Abstract: In recent years, we have learned that forced global migration pose a serious threat to international peace and societal values. Despite the many warnings and refugee crises across the world, most national governments have insufficiently addressed this threat. In this chapter, we try to explain this lack of action. The chapter explores possible explanations such as the denial mindset of “it probably won’t happen here (and if it does, it won’t affect my family and community)”. The chapter focuses on the border management crisis in Sweden in 2015. The Swedish government did not address the situation as a crisis until the refugees, who had been on the Mediterranean Sea and traversing north over the continent for months, ended up in Malmo in the south of Sweden in September 2015. This predictable set of events caused chaos for the unprepared Swedish police and the border and migration authorities who had to handle the situation under conditions of urgency and apparent uncertainty.

Abstract: Poststructural and other critical and nonfoundational approaches to International Relations have embraced governmentality as an analytical perspective to understand emergent problems in the international sphere. The possibility of understanding various forms of power that are more mundane and granular than sovereign power has been valuable to our understanding of how states and societies are governed. In this chapter, we discuss the analytical, and possibly historical, displacement of sovereignty in Foucault’s narrative of the governmentalization of the state. Drawing on different sources and interventions, this chapter discusses the importance of sovereign power for understanding the governmentality approach within the state. In a similar vein, when governmentality is used to analyze globality, or global oneness, we think it is important to account for the presence sovereign states outside individual states if we wish to understand how global governance and globality is imagined, conducted and not least contested. We need in other words to be able to answer how sovereign states (as actors), state sovereignty (as principle) and sovereign powers (as state functions) are entangled in global governance and globality.

Abstract: Many decisions, not only in the field of military actions and emergency management, require and gain from a large amount of spatial or geographical information. If these data are handled in a Geographical Information System (GIS) we add possibilities to handle and analyse this type of information in a way that divert substantially from traditional handling of maps. A Geographical Information System is an IS with the capabilities not only to handle traditional digital maps in raster and vector format but further analysed Remote Sensing data and data from other sensors like GPS positioning and also real time intelligence reports. If combined with functions that can deliver critique to suggested decisions by pointing at impossible driving tracks or conflicting goals, the system can meet high expectations on civil as military C3 (Command, Control and Communication) systems. Such approach can also meet the fear of overload of information in such systems. Abstract: We present a first effort to experimentally evaluate if, and how, the instructions given to an operator can cause significant effects regarding his/her change detection performance. The operator monitors a display looking for changes associated with specified target objects. The results show that a more differentiated monitoring instruction can cause a raised level of change blindness to occur for some of the displayed target object classes. We argue that the result will have implications for the intelligence function within military command and control.
