Bridging international relations and disaster studies: the case of disaster-conflict scholarship.

Abstract: International relations and disaster studies have much to gain by thinking critically about their respective theoretical and epistemological assumptions. Yet, few studies to date have sought to assess the potential value of linking these two disciplines. This paper begins to address this shortfall by examining the relationship between disasters and conflict as a research sphere that intersects international relations and disaster studies. Through an analysis of whether or not disasters contribute to intra-national and international conflict, this paper not only provides a review of the state of the art, but also serves to invite scholars to reflect on related concepts from other fields to strengthen their own approaches to the study of disasters in an international setting. An evaluation of the conceptual and theoretical contributions of each subject area provides useful heuristics for the development of disaster-conflict scholarship and encourages alternative modes of knowledge production through interdisciplinarity.

The European Union’s Emerging Protection Space: Next Steps for Research and Practice

Abstract: The European Union is making explicit moves towards protecting European citizens from threats. Those threats are no longer just military in nature, nor do they stem from well–defined sources. Today’s threat environment includes terrorist networks, new pathogens, critical infrastructure breakdowns, extreme weather and illegal immigration, to name only a few. Just as importantly, those threats cross sectors and countries without difficulty. The EU’s role in helping to combat those threats — and protecting European citizens from harm — is clear and growing. This concluding article of the special issue discusses the implications of this new policy space for theory and practice and highlights several areas in which future research can further enlighten understanding of European cooperation in this critical area.

Lull after the storm? Municipal leaders reflect on multiple crisis experience

Abstract: Purpose – This paper aims to develop a theoretical understanding of how multiple crisis experience affects preparedness issues, and how the learning potential of municipal crisis experience can be developed. The focus is on municipal decision‐makers.Design/methodology/approach – Two group interviews were conducted with a total of 13 municipal Chief Officers and Politicians. Data were analysed by a grounded theory approach.Findings – A theoretical model is presented, which includes both managers' views on their experiences related to preparedness and how development/revision of crisis can be explained. Experiences are not entirely positive or negative. Managers have developed a good preparedness in some aspects but they are also conscious about shortcomings in their preparedness.
