Abstract: The architectural design requires a research of ideas and a documentation to help the designer in its creation work. It is a domain where the use of pictures (drawing, photography,...) is essential, because the information transmitted by photographic images are often more easily to understand than the one transmitted by texts. The goal of this work is to show the help that can bring the research of pictures indexed by visuals criteria, as colour, texture and shape, in the architectural design domain. If we accept the principle that " an image is better than 10000 words ", we can make the hypothesis that an image research indexed by visual criteria can bring a supplementary help to the designer when he tries to resolve design problems. We tested a research tool resting on image indexation with graphic attributes. Two types of corpora have been used. The first one contains images illustrating building products and the second one shows buildings or parts of buildings, which illustrate the wood architecture domain. The objective of this experiment is to evaluate the relevance of this type of image indexing according to identified users needs. We try to determine which type of visual criteria is the most appropriate to help the designer in the various phases of the design process.

Abstract: Nous abordons une nouvelle gouvernance des universites en empruntant le processus d'intelligence economique pour faire evoluer un systeme d'information universitaire en un systeme d'information strategique universitaire. Par notre contribution, nous etudions les processus propres a l'organisation, les processus propres a l'enseignant et les processus propres a l'etudiant pour modeliser les utilisateurs d'un systeme d'information strategique universitaire. La description des ressources documentaires inspiree en partie des observations de la «millenial generation» et la modelisation des acteurs montrent aujourd'hui la complementarite de deux univers : les mondes de l'indexation et les mondes du decisionnel relies par les entrepots de donnees.

Abstract: Information and Communication Technologies (ICT) has practically penetrated into all spheres of life. Therefore a closer look at the impact of ICT in public financial management and performance is highly justified. Public finance is defined as a field of economics concerned with paying for collective or governmental activities, and with the administration and design of those activities. Activities will be viewed as services or more precisely as public services. We believe that there is need to consider performance from the perspective of effective performance and the perceived performance. In fact the real or effective performance might not correspond to the perceived performance. A service can be considered from the perspective of the decision-maker, who in our case could be a government or a collectivity. ICT can be employed in the three phases that concern the decision-maker: design, implementation and evaluation. The beneficiaries of a service can employ ICT in any of the three phases - awareness, exploitation and assessment - for guarantying a high level of efficiency. Each phase in the environment of a service will be presented as well as illustrations of how ICT can be employed in order to improve the end-result of each one of them. We believe that a high efficiency of each phase will produce a high global efficiency. It should be noted however that the effectiveness of any system is highly dependent on the human engagement in the system. Therefore, the impact of ICT in public financial management will be felt only if the decision-makers and the end-users of the services engage themselves in the success of the system. Instead of giving a catalog of services, the focus has been on the model (or methodology) to adopt in designing services for which ICT could enhance the implementation.

Abstract: La politique des poles de competitivite s'inscrit dans un cadre europeen plus general de soutien a la competitivite. Ce sont par nature des dispositifs de mise en reseau de competences et de connaissances regionales dans une optique de competitivite internationale. Dans ce papier, nous presentons une etude des prestations d'Intelligence Territoriales (IT) proposees par les poles situes sur les territoires wallons et francais. Dans ce cadre, nous rappelons brievement l'historique des poles ainsi que leurs evaluations. Puis, nous mettons l'accent sur le protocole de notre propre investigation et les differentes prestations d'IT destinees aux adherents des poles. Parmi ces prestations, nous citons a titre d'exemple : la veille et le benchmarking, la prospective, l'animation de groupes de creativite ou encore la mise a disposition d'une plateforme d'echange d'informations. Cette etude demontre que les poles de competitivite mettent desormais en œuvre une politique d'Intelligence Economique (IE). Elle nous permet d'identifier une possible correlation entre le nombre de projets labellises par un pole (a partir de 25 projets) et le nombre de prestations d'IT que le pole met en œuvre. Enfin, les poles mondiaux ou a vocation mondiale proposent plus de prestations d'aide a la realisation de business plan ou d'aide a la recherche de financements, que leurs homologues nationaux qui ont un interet plus marque pour la demarche qualite.
