Abstract: BigWig files are a compressed, indexed, binary format for genomewide signal data for calculations (e.g. GC percent) or experiments (e.g. ChIP-seq/RNA-seq read depth). bwtool is a tool designed to read bigWig files rapidly and efficiently, providing functionality for extracting data and summarizing it in several ways, globally or at specific regions. Additionally, the tool enables the conversion of the positions of signal data from one genome assembly to another, also known as ‘lifting’. We believe bwtool can be useful for the analyst frequently working with bigWig data, which is becoming a standard format to represent functional signals along genomes. The article includes supplementary examples of running the software. Abstract: This article deals with the problem of the increasing distrust in institutions in European democracies, paying special attention to countries such as Spain and Portugal, which are being severely harmed by the current economic crisis and the austerity measures imposed by supranational organizations such as the European Union and implemented by their respective national governments. Contrary to the purely political-economic paradigm, the present article, based on panel survey data gathered during the years 2011 and 2012 in Spain and Portugal, shows that this deterioration is due principally to the negative perception of the political responsiveness of representative institutions and aggravated by the increasing perception of political corruption. Multilevel governance and the present economic crisis are challenging representative institutions, but their functioning and elite misbehavior during the crisis are the main explanations of increasing citizen distrust in such institutions.

Abstract: In this paper we introduce a low-latency monaural source separation framework using a Convolutional Neural Network (CNN). We use a CNN to estimate time-frequency soft masks which are applied for source separation. We evaluate the performance of the neural network on a database comprising of musical mixtures of three instruments: voice, drums, bass as well as other instruments which vary from song to song. The proposed architecture is compared to a Multilayer Perceptron (MLP), achieving on-par results and a significant improvement in processing time. The algorithm was submitted to source separation evaluation campaigns to test efficiency, and achieved competitive results.

Abstract: Precision Medicine implies a deep understanding of inter-individual differences in health and disease that are due to genetic and environmental factors. To acquire such understanding there is a need for the implementation of different types of technologies based on artificial intelligence (AI) that enable the identification of biomedically relevant patterns, facilitating progress towards individually tailored preventative and therapeutic interventions. Despite the significant scientific advances achieved so far, most of the currently used biomedical AI technologies do not account for bias detection. Furthermore, the design of the majority of algorithms ignore the sex and gender dimension and its contribution to health and disease differences among individuals. Failure in accounting for these differences will generate sub-optimal results and produce mistakes as well as discriminatory outcomes. In this review we examine the current sex and gender gaps in a subset of biomedical technologies used in relation to Precision Medicine. In addition, we provide recommendations to optimize their utilization to improve the global health and disease landscape and decrease inequalities.
