Abstract: Knowledge is attributed to human whose problem-solving behavior is subjective and complex. In today's knowledge economy, the need to manage knowledge produced by a community of actors cannot be overemphasized. This is due to the fact that actors possess some level of tacit knowledge which is generally difficult to articulate. Problem-solving requires searching and sharing of knowledge among a group of actors in a particular context. Knowledge expressed within the context of a problem resolution must be capitalized for future reuse. In this paper, an approach that permits dynamic capitalization of relevant and reliable actors' knowledge in solving decision problem following Economic Intelligence process is proposed. Knowledge annotation method and temporal attributes are used for handling the complexity in the communication among actors and in contextualizing expressed knowledge. A prototype is built to demonstrate the functionalities of a collaborative Knowledge Management system based on this approach. It is tested with sample cases and the result showed that dynamic capitalization leads to knowledge validation hence increasing reliability of captured knowledge for reuse. The system can be adapted to various domains

Abstract: The final goal of Information Retrieval (IR) is knowledge production. However, it has been argued that knowledge production is not an individual effort but a collaborative effort. Collaboration in information retrieval is geared towards knowledge sharing and creation of new knowledge by users. This paper discusses Collaborative Information Retrieval (CIR) and how it culminates to knowledge creation. It explains how created knowledge is organized and structured. It describes a functional architecture for the development of a CIR prototype called MECOCIR. Some of the features of the prototype are presented as well as how they facilitate collaborative knowledge exploitation. Knowledge creation is explained through the knowledge conversion/transformation processes proposed by Nonaka and CIR activities that facilitate these processes are high-lighted and discussed

Abstract: The shift from industrial economy to knowledge economy in today's world has revolutionalized strategic planning in organizations as well as their problem solving approaches The point of focus today is knowledge and service production with more emphasis been laid on knowledge capital Many organizations are investing on tools that facilitate knowledge sharing among their employees and they are as well promoting and encouraging collaboration among their staff in order to build the organization's knowledge capital with the ultimate goal of creating a lasting competitive advantage for their organizations One of the current leading approaches used for solving organization's decision problem is the Economic Intelligence (EI) approach which involves interactions among various actors called EI actors These actors collaborate to ensure the overall success of the decision problem solving process In the course of the collaboration, the actors express knowledge which could be capitalized for future reuse In this paper, we propose in the first place, an annotation model for knowledge elicitation among EI actors Because of the need to build a knowledge capital, we also propose a dynamic knowledge capitalisation approach for managing knowledge produced by the actors Finally, the need to manage the interactions and the interdependencies among collaborating EI actors, led to our third proposition which constitute an awareness mechanism for group work management

Abstract: In this work we introduce the principles of an algorithm that constructs and maintains a spanning forest in a mobile telecommunication network-a MANET. The algorithm is based on the random walk of a token and is entirely decentralized. A probability analysis is performed when the network is static. Then we show that performances can be slightly enhanced when adding a memory process in the walk on the token.

Abstract: Il existe aujourd'hui une categorie specifique d'organisations qui prend la forme de dispositifs territoriaux d'appui aux entreprises avec pour principal objectif : l'aide a la decision par, notamment, des services personnalises de fourniture d'informations elaborees. Ces dispositifs peuvent prendre diverses formes dont celles : de clusters d'entreprises, de poles de competitivite ou encore de dispositifs regionaux d'intelligence economique (DRIE) en partie developpes sous la forme de portails d'information et d'assistance informationnelle developpes par des institutions ou collectivites territoriales. Dans le cadre de nos travaux, nous avons souhaite mieux comprendre les caracteristiques de ces organisations fondees sur des reseaux de connaissances sur un meme territoire. Notre interet s'est particulierement porte sur la mise en œuvre par ces organisations de leurs moyens humains, outils, methodes et autres services d'IE, de prospective ou d'aide au partage de connaissances. Dans cet ordre d'idees, nous soulignons l'importance de la coordination des activites et des acteurs de ces dispositifs ou de leurs partenaires a partir de deux groupes d'enquetes. Le premier groupe rassemble deux enquetes (realisees a partir d'interviews de representants de ces organisations) menees aupres de dispositifs d'intelligence economique (dont des DRIE, des poles de competitivite et des clusters d'entreprises). L'autre groupe contient deux enquetes consacrees uniquement aux poles de competitivite (l'une sur 49 poles a partir d'informations collectees sur leur site web et l'autre sur 12 poles a partir de questionnements par mails).

It is essential to know the role of culture in order to interpret the results, either from the training of a specialist or in respect of a country or region. An expert group, supported by the CNRS, bring together the research works on competitive intelligence in solving decision problems. These concern aspects of models, methods and tools for competitive intelligence.

Abstract: Notre article examine la contribution de l'intelligence economique a l'exploitation des perceptions du changement dans l'orientation des decisions lors de la conception des TIC. La confrontation des dispositifs avec le terrain cible favorise l'emergence de representations qu'un processus d'innovation, par sa nature inedite, peut ne pas prevoir. Bien que des methodologies de gestion de la qualite et de projet de conception existent, l'enquete que nous avons realisee aupres de petits editeurs de TIC revele un fonctionnement peu adapte a leur exploitation. La prise en compte de ces elements nous amenent a formuler une proposition de processus d'exploration – analyse – synthese adapte au processus decisionnel particulier de ce type d'acteurs.

Abstract: Two popular views about the concept of information are the "information as a process" and "information as a product". While there has been much research about the two paradigms, one recurrent question has been where is the place of interpretation in information utilization? A growing trend is the concept of annotation which encourages individual interpretation on a subject of interest and keeps such information for future use. The problem of interpretation is not new, as it was clearly pointed out in the infological equation. With several attempt at resolving this imbroglio in place, we are of the opinion that misinterpretation results from differences in individual knowledge and cognitive ability amongst other factors. Consequently, we developed an attribute-value-pair (AVP) document representation metadata to interface directly with the ontology domain, and extend interpretation via fuzzy inference system.
