Bobrow and Dryzek systematically compare the five major contending analytical frames of reference: welfare economics, public choice, social structure, information processing, and political philosophy. The workings of each frame are illustrated by means of a common, if imaginary, policy case - air pollution in the hypothetical Smoke Valley."

Abstract: With the increasing use of fiber reinforced plastic (FRP) composites outside the defense, space and aerospace industries, namely, civilian industries, machining of these materials is assuming a significant role. Unit cost rather than solely performance at any cost will be the consideration for the implementation of FRP composites to consumer industries. The current knowledge of machining FRP composites, unfortunately, is inadequate for its optimum utilization in many applications. This paper presents some observations made on the orthogonal machining of unidirectional carbon fiber reinforced plastic (UD-CFRP) laminates with different fiber orientations. Iosipescu shear test was adopted to evaluate the inplane shear strength of varied fiber angle test specimens. A model for predicting the cutting forces and the dependence of cutting direction on machinability requirements is presented.

Abstract: This study empirically examines the effectiveness of Cressey's (1953) fraud risk factor framework adopted in SAS No. 99 in detection of financial statement fraud. According to Cressey's theory pressure, opportunity and rationalization are always present in fraud situations. We develop variables which serve as proxy measures for pressure, opportunity, and rationalization and test these variables using publicly available information relating to a set of fraud firms and a matched sample of no-fraud firms. We identify five pressure proxies and two opportunity proxies that are significantly related to financial statement fraud. We find that rapid asset growth, increased cash needs, and external financing are positively related to the likelihood of fraud. Internal versus external ownership of shares and control of the board of directors are also linked to increased incidence of financial statement fraud. Expansion in the number of independent members on the audit committee, however, is negatively related to the occurrence of fraud. Further testing indicates that the significant variables are also effective at predicting which of the sample firms were in the fraud versus no-fraud groups.

Abstract: Flow and acoustic properties of a jet at Reynolds number of 70,000 were studied at Mach 2.1. Measurements in a free jet test facility were made with pitot tubes and hot-wire anemometry. Center-line Mach number distributions for natural and excited jets were obtained. A slow initial growth rate was in the potential core region of the jet, indicating a transition from laminar to turbulent flow in moderate Reynolds number jets. The transition occurred within the first 2-3 diameters. Spectral components were calculated for the fluctuating flowfield, and sound pressure levels were measured for the overall near-field noise. The centroid of noise was located about 8 nozzle diameters downstream. The growth rates of instabilities were determined to be in agreement with linear stability theory predictions over a broad frequency range.
