Abstract: Notre article examine la contribution de l'intelligence economique a l'exploitation des perceptions du changement dans l'orientation des decisions lors de la conception des TIC. La confrontation des dispositifs avec le terrain cible favorise l'emergence de representations qu'un processus d'innovation, par sa nature inedite, peut ne pas prevoir. Bien que des methodologies de gestion de la qualite et de projet de conception existent, l'enquete que nous avons realisee aupres de petits editeurs de TIC revele un fonctionnement peu adapte a leur exploitation. La prise en compte de ces elements nous amenent a formuler une proposition de processus d'exploration – analyse – synthese adapte au processus decisionnel particulier de ce type d'acteurs.

Abstract: Le transfert d'un systeme d'information en systeme d'information decisionnel repose sur les bases metiers orientees vers les acteurs de l'universite par la prise en compte de la modelisation des utilisateurs. Le developpement d'un portail de l'universite tient compte de l'evolutivite du contexte de l'universite et de la prise en compte des systemes d'information alternatifs. La description des ressources electroniques et la modelisation des acteurs montrent aujourd'hui la complementarite de deux univers : les mondes de l'indexation et les mondes du decisionnel relies par les entrepots de donnees. A partir d'une experimentation pour aider l'acteur «enseignant-chercheur» a enrichir un etat de l'art par une fouille de donnees a partir d'un entrepot de donnees, nous montrons les possibilites d'exploitation de donnees qui font partie de la partie immergee d'un systeme d'information universitaire. Nous portons les resultats de l'experimentation au travers d'une application developpee a partir d'un produit en open source Openi pour enrichir un espace numerique de travail d'un service d'analyses multidimensionnelles adaptees aux differents acteurs du portail de l'universite.

Abstract: Information and Communication Technologies (ICT) has practically penetrated into all spheres of life. Therefore a closer look at the impact of ICT in public financial management and performance is highly justified. Public finance is defined as a field of economics concerned with paying for collective or governmental activities, and with the administration and design of those activities. Activities will be viewed as services or more precisely as public services. We believe that there is need to consider performance from the perspective of effective performance and the perceived performance. In fact the real or effective performance might not correspond to the perceived performance. A service can be considered from the perspective of the decision-maker, who in our case could be a government or a collectivity. ICT can be employed in the three phases that concern the decision-maker: design, implementation and evaluation. The beneficiaries of a service can employ ICT in any of the three phases - awareness, exploitation and assessment - for guarantying a high level of efficiency. Each phase in the environment of a service will be presented as well as illustrations of how ICT can be employed in order to improve the end-result of each one of them. We believe that a high efficiency of each phase will produce a high global efficiency. It should be noted however that the effectiveness of any system is highly dependent on the human engagement in the system. Therefore, the impact of ICT in public financial management will be felt only if the decision-makers and the end-users of the services engage themselves in the success of the system. Instead of giving a catalog of services, the focus has been on the model (or methodology) to adopt in designing services for which ICT could enhance the implementation.

Abstract: Two popular views about the concept of information are the "information as a process" and "information as a product". While there has been much research about the two paradigms, one recurrent question has been where is the place of interpretation in information utilization? A growing trend is the concept of annotation which encourages individual interpretation on a subject of interest and keeps such information for future use. The problem of interpretation is not new, as it was clearly pointed out in the infological equation. With several attempt at resolving this imbroglio in place, we are of the opinion that misinterpretation results from differences in individual knowledge and cognitive ability amongst other factors. Consequently, we developed an attribute-value-pair (AVP) document representation metadata to interface directly with the ontology domain, and extend interpretation via fuzzy inference system.
