Abstract: This study explores logical and empirical implications of friendship and enmity in world politics by linking indirect international relations (e.g., “the enemy of my enemy,” “the enemy of my friend”) to direct relations (“my friend,” “my enemy”). The realist paradigm suggests that states ally against common enemies and thus states sharing common enemies should not fight each other. Nor are states expected to ally with enemies of their allies or with allies of their enemies. Employing social network methodology to measure direct and indirect relations, we find that international interactions over the last 186 years exhibit significant relational imbalances: states that share the same enemies and allies are disproportionately likely to be both allies and enemies at the same time. Our explanation of the causes and consequences of relational imbalances for international conflict/cooperation combines ideas from the realist and the liberal paradigms. “Realist” factors such as the presence of strategic rivalry, ...

Abstract: Outdoor images taken in bad weather conditions, such as haze and fog, look faded and have reduced contrast. Recently there has been great success in single image dehazing, i.e., improving the visibility and restoring the colors from a single image. A crucial step in these methods is the calculation of the air-light color, the color of an area of the image with no objects in line-of-sight. We propose a new method for calculating the air-light. The method relies on the haze-lines prior that was recently introduced. This prior is based on the observation that the pixel values of a hazy image can be modeled as lines in RGB space that intersect at the air-light. We use Hough transform in RGB space to vote for the location of the air-light. We evaluate the proposed method on an existing dataset of real world images, as well as some synthetic and other real images. Our method performs on-par with current state-of-the-art techniques and is more computationally efficient.

Abstract: Cultural, linguistic, and developmental evidence was taken into consideration in constructing the HCDI, a Hebrew adaptation of the MCDI. The HCDI was then administered to a stratified sample of Israeli mothers of 253 toddlers aged 1;6 to 2;0 (M = 1;8.18). Hebrew results are presented and compared with scores from the original MCDI sample (Fenson, Dale, Reznick, Bates, Thal & Pethick, 1994). The HCDI is a reliable and sensitive measure of lexical development and emergent grammar, capturing wide variability among Israeli toddlers. In comparison with English, the relation between vocabulary size and age, as well as the shape of the growth curves for nouns, predicate terms, and closed class words relative to size of lexicon, were strikingly similar. These results indicate that conclusions concerning cross-linguistic similarities can be best documented by using parallel methods of measurement. The HCDI results support the claim that early lexical development in Hebrew and in English follow remarkably similar development patterns, despite the typological differences between the two target languages.

Abstract: Abiotic and biotic conditions are both important determinants of West Nile Fever (WNF) epidemiology. Ambient temperature plays an important role in the growth rates of vector populations, the interval between blood meals, viral replication rates and transmission of West Nile Virus (WNV). The contribution of precipitation is more complex and less well understood. In this paper we discuss impacts of climatic parameters (temperature, relative humidity, precipitation) and other environmental drivers (such as bird migration, land use) on WNV transmission in Europe. WNV recently became established in southeastern Europe, with a large outbreak in the summer of 2010 and recurrent outbreaks in 2011 and 2012. Abundant competent mosquito vectors, bridge vectors, infected (viremic) migrating and local (amplifying) birds are all important characteristics of WNV transmission. In addition, certain key climatic factors, such as increased ambient temperatures, and by extension climate change, may also favor WNF transmission, and they should be taken into account when evaluating the risk of disease spread in the coming years. Monitoring epidemic precursors of WNF, such as significant temperature deviations in high risk areas, could be used to trigger vector control programs and public education campaigns.
