Abstract: Global system for mobile communication has witnessed tremendous growth. This is due largely to the fact that it enables people to make quality calls, send messages, browse the internet etc. at any time and for any period. The huge number of GSM subscribers has resulted in the system being over-loaded. This research work is aimed at optimizing Global System for Mobile Communication (GSM) network in Rivers State. The behavior of GSM network under four different conditions were examined. The work also aimed to determine the number of base stations required to provide adequate GSM network coverage in Rivers State. Erlang B technique was employed to achieve the aim of this research work. This research work found that when the traffic load is greater than, or too close to, the voice channels (in magnitude), the system denied many callers access from making calls. However, when the voice channels are greater than traffic load, the system performed well. But voice channels must not be far greater than traffic load and should not be too close to it, to avoid under-utilization or over-utilization of the channels. The work also revealed that the number of base stations required in any given place varies inversely proportional to the square of the cell radius. Hence, for Rivers State, the number of base stations to provide 100% network coverage for a cell radius of 3km was found to be 474.

Abstract: Aim: The problem of antibiotics resistance has assumed a global emergency status. Whereas Multidrug Resistant (MDR) E. coli infection is common among human population in Port Harcourt metropolis of Nigeria, the genetic background of E. coli isolates in our locality is not well elucidated, hence this study. Study Design: This was a randomized study of women, with indications of Urogenital infections, attending Braithwaite Memorial Specialist Hospital (BMSH) Port Harcourt, Nigeria between July and December, 2017. Methodology: Ninety-Seven (97) samples comprising of urine, high vaginal swabs, end ocervical swabs were collected from patients to assess for the presence of some antibiotic resistance genes in multi-drug resistant E. coli. Samples were processed following standard microbiological protocols. Antimicrobial susceptibility test was performed on all E. coli isolates. Following this, all Multiple Drug Resistant E. coli were subjected to polymerase chain reaction (PCR) method for the detection of some antibiotic resistance-encoding genes- SHV, CTX-M, TEM. Results: Seventy-three (73) isolates, including 36 E. coli, were recovered from all the clinical specimens. Twenty-four (24) E. coli isolates were found to be multi-drug resistant. Sulphydryl Variable (SHV) was the most frequent resistant gene and was detected in 15 isolates. This was followed by Cefotaximase (CTX-M) in 10 isolates and Temoniera (TEM) in 5 isolates. Some isolates haboured more than one resistance gene. About 20% of the isolates haboured SHV/CTX-M; 2.5% haboured CTX-M/TEM, while no target was detected in one isolate. Conclusion: This present study revealed that most E. coli isolates from the urogenitals of women within our locality, possess the ESBL genes which confers on them the Multidrug resistant status and this is a major challenge to maternal health.

Abstract: This work aims to develop an artificial intelligence for a helicopter pilot. That is, a system that learns to fly a helicopter the way a human pilot would. It draws on the benefits of using inverse simulation and genetic algorithms to model systems similar to human process. The goal is to define tasks for the helicopter and have the pilot find control settings that carry out those tasks. The inverse simulation technique generates the control inputs required for a desired set of motion outputs. Genetic algorithms (GA) generate feasible solutions to the inverse problem in which the helicopter's trajectory is defined as a set of way-points. The continuous controls encoding method was implemented in flying a longitudinal acceleration/deceleration maneuver. The helicopter pilot was formulated as a multi-optimization problem with four objectives imposed as penalties. The work proposed an optimization approach termed maxPenalty, which compared and returned the biggest of the four penalties. The GA attempts to maximize the fitness and while minimizing the pilot workload. The work shows some aspects of the GA-produced flight that are human-like, and the fact that humans do not move along precise trajectories.

Abstract: Going by the electioneering promises and post-inauguration utterances of eminent personalities elected in various political offices, from the presidency to the grass roots incumbency, the hopes of our people have been raised, particularly with respect to redefining and refining their standard of living. Juxtaposed with the anticipated political compliments are complaints of empty treasuries and other unpleasantries, inherited from past administrations. Essentially, every development-oriented tier of government would have to be very thorough in conceptualising socio-economic projects. These should then be prioritised and available capital rationed effectively and efficiently to engineer them to a logical conclusion. Our novelle 4Ts model exemplifies the expediency of thinking, taking, ticking, and thanking right, and the time is now.

Berdasarkan pengalaman dan paradigma Afrika, penulis menawarkan jalan tengah : kedua kutub mesti dilihat sebagai saling terhubung tak terpisahkan.
