TL;DR: The ongoing standardization of Command and Control and Cooperation and Coordination within ISO/TC 223 and especially the TSO is described and how it can provide the same foundation as JC3IEDM does for the Coalition Battle Management Language and then creating a Crisis Management Language (CML) enabling rapid mission specific rehearsal capabilities in a multilateral environment.
Abstract: Within the European Commission sixth framework programme (FP6), the project Open Advanced System for CrisIS Management (OASIS) is striving to define and develop a first version of an open, flexible and generic Information and Communication Technologies (ICT) Crisis Management System This Command and Control system aims to support civil protection and societal security, emergency and disaster operations The large spectra of agencies that operate and work jointly with different methods, policies, constraints and systems need to be interoperable to exchange information The Tactical Situation Object (TSO) has been developed under the umbrella of European Committee for Standardization (CEN) and provides the interoperability to exchange reports and mission information The TSO has been delivered as an input to ISO/TC 223 Societal Security which proposed scope is international standardization in the area of societal security, aimed at increasing crisis management and business continuity capabilities through improved technical, human, organizational, and functional interoperability as well as shared situational awareness, amongst all interested parties Whilst the scope for this standard work is operational systems the areas of method development, education and training are also addressed within the ISO TC/223This paper describes the ongoing standardization of Command and Control and Cooperation and Coordination within ISO/TC 223 and especially the TSO and how it can provide the same foundation as JC3IEDM does for the Coalition Battle Management Language and then creating a Crisis Management Language (CML) enabling rapid mission specific rehearsal capabilities in a multilateral environment

Abstract: The present invention relates to a monitoring device (1) with a transmitter unit (2) and a receiver unit (3) for monitoring an area. Slotted cables serve as antennas. According to the invention, a first slotted cable is arranged as a transmitting a antenna (4) for transmitting a pulsed high-frequency signal and a second slotted cable is arranged as a receiving antenna (9) for receiving the reflected signal. The slotted cables are arranged in association with each other and essentially parallel to each other, and the transmitter unit (2) is connected to the first slotted cable at one end of the antenna arrangement and the receiver unit (3) is connected to the second slotted cable at the other end of the antenna arrangement.

Abstract: A helicopter obstacle detection and information system arranged to be transmitting laser light and receiving reflected laser light from obstacles (15) for detecting and informing the pilot of a helicopter (10) of obstacles (15) in proximity of the helicopter (10). The system comprising an obstacle detection sensor unit (12), being arranged to be mounted on a rotor head (14, 34) of a helicopter (10) such that said obstacle detection sensor unit (12) is arranged to rotate with said rotor head (14, 34) when mounted, further comprising an information unit (75). The transmitted laser light is arranged to cover a sector volume around a rotor head axis (11, 31), having a coverage defined as a radial extension (R1, R2) in a sector plane (29, 49) around said rotor head axis (11, 31) and an angular extension (18, 38) perpendicular to said sector plane (29, 49), and wherein communication means are arranged for communication between said sensor unit (12) and said information unit (75).

Abstract: The invention concerns a system for generating basis for decisions concerning the behaviour of a vehicle and/or of a driver of a vehicle. The system comprises a supervising unit (10) which comprises at least one storage member (12). In the storage member (12) there is a set of rules (14) of a particular kind for how the driver of the vehicle and/or the vehicle shall behave in different situations. The system also comprises a user interface (16) and adaptation means (13) arranged to adapt said set of rules such that at least some of the rules (14) with conclusions (24) belonging thereto are suited to form the basis for decisions concerning the behaviour of a vehicle and/or of a driver of a vehicle. The invention also concerns a vehicle and a method of generating basis for decisions concerning the behaviour of a vehicle and/or of a driver of a vehicle.

Abstract: A lifting device for connecting a lifting member to an object to be lifted. The device is particularly useful for attaching a lifting member to an unmanned underwater vehicle under open sea conditions. The device includes a first member to be connected to the lifting member and to be lowered together with the same guided by a rope ending at a second member, the second member being attached to the object in advance. The first member defines an opening for the second member such that when the first member is lowered guided by the rope, the second member will, due to the special shape of the two members, enter into the opening of the first member and establish a connection strong enough for lifting the object.
