TL;DR: In this article, the authors discuss how three new democracies, the Baltic states, have dealt with risks and crises in vital societal and political domains such as health and safety, public order, economic management and foreign policy.
Abstract: In this article we open the black box of governance in the new democracies by examining episodes where these governments are confronted with urgent threats that require swift and decisive state responses. This provides a unique insight into how political and administrative decision-making actually takes place. It enables us to analyse and evaluate the performance of the new institutions at times when it matters most. Specifically, we discuss how three of these new democracies, the Baltic states, have dealt with risks and crises in vital societal and political domains such as health and safety, public order, economic management and foreign policy. All belong to the core of the classic state functions.

TL;DR: In this paper, the authors investigated what motivated Swedish peacekeeping soldiers to join the 5th mission to Liberia and the 14 mission to Kosovo in 2006 and found that postmodern motives were by far the most common motivators.
Abstract: During the last ten years, the Swedish Armed Forces has undergone a transformation in its shift toward worldwide peacekeeping operations. Subsequently, the Swedish government is moving away from conscription to an all-voluntary recruitment system. This transition may lead to substantial challenges in recruiting new soldiers for the Armed Forces as well as for peacekeeping operations. A key to successful recruitment is understanding what motivates young men and women to participate in peacekeeping operations. This research note addresses questions about what motivated Swedish peacekeeping soldiers to join the 5th mission to Liberia and the 14th mission to Kosovo in 2006. Fabrizio Battistelli’s motivation typology, paleomodern, modern, and postmodern, is used in the analysis. The results show that all three motives were represented but that postmodern motives were by far the most common motivator.
