Abstract: Using ecological criteria as a theoretical framework, we describe the steps involved in designing a network of marine reserves for conservation and fisheries man- agement. Although we describe the case study of the Channel Islands, the approach to marine reserve design may be effective in other regions where traditional management alone does not sustain marine resources. A group of agencies, organizations, and individuals established clear goals for marine reserves in the Channel Islands, including conservation of ecosystem biodiversity, sustainable fisheries, economic viability, natural and cultural heritage, and education. Given the constraints of risk management, experimental design, monitoring, and enforcement, scientists recommended at least one, but no more than four, reserves in each biogeographic region. In general, the percentage of an area to be included in a reserve network depends on the goals. In the Channel Islands, after consideration of both conservation goals and the risk from human threats and natural catastrophes, scientists recommended reserving an area of 30-50% of all representative habitats in each biogeo- graphic region. For most species of concern, except pinnipeds and seabirds, information about distributions, dispersal, and population growth was limited. As an alternative to species distribution information, suitable habitats for species of concern were used to locate potential reserve sites. We used a simulated annealing algorithm to identify potential reserve network scenarios that would represent all habitats within the smallest area possible. Abstract: Obtaining high-quality measurements close to a large earthquake is not easy: one has to be in the right place at the right time with the right instruments. Such a convergence happened, for the first time, when the 28 September 2004 Parkfield, California, earthquake occurred on the San Andreas fault in the middle of a dense network of instruments designed to record it. The resulting data reveal aspects of the earthquake process never before seen. Here we show what these data, when combined with data from earlier Parkfield earthquakes, tell us about earthquake physics and earthquake prediction. The 2004 Parkfield earthquake, with its lack of obvious precursors, demonstrates that reliable short-term earthquake prediction still is not achievable. To reduce the societal impact of earthquakes now, we should focus on developing the next generation of models that can provide better predictions of the strength and location of damaging ground shaking.

Abstract: [1] Hydroclimatological time series often exhibit trends. While trend magnitude can be determined with little ambiguity, the corresponding statistical significance, sometimes cited to bolster scientific and political argument, is less certain because significance depends critically on the null hypothesis which in turn reflects subjective notions about what one expects to see. We consider statistical trend tests of hydroclimatological data in the presence of long-term persistence (LTP). Monte Carlo experiments employing FARIMA models indicate that trend tests which fail to consider LTP greatly overstate the statistical significance of observed trends when LTP is present. A new test is presented that avoids this problem. From a practical standpoint, however, it may be preferable to acknowledge that the concept of statistical significance is meaningless when discussing poorly understood systems.

Abstract: A variety of geophysical observations suggests that the upper portion of the lithosphere, herein referred to as the elastic plate, has long-term material properties and frictional strength significantly greater than the lower lithosphere. If the average frictional stress along the non-ridge margin of the elastic plate is of the order of a kilobar, as suggested by the many observations of the frictional strength of rocks at mid-crustal conditions of pressure and temperature, the only viable mechanism for driving the motion of the elastic plate is a basal shear stress of several tens of bars. Kilobars of tectonic stress are then an ambient, steady condition of the earth’s crust and uppermost mantle. The approximate equality of the basal shear stress and the average crustal earthquake stress drop, the localization of strain release for major plate margin earthquakes, and the rough equivalence of plate margin slip rates and gross plate motion rates suggest that the stress drops of major plate margin earthquakes are controlled by the elastic release of the basal shear stress in the vicinity of the plate margin, despite the existence of kilobars of tectonic stress existing across vertical planes parallel to the plate margin. If the stress differences available to be released at the time of faulting are distributed in a random, white fashion with a mean-square value determined by the average earthquake stress drop, the frequency of occurrence of constant stress drop earthquakes will be proportional to reciprocal faulting area, in accordance with empirically known frequency of occurrence statistics.
