Culture and place-based development: a socio-economic analysis

Abstract: Culture and place-based development: a socio-economic analysis, Regional Studies. Cultural factors are often absent from analyses of economic change and development, divorcing the nature of social places from the economic spaces within which they are situated. In response to this, the paper seeks both to conceptualize and to operationalize a framework of place-based culture. It develops a framework capturing the economic culture and community culture of places, and examines the relationship between the two, as a means of developing a broader understanding of the notion of culture than is usually considered by the extant literature. Empirically, the paper utilizes Wales as a reference region, with its culture compared with other regions of the UK, along with an analysis of cultural differences found across its localities. Overall, considerable variability is found in the cultural characteristics across both regions and localities, with the type of community culture embedded in places often found to be associated with the prevailing economic culture in these places, suggesting a strong symbiotic association.

When 'Work' Meets 'Home': temporal flexibility as lived experience

Abstract: This article reports on research that explored the experience of 25 professional management employees who worked regular periods from home, but remained full-time salaried employees. Based on interviews with these workers in their home using language, routines and observations as data the article tracks how organizational policies of flexibility translate into individuals' experience of lived temporalities. The article concludes with the view that such new forms of work organization are neither necessarily corrosive of character, nor do they provide the individual with unlimited opportunity to shape the work process beyond organizational control. Rather, they recast the relationship between ‘home’ and ‘work’, necessitating the individual to engage reflectively with both spheres.

The Value of CCTV Surveillance Cameras as an Investigative Tool: An Empirical Analysis

Abstract: There has been extensive research on the value of closed-circuit television (CCTV) for preventing crime, but little on its value as an investigative tool. This study sought to establish how often CCTV provides useful evidence and how this is affected by circumstances, analysing 251,195 crimes recorded by British Transport Police that occurred on the British railway network between 2011 and 2015. CCTV was available to investigators in 45% of cases and judged to be useful in 29% (65% of cases in which it was available). Useful CCTV was associated with significantly increased chances of crimes being solved for all crime types except drugs/weapons possession and fraud. Images were more likely to be available for more-serious crimes, and less likely to be available for cases occurring at unknown times or in certain types of locations. Although this research was limited to offences on railways, it appears that CCTV is a powerful investigative tool for many types of crime. The usefulness of CCTV is limited by several factors, most notably the number of public areas not covered. Several recommendations for increasing the usefulness of CCTV are discussed.

The collapse of Zaïre: implosion, revolution or external sabotage?

Abstract: The collapse of Mobutu's Zaire in 1996/97 was the result of an unprecedented correspondence of domestic, regional and international interests. The Zairean state was established and sustained during the Cold War with Western support as a bulwark against communism and source of raw materials. It maintained itself after the Cold War by playing on external fears of state collapse and by supporting French regional interests. By 1996, with the failure of French credibility and US refusal to intervene, it had no reliable external protector. Internal support was non-existent, and an opposition alliance was constructed under Kabila's leadership. Regional states, notably Rwanda and Angola, intervened to protect their own security. Though successful, this regional alliance itself proved to be unstable, leading to a recurrence of war in 1998.
