communication between a certain mobile terminal and the cellular radio system. For imposing restrictions to the operation of the mobile terminals on at least one isolated, geographically defined restricted area (107, 108, 200, 213) the system comprises a certain first base station arranged to transmit, similary to said general information, information about the nature of the restrictions applicable on said area to the mobile stations.

Abstract: A fast and secure ad hoc communication system is established between terminals with the aid of a network. Terminals equipped with a non-cellular interface may establish a high data rate peer-to-peer or multi-hop ad hoc connection with the support of a cellular network. The cellular network may provide signaling for user authentication, peer identification, key distribution for a secure non-cellular connection set-up, radio resources management messages, routing assistance information, as well as charging and billing for the service. A non-cellular link may be used for fast and secure ad hoc communication between the terminals. Signaling may be transported either over a non-cellular access network or, using dual-mode terminals, over the cellular RAN. A combination of the signaling transports is also possible.

Abstract: The joint development of the upcoming High Efficiency Video Coding (HEVC) standard by ITU-T Video Coding Experts Group and ISO/IEC Moving Picture Experts Group marks a new step in video compression capability. In technical terms, HEVC is a hybrid video-coding approach using quadtree-based block partitioning together with motion-compensated prediction. Even though a high degree of adaptability is achieved by quadtree-based block partitioning, this approach has certain intrinsic drawbacks, which may result in redundant sets of motion parameters being transmitted. Previous work has shown that those redundancies can effectively be removed by merging the leafs of a particular quadtree structure. Following this concept, a block merging algorithm for HEVC is now proposed. This algorithm generates a single motion parameter set for a whole region of contiguous motion-compensated blocks. In this paper, we describe the various components of the proposed block merging algorithm and, using experimental evidence, demonstrate their benefits in terms of coding efficiency.

Abstract: Wireless connectivity and widespread diffusion of portable devices offer novel opportunities for users to share resources anywhere and anytime, and to form ad-hoc coalitions. Resource access control is crucial to leverage these ad-hoc collaborations. In pervasive scenarios, however, collaborating entities cannot be predetermined and resource availability frequently varies, even unpredictably, due to user/device mobility, thus complicating resource access control. Access control policies cannot be defined based on entity’s identities/roles, as in traditional access control solutions, or be specified a priori to face any operative run time condition, but require continuous adjustments to adapt to the current situation. To address these issues, this paper advocates the adoption of novel access control policy models that follow two main design guidelines: context-awareness to control resource access on the basis of context visibility and to enable dynamic adaptation of policies depending on context changes, and semantic technologies for context/policy specification to allow high-level description and reasoning about context and policies. The paper also describes the design of a semantic context-aware policy model that adopts ontologies and rules to express context and context-aware access control policies and supports policy adaptation.

Abstract: A position locating system and method are provided for determining a geographic location of a portable remote unit. The locating system includes a communications system having at least one base station and a system controller. The base station bi-directionally couples the remote unit to the system controller through wireless links. The locating system also includes a server coupled to the system controller by a communication infrastructure external to the communications system. The server includes a data store which contains satellite positioning information. In response to a message from the remote unit, the server provides satellite information to the system controller over the communication infrastructure such that the provided satellite information is passed to the remote unit by the base station. The provided satellite information includes information to aid in acquiring a predetermined number of satellites within a satellite positioning system. The acquired satellites provide coded signals for determining the geographic location of the remote unit. In one embodiment, the data communication system is a cellular telephone network and the communication infrastructure is the Internet. The Internet is coupled to the cellular telephone network through a public switched telephone network (PSTN).
