Abstract: Progressive ocean acidification due to anthropogenic CO2 emissions will alter marine ecosytem processes. Calcifying organisms might be particularly vulnerable to these alterations in the speciation of the marine carbonate system. While previous research efforts have mainly focused on external dissolution of shells in seawater under saturated with respect to calcium carbonate, the internal shell interface might be more vulnerable to acidification. In the case of the blue mussel Mytilus edulis, high body fluid pCO2 causes low pH and low carbonate concentrations in the extrapallial fluid, which is in direct contact with the inner shell surface. In order to test whether elevated seawater pCO2 impacts calcification and inner shell surface integrity we exposed Baltic M. edulis to four different seawater pCO2 (39, 142, 240, 405 Pa) and two food algae (310–350 cells mL−1 vs. 1600–2000 cells mL−1) concentrations for a period of seven weeks during winter (5°C). We found that low food algae concentrations and high pCO2 values each significantly decreased shell length growth. Internal shell surface corrosion of nacreous ( = aragonite) layers was documented via stereomicroscopy and SEM at the two highest pCO2 treatments in the high food group, while it was found in all treatments in the low food group. Both factors, food and pCO2, significantly influenced the magnitude of inner shell surface dissolution. Our findings illustrate for the first time that integrity of inner shell surfaces is tightly coupled to the animals' energy budget under conditions of CO2 stress. It is likely that under food limited conditions, energy is allocated to more vital processes (e.g. somatic mass maintenance) instead of shell conservation. It is evident from our results that mussels exert significant biological control over the structural integrity of their inner shell surfaces.

Abstract: [1] About 9 out of 10 liters of water evaporated from the oceans every year precipitates back onto oceans. However, the remaining 10% that get transported to continents play an irreplaceable role feeding the land branch of the hydrological cycle. Here we use an objective 3-D Lagrangian model (FLEXPART) to detect major oceanic moisture source areas and the associated continental regions significantly influenced by each moisture source. Our results reveal a highly asymmetrical supply of oceanic moisture to the continents, with the Northern Atlantic subtropical ocean source impacting the continents considerably more than the large Southern Indian and North Pacific sources. Also, the small Mediterranean Sea and Red Sea basins are important moisture sources for relatively large land areas. The Indian subcontinent receives moisture from six different major oceanic source regions. Future changes in meteorological conditions over the oceanic moisture source regions may have an impact on water availability for many river basins.

Abstract: In this paper we analyse public sector efficiency in the new member states of the European Union compared to that in emerging markets. After a conceptual discussion of expenditure efficiency measurement issues, we compute efficiency scores and rankings by applying a range of measurement techniques. The study finds that expenditure efficiency across new EU member states is rather diverse especially as compared to the group of top performing emerging markets in Asia. Econometric analysis shows that higher income, civil service competence and education levels as well as the security of property rights seem to facilitate the prevention of inefficiencies in the public sector.

Abstract: This analysis of the Portuguese health system reviews recent developments in organization and governance, health financing, health care provision, health reforms and health system performance. Overall health indicators such as life expectancy at birth and at age 65 years have shown a notable improvement over the last decades. However, these improvements have not been followed at the same pace by other important dimensions of health: child poverty and its consequences, mental health and quality of life after 65. Health inequalities remain a general problem in the country. All residents in Portugal have access to health care provided by the National Health Service (NHS), financed mainly through taxation. Out-of-pocket payments have been increasing over time, not only co-payments, but particularly direct payments for private outpatient consultations, examinations and pharmaceuticals. The level of cost-sharing is highest for pharmaceutical products. Between one-fifth and one-quarter of the population has a second (or more) layer of health insurance coverage through health subsystems (for specific sectors or occupations) and voluntary health insurance (VHI). VHI coverage varies between schemes, with basic schemes covering a basic package of services, whereas more expensive schemes cover a broader set of services, including higher ceilings of health care expenses. Health care delivery is by both public and private providers. Public provision is predominant in primary care and hospital care, with a gate-keeping system in place for access to hospital care. Pharmaceutical products, diagnostic technologies and private practice by physicians constitute the bulk of private health care provision. In May 2011, the economic crisis led Portugal to sign a Memorandum of Understanding with the International Monetary Fund, the European Commission and the European Central Bank, in exchange for a loan of 78 billion euros. The agreed Economic and Financial Adjustment Programme included 34 measures aimed at increasing cost-containment, improving efficiency and increasing regulation in the health sector. Reforms implemented since 2011 by the Ministry of Health include: improving regulation and governance, health promotion (launch of priority health programmes such as for diabetes and mental health), rebalancing the pharmaceutical market (new rules for price setting, reduction in the prices of pharmaceuticals, increasing use of generic drugs), expanding and coordinating long-term and palliative care, and strengthening primary and hospital care.

Abstract: Faint Lyman-$\alpha$ (Ly$\alpha$) emitters become increasingly rarer towards the re-ionisation epoch (z~6-7). However, observations from a very large (~5deg$^2$) Ly$\alpha$ survey at z=6.6 (Matthee et al. 2015) show that this is not the case for the most luminous emitters. Here we present follow-up observations of the two most luminous z~6.6 Ly$\alpha$ candidates in the COSMOS field: `MASOSA' and `CR7'. We used X-SHOOTER, SINFONI and FORS2 (VLT), and DEIMOS (Keck), to confirm both candidates beyond any doubt. We find redshifts of z=6.541 and z=6.604 for MASOSA and CR7, respectively. MASOSA has a strong detection in Ly$\alpha$ with a line width of $386\pm30$ km/s (FWHM) and with high EW$_0$ (>200 \AA), but it is undetected in the continuum. CR7, with an observed Ly$\alpha$ luminosity of $10^{43.93\pm0.05}$erg/s is the most luminous Ly$\alpha$ emitter ever found at z>6. CR7 reveals a narrow Ly$\alpha$ line with $266\pm15$ km/s FWHM, being detected in the NIR (rest-frame UV, with $\beta=-2.3\pm0.1$) with an excess in $J$, and also strongly detected in IRAC/Spitzer. We detect a narrow HeII1640$\AA$ emission line ($6\sigma$) which explains the excess seen in the $J$ band photometry (EW$_0$~80 \AA). We find no other emission lines from the UV to the NIR in our X-SHOOTER spectra, nor any signatures of Wolf-Rayet (WR) stars. We find that CR7 is best explained by a combination of a PopIII-like population which dominates the rest-frame UV and the nebular emission, and a more normal stellar population which dominates the mass. HST/WFC3 observations show that the light is indeed spatially separated between a very blue component, coincident with Ly$\alpha$ and HeII emission, and two red components (~5 kpc away), which dominate the mass. Our findings are consistent with theoretical predictions of a PopIII wave, with PopIII star formation migrating away from the original sites of star formation.
