Abstract: Payroll fraud has been identified as one of the major problems in Nigeria’s civil service sector and it is considered as a huge drain to the economy. Over 40% of the government total recurrent expenditure is channeled to personnel cost, and ghost workers milks a large portion of this recurrent expenses. The primary aim of this work is to design and implement an improved fraud detection system for ghost workers using artificial neural network. The methodology adopted was a forensic analysis using an artificial neural network model and measuring the rules whose weight of computation to fire an artificial neural network model and further analysis and design using software development life cycle for payroll design architecture was used. Microsoft Visual Studio 2010 tools for web application which contains C# programming language, HTML, CSS, SQL server and JavaScript was used to implement the application development. The results showed web pages with a dataset of transactions to check for fraud among civil service employees and classification of the staff payroll transaction data by the trained model which detects whether a staff is a ghost worker or not. However, this forensic model application will help all department of the civil service commission to reduce the rate of fraud that is rampant in almost all the ministries of the federal republic of Nigeria and to sustain national development.

Abstract: Forest products are materials gotten from forest, for the direct consumption or commercial use such as timber and non-timber forest products. The destruction of forest in Andoni due to the exploration and consumption of forest products are done without determining the values of these products that could have been lost. This study attempts to determine the value of identified forest products information gathered through the use of questionnaire focus group discussion, field survey and other related materials. The simple percentage analysis shows that forest products have a lot of value to the people; hence community dwellers involved in it. Conclusively, forest product were identified and categorized into wildlife species (wild animal) and plant species which usefulness were been influenced by socio-external factor, economical factor and livelihood security factor. The economic value of forest product in a study area is N532,351,300.00 while the expected value is N865,648,300.00. Therefore, the government at all levels should provide indiscriminate exploitation of premature forest product policy on forest management that are appropriate. These should be made to effectively reflect and enhance forest protection and improvement of livelihood of the people.

Abstract: This paper monitors the behaviour of campylobacter in silty depositions, the study observed accumulation of campylobacter base on the pressured from lower formation characteristics observed in the deltaic depositions, these condition were experienced from the deltaic environment were soil porosity and permeability experiences low degree thus developed slow migration of the contaminant, the study observed an accumulation of the contaminant in the study location. Such condition implies the system predict the contaminant base on the structural setting of the litho units in deltaic environment, validation from the simulation values were carried out, both parameters developed faviourable fits, the study is imperative because accumulation of campylobacter has caused lots of ill health in deltaic environment, the developed model will be useful to experts in monitoring and evaluation of the contaminant in silty deposited area.

Abstract: The ability to identify faulty equipment under severe conditions allows the manufacturers and operators to take appropriate proactive measures to rectify the faults and provide an assessment for early detection of the engine defects that could lead to catastrophic failure. This work therefore shows that such counter measures can be carried out by optimization, modeling, simulation or using a reliable analysis of gas turbine engine, rotor shaft and bearing vibration data through 2-Dimensional D’Alembert’s equation. Gas turbine plants on industrial duty for electricity generation were thus used to actualize the research. The data for vibration amplitude of rotor bearings from the reference engine which varied between 0.19 and 3.81 mm/s were compared with those obtained from a failed engine of similar characteristics just before failure and used for the simulation and modeling. The given engine speed and active load were also determined as falling between 7264 rpm to 7436 rpm and 10 MW to 20 MW respectively. A well packaged computer program code-named “MELBF” written in C++ programming language was developed. The results show that the machine should not be run beyond 3.81 mm/s vibration amplitude in order to avoid resonance and downtime of the engine.Copyright © 2012 by ASME
