Abstract: South Africa's contemporary foreign policy cannot be understood outside an explanation of its post-apartheid political transition. Its actors, the ideas they express, the interests they represent and the institutions they craft are all crucially influenced and impacted upon by the democratic transition and how it has evolved. This democratic transition is defined by two foundational characteristics. First, as one of the last of the ‘anti-colonial’ transitions led by an African nationalist leadership, it is driven with a focus on achieving racial equality in both the domestic and global context. Second, the transition has occurred when a particular configuration of power prevailed in the global order that not only established the parameters which governed its evolution, but also determined which interests prevailed within it. Abstract: In primates that are highly sexually dimorphic, males often reach maturity later than females, and young adult males do not show the size, morphology, and coloration of mature males. Here we describe extended male development in a hominin species, Paranthropus robustus. Ranking a large sample of facial remains on the basis of dental wear stages reveals a difference in size and robusticity between young adult and old adult males. Combined with estimates of sexual dimorphism, this pattern suggests that male reproductive strategy focused on monopolizing groups of females, in a manner similar to that of silverback gorillas. However, males appear to have borne a substantial cost in the form of high rates of predation.

Abstract: Seventy composite samples of maize grains stored in five agro-ecological zones (AEZs) of Nigeria where maize is predominantly produced were evaluated for the presence of microbial metabolites with the LC-MS/MS technique. The possible relationships between the storage structures and levels of mycotoxin contamination were also evaluated. Sixty-two fungal and four bacterial metabolites were extracted from the grains, 54 of which have not been documented for maize in Nigeria. Aflatoxin B1 and fumonisin B1 were quantified in 67.1 and 92.9 % of the grains, while 64.1 and 57.1 % exceeded the European Union Commission maximum acceptable limit (MAL) for aflatoxin B1 and fumonisins, respectively. The concentration of deoxynivalenol was, however, below the MAL with occurrence levels of 100 and 10 % for its masked metabolite, deoxynivalenol glucoside. The bacterial metabolites had low concentrations and were not a source of concern. The storage structures significantly correlated positively or negatively (p < 0.01 and p < 0.05), respectively with the levels of grain contamination. Consumption of maize grains, a staple Nigerian diet, may therefore expose the population to mycotoxin contamination. There is need for an immediate action plan for mycotoxin mitigation in Nigeria, especially in the Derived Savannah zone, in view of the economic and public health importance of the toxins.

Abstract: We study a simple, small dynamic economy that a policymaker is attempting to control via use of a monetary policy rule. The model features a convex Phillips curve, in that positive deviations of aggregate demand from potential are more inflationary than negative deviations are disinflationary. Using dynamic optimization techniques, we find that the form of the optimal monetary policy reaction function is asymmetric. We show that in the optimal rule the interest rate is a nonlinear function of the deviation of inflation from its target and of output from potential. With asymmetry, optimal monetary policy becomes more active as uncertainty about the impact of policy increases.We thus provide an important and novel theoretical reason why increased uncertainty can lead to more aggressive rather than toward more cautious optimal policies.
