Ethical principles in machine learning and artificial intelligence: cases from the field and possible ways forward

Abstract: Decision-making on numerous aspects of our daily lives is being outsourced to machine-learning (ML) algorithms and artificial intelligence (AI), motivated by speed and efficiency in the decision process. ML approaches—one of the typologies of algorithms underpinning artificial intelligence—are typically developed as black boxes. The implication is that ML code scripts are rarely scrutinised; interpretability is usually sacrificed in favour of usability and effectiveness. Room for improvement in practices associated with programme development have also been flagged along other dimensions, including inter alia fairness, accuracy, accountability, and transparency. In this contribution, the production of guidelines and dedicated documents around these themes is discussed. The following applications of AI-driven decision-making are outlined: (a) risk assessment in the criminal justice system, and (b) autonomous vehicles, highlighting points of friction across ethical principles. Possible ways forward towards the implementation of governance on AI are finally examined.

Multitudinous identities: a qualitative and network analysis of the 15M collective identity

Abstract: The emergence of network-movements since 2011 has opened the debate around the way in which social media and networked practices make possible innovative forms of collective identity. We briefly review the literature on social movements and ‘collective identity’, and show the tension between different positions stressing either organization or culture, the personal or the collective, aggregative or networking logics. We argue that the 15M (indignados) network-movement in Spain demands conceptual and methodological innovations. Its rapid emergence, endurance, diversity, multifaceted development and adaptive capacity, posit numerous theoretical and methodological challenges. We show how the use of structural and dynamic analysis of interaction networks (in combination with qualitative data) is a valuable tool to track the shape and change of what we term the ‘systemic dimension’ of collective identities in network-movements. Integrating descriptions of knowledge management learning activities into large ontological structures: a case study

Abstract: Ontologies have been recognized as a fundamental infrastructure for advanced approaches to Knowledge Management (KM) automation, and the conceptual foundations for them have been discussed in some previous reports. Nonetheless, such conceptual structures should be properly integrated into existing ontological bases, for the practical purpose of providing the required support for the development of intelligent applications. Such applications should ideally integrate KM concepts into a framework of commonsense knowledge with clear computational semantics. In this paper, such an integration work is illustrated through a concrete case study, using the large OpenCyc knowledge base. Concretely, the main elements of the Holsapple and Joshi KM ontology and some existing work on e-learning ontologies are explicitly linked to OpenCyc definitions, providing a framework for the development of functionalities that use the built-in reasoning services of OpenCyc in KM activities. The integration can be used as the point of departure for the engineering of KM-oriented systems that account for a shared understanding of the discipline and rely on public semantics provided by one of the largest open knowledge bases available.

Water conservation campaigns and citizen perceptions: the drought of 2007–2008 in the Metropolitan Area of Barcelona

Abstract: Droughts are expected to become more common in Mediterranean urban contexts during the next decades. Water conservation campaigns are a crucial part of drought management actions but doubts remain regarding their effectiveness once the drought period has finished. In this paper and taking the example of the Metropolitan Area of Barcelona, we present the results of a survey on drought perception and behaviour undertaken for 437 households of this area. Conservation messages were compared with household perception and conservation behaviours. Results indicate that conservation campaigns were successful in raising awareness about the drought, but messages failed to target specific uses (indoor/outdoor). Against a backdrop of decreasing consumption per capita in the compact urban areas, future conservation campaigns must be aware of these factors if the conservation burden is not to fall on those already consuming very little water.
