Translating EU civil protection in the Nordic states – towards a theoretical understanding of the creation of European crisis management capacities.

Abstract: This paper analyses how EU civil protection is translated (both in a linguistic/conceptual sense and in an organisational sense) in the Nordic states. The analysis builds on interviews with civil servants and illustrates how European crisis management capacities are created. Doing so it also contributes to the debate about Europeanization and how it can be studied. The paper shows that the creation of European crisis management capacities (in a wide sense) leads to Europeanization, which involves a translation process where linguistic/conceptual translation and organisational change are intertwined, and where differing national traditions affect the process.

Implementation of Developmental leadership in the Swedish Armed Forces.

Abstract: The impact of behavioral research on military systems design is often limited. Typically, military, technical, economic, and political systems designers are more influential. The implementation of a new leadership model-developmental leadership-in the Swedish Armed Forces may constitute an exception. The aim of this article is to describe and evaluate the implementation process and its effects. The new leadership model is now well on the way to full-scale implementation. The conclusion is that an interplay between structural aspects (limited organization size and the formal authority of the supreme commander) and behavioral and attitudinal aspects (internal and external change agents) contributed to this outcome.

Compliance with International Humanitarian Law in Multinational Peace Operations

Abstract: The duty to respect international humanitarian law (IHL) in military operations requires effective tools of compliance. Peace operation forces are seldom involved in armed conflict and IHL applies formally only in a minorityof operations. The increasingly volatile environments in which peace operation personnel are required to work, and the trend of enforcement capabilities of such forces, will arguably make the question of compliance with IHL all the more important. Multinational peace operations often include a range of actors–such as the UN, another organisation leading the operation, troop contributing nations (TCNs) and the host state. Differences in training and education as well implementation of IHL in different TCNs makes compliance with IHL in multinational operations a challenging task. The use of special units with their culture of secrecy involves other complex questions. On a more general level, it is not clearly established how responsibility under international is dividedamong the main actors in a multinational peace operation. A number of practical measures are suggested to overcome challenges to an effective compliance of IHL.

Sociology at Military Academies : The Swedish Case

Abstract: This article illustrates the role of sociology at the Swedish military academies. Finding a suitable balance between theoretical and practical education seems to have been a major thread in Swedish officer education from the eighteenth century to the present day. The emphasis has been on education that is closely linked to military war positions, with extensive elements of combat planning and carrying out military operations. But as tasks have changed, areas such as leadership and organizations have become more important, and the positions of sociological theories and perspective have gradually increased. The belief put forward here is that the demand for sociology will increase for two reasons: the current struggle to make Swedish officer education more university-like and, more important, the need for sociological knowledge that will grow the more the Defense Forces will be engaged in the international arena.
