Abstract: The Economic Load Dispatch (ELD) problem is an optimization task with emphasis on how power generating companies (GENCOs) will be able to meet the power demands of the distribution companies (DISCOs) and electricity consumers, and at the same time minimize both under/over generation of electricity, and also minimize the operational costs of running the units in their various stations. This paper implemented a Smart Evolutionary Algorithm, which combines a standard Evolutionary Algorithm with a smart mutation operator that is applied to the Static ELD problem. It also investigated and analyzed three distinct variants of the smart mutation operator. The operator focused mutation on genes contributing mostly to cost of generation and penalty violations in the fitness function. Rather than using a generic off-the-shelf optimization package, the paper demonstrated a novel approach to solving certain kinds of real-world problems, contributing a method that have advanced the state of the art in solving a specific optimization problem in the area of economic load dispatch.

Abstract: The thrust of this study was predicated on the need to ascertain the extent to which Nigerian journalists, especially those in Portharcourt metropolis, have integrated the use of information technology (IT) in their professional repertoire. The objectives among others included the need to streamline the challenges, if any, journalists face in the adoption of new information technologies (ITs). The study by its nature necessitated survey. To this end, one hundred and twenty (120) journalists were sampled with a view to dovetailing their responses within a scholarly spectrum. Findings revealed that 67% of the respondents use IT facilities in their day to day operations. Data further revealed that IT facilities in the various media houses studied were obsolete and inadequate. The challenges faced by journalists in the deployment of IT facilities were identified as lack of access to emerging information technologies as well as the absence of a framework for the training and retraining of journalists on information technology hardware and software configurations. It was therefore recommended that media proprietors should provide as part of the work environment, IT facilities to enable journalists discharge their duties in line with international best practices.

Abstract: The study empirically explored the customer attitude to and usage of internet banking services in Rivers State, with a view to determining the extent to which attitude impacts on the acceptance of internet banking services. Data, collected from 326 respondents in Rivers State, were analysed using univariate statistics and Pearson Product Moment Correlation Coefficient with the aid of Statistical Package for Social Sciences (SPSS). Complexity was correlated with Automated Teller Machines, Electronic Payment System and Home banking services. The paper recommended, among others, that banks should include a chat forum on their websites as a means of addressing customer wrong attitude to and useage of internet banking services. Banks must also ensure on systems reliability and potential.

Abstract: The constituents of wastes generated from abattoir activities create conducive environment for microbial proliferation, most of which are pathogenic. Infections caused by these microorganisms could result to zoonoses. This study was to determine the distribution of bacterial isolates and their biomass from different abattoirs in Port Harcourt. Samples like waste blood, table swab, service water, faecal matter, soil and wastewater from abattoirs in Iwofe, Rumuodomaya and Trans-Amadi were collected from October 2017 to November, 2018 and analysed using standard microbiological procedures. Results obtained revealed that the total heterotrophic bacterial count of blood samples ranged from 8.33x10 to 3.33x10 cfu/ml for Trans-Amadi and Iwofe abattoirs, table swabs ranged from 6.74x10 4 to 4.88x10 6 cfu/ml, water samples ranged from 1.56x10 4 to 2.07x10 4 cfu/ml; faecal matter had THB counts ranging from 9.97x10 to 1.06x10 cfu/g; and soil samples ranged from 1.11x10 10 to 1.17x10 10 g, while wastewater counts ranged from 1.03x10 8 to 1.08x10 8 cfu/ml. The predominant Bacterial isolates were of the genera Micrococcus, Staphylococcus, Serratia, Original Research Article Chikanka and Ogbonna; JAMB, 19(4): 1-8, 2019; Article no.JAMB.53957 2 Pseudomonas, Proteus, Klebsiella, Escherichia and Chromobacterium, Serratia sp. only was isolated from Iwofe and Rumuodomaya abattoirs within April to October while Chromobacterium sp. was isolated in Trans-Amadi and Rumuodomaya abattoirs within the months of May to October. Among the isolates, Escherichia coli and Klebsiella species occurred more compared to others in all the three locations. A higher percentage of microorganisms were recorded in the month of May compared to other months. It is presumed that abattoir wastes harbour many microorganisms of public health importance. The occurrence of these microbes, most of which are enteric pathogens, poses a public health challenge as infections by them could result in illnesses such as gastroenteritis, septicaemia and pneumonia especially in the absence of good hygiene around abattoirs. Proper sanitation in abattoirs as well as management of abattoir wastes is important in reducing the spread of these microorganisms.

Abstract: Educational buildings are very crucial to the performance and satisfaction of its occupants since they are places for teaching and learning. A post occupancy evaluation of existing public schools could foster their improvement and services provided. This study focused on POE of Public Model Primary School Buildings in Rivers State, Nigeria. The objectives of the study are to evaluate end-users satisfaction, examine POE evaluating and verifying tool(s) adopted for effective maintenance, analyze derivable benefits from adopting POE and assess the inherent defects occurrence in the school buildings. The research design adopted was a cross sectional survey design. A total of 504 structured questionnaires were administered to the pupils, staff and parents (end-user) and 331 were retrieved representing 65.7% response rate. Samples were drawn from 12 schools in 6 Local Government Areas representing 25% of Local Government Areas in the State, and 2 schools from each Local Government Areas using a non-probability purposive sampling technique. End-users satisfaction was assessed using a 5-point Likert scale. In addition, walkthrough observation and photograph were also utilized. Data collected were analyzed using descriptive statistical tools. The study found that users were dissatisfied with most of the facilities such as library, ICT room, sickbay, auditorium, toilets, water supply, electricity supply, common areas and external areas of the schools. The study also showed that 70.4% of the respondents agreed that there are derivable benefits in adopting POE in public school buildings. POE is a vital tool needed to ensure the performance of public buildings and its facilities and to achieve environmental sustainability. The study recommended that POE is an innovative and effective tool to be used by Government for improving maintenance condition of public school buildings in Nigeria.
