Abstract: This study introduces the Interdependent Network Design Problem (INDP), concerned with defining the minimum-cost reconstruction strategy of a partially destroyed system of infrastructure networks, subject to budget, resources, and operational constraints, while considering interdependencies between them. To solve the INDP, the authors develop an efficient Mixed Integer Programming (MIP) model, which considers different types of interdependency while exploiting efficiencies from joint restoration due to colocation for the first time. The authors also propose heuristic methodologies based on simulation and the iterative use of the INDP model, to enable studying problems with additional complexity, such as accounting for uncertainty from possible disaster scenarios, or determining not only what to reconstruct but the order of reconstruction. Such methodologies enable the analysis of expected costs and performance associated to reconstruction of the system of networks, providing an effective tool for infrastructure decision makers. To exemplify the capabilities of the presented INDP-based methodologies, the authors study the process of restoration of a set of interdependent networks after hypothetical earthquakes in Shelby County, TN, United States. Results show that the INDP-based approaches that account for time-dependent recovery converge to quasi-optimal solutions in all 16 configurations studied, considering four different resource levels and four different earthquake magnitudes. Similarly, as desired in emergency response scenarios, the rate of performance recovery is high in the early reconstruction stages, recovering more than 85% of performance in the first stage in a worst-case scenario.

Abstract: The first LHC pp collisions at centre-of-mass energies of 0.9 and 2.36 TeV were recorded by the CMS detector in December 2009. The trajectories of charged particles produced in the collisions were reconstructed using the all-silicon Tracker and their momenta were measured in the 3.8 T axial magnetic field. Results from the Tracker commissioning are presented including studies of timing, efficiency, signal-to-noise, resolution, and ionization energy. Reconstructed tracks are used to benchmark the performance in terms of track and vertex resolutions, reconstruction of decays, estimation of ionization energy loss, as well as identification of photon conversions, nuclear interactions, and heavy-flavour decays.

Abstract: A measurement of the single-top-quark t-channel production cross section in pp collisions at s√=7 TeV with the CMS detector at the LHC is presented. Two different and complementary approaches have been followed. The first approach exploits the distributions of the pseudorapidity of the recoil jet and reconstructed top-quark mass using background estimates determined from control samples in data. The second approach is based on multivariate analysis techniques that probe the compatibility of the candidate events with the signal. Data have been collected for the muon and electron final states, corresponding to integrated luminosities of 1.17 and 1.56 fb^(−1), respectively. The single-top-quark production cross section in the t-channel is measured to be 67.2±6.1 pb, in agreement with the approximate next-to-next-to-leading-order standard model prediction. Using the standard model electroweak couplings, the CKM matrix element |V_(tb)| is measured to be 1.020 ± 0.046 (meas.) ± 0.017 (theor.).

Abstract: Knee osteoarthritis (OA) is a leading cause of pain and disability. Although conventional treatments show modest benefits, pilot and phase I/II trials with bone marrow (BM) and adipose-derived (AD) mesenchymal stromal cells (MSCs) point to the feasibility, safety, and occurrence of clinical and structural improvement in focal or diffuse disease. This study aimed to assess the safety and efficacy of the intra-articular injection of single or repeated umbilical cord-derived (UC) MSCs in knee OA. UC-MSCs were cultured in an International Organization for Standardization 9001:2015 certified Good Manufacturing Practice-type Laboratory. Patients with symptomatic knee OA were randomized to receive hyaluronic acid at baseline and 6 months (HA, n = 8), single-dose (20 × 106 ) UC-MSC at baseline (MSC-1, n = 9), or repeated UC-MSC doses at baseline and 6 months (20 × 106 × 2; MSC-2, n = 9). Clinical scores and magnetic resonance images (MRIs) were assessed throughout the 12 months follow-up. No severe adverse events were reported. Only MSC-treated patients experienced significant pain and function improvements from baseline (p = .001). At 12 months, Western Ontario and Mc Master Universities Arthritis Index (WOMAC-A; pain subscale) reached significantly lower levels of pain in the MSC-2-treated group (1.1 ± 1.3) as compared with the HA group (4.3 ± 3.5; p = .04). Pain Visual Analog scale was significantly lower in the MSC-2 group versus the HA group (2.4 ± 2.1 vs. 22.1 ± 9.8, p = .03) at 12 months. For total WOMAC, MSC-2 had lower scores than HA at 12 months (4.2 ± 3.9 vs. 15.2 ± 11, p = .05). No differences in MRI scores were detected. In a phase I/II trial (NCT02580695), repeated UC-MSC treatment is safe and superior to active comparator in knee OA at 1-year follow-up. Stem Cells Translational Medicine 2019;8:215&224.

Abstract: Background: In view of the long term discussion on the appropriateness of the dengue classification into dengue fever (DF), dengue haemorrhagic fever (DHF) and dengue shock syndrome (DSS), the World Health Organization (WHO) has outlined in its new global dengue guidelines a revised classification into levels of severity: dengue fever with an intermediary group of “dengue fever with warning sings”, and severe dengue. The objective of this paper was to compare the two classification systems regarding applicability in clinical practice and surveillance, as well as user-friendliness and acceptance by health staff. Methods: A mix of quantitative (prospective and retrospective review of medical charts by expert reviewers, formal staff interviews), semi-quantitative (open questions in staff interviews) and qualitative methods (focus group discussions) were used in 18 countries. Quality control of data collected was undertaken by external monitors. Results: The applicability of the DF/DHF/DSS classification was limited, even when strict DHF criteria were not applied (13.7% of dengue cases could not be classified using the DF/DHF/DSS classification by experienced reviewers, compared to only 1.6% with the revised classification). The fact that some severe dengue cases could not be classified in the DF/DHF/DSS system was of particular concern. Both acceptance and perceived user-friendliness of the revised system were high, particularly in relation to triage and case management. The applicability of the revised classification to retrospective data sets (of importance for dengue surveillance) was also favourable. However, the need for training, dissemination and further research on the warning signs was highlighted. Conclusions: The revised dengue classification has a high potential for facilitating dengue case management and surveillance.
