Abstract: . This paper explores the effect of managerial innovativeness in municipal government on the adoption of e-government, and it examines the association between the adoption of e-government and its outcome. The authors posit an exploratory model: The first part of the model shows how adoption of municipal e-government is determined by managerial innovativeness orientation, government capacity and institutional characteristics such as city size and government type. The second part suggests how e-government outcomes are associated with the adoption of e-government, government capacity and institutional characteristics. Analysing two different survey data sets of American municipal reinvention and e-government, this study finds that managerial innovativeness orientation and city size are the most compelling determinants of municipal e-government adoption. Different levels of e-government adoption may yield different outcomes.

Abstract: [1] The Model for Ozone and Related Chemical Tracers, version 3 (MOZART-3), which represents the chemical and physical processes from the troposphere through the lower mesosphere, was used to evaluate the representation of long-lived tracers and ozone using three different meteorological fields. The meteorological fields are based on (1) the Whole Atmosphere Community Climate Model, version 1b (WACCM1b), (2) the European Centre for Medium-Range Weather Forecasts (ECMWF) operational analysis, and (3) a new reanalysis for year 2000 from ECMWF called EXP471. Model-derived tracers (methane, water vapor, and total inorganic nitrogen) and ozone are compared to data climatologies from satellites. Model mean age of air was also derived and compared to in situ CO2 and SF6 data. A detailed analysis of the chemical fields simulated by MOZART-3 shows that even though the general features characterizing the three dynamical sets are rather similar, slight differences in winds and temperature can produce substantial differences in the calculated distributions of chemical tracers. The MOZART-3 simulations that use meteorological fields from WACCM1b and ECMWF EXP471 represented best the distribution of long-lived tracers and mean age of air in the stratosphere. There was a significant improvement using the ECMWF EXP471 reanalysis data product over the ECMWF operational data product. The effect of the quasi-biennial oscillation circulation on long-lived tracers and ozone is examined.

Abstract: The bright, soft X-ray spectrum Seyfert 1 galaxies Ark 564 and Ton S180 were monitored for 35 days and 12 days, respectively, with ASCA and RXTE (and EUVE for Ton S180). These represent the most intensive X-ray monitoring of any such soft-spectrum Seyfert 1 to date. Light curves were constructed for Ton S180 in six bands spanning 0.1-10 keV and for Ark 564 in five bands spanning 0.7-10 keV. The short-timescale (hours-days) variability patterns were very similar across energy bands, with no evidence of lags between any of the energy bands studied. The fractional variability amplitude was almost independent of energy band, unlike hard-spectrum Seyfert 1 galaxies, which show stronger variations in the softer bands. It is difficult to simultaneously explain soft Seyfert galaxies stronger variability, softer spectra, and weaker energy dependence of the variability relative to hard Seyfert galaxies. There was a trend for soft- and hard-band light curves of both objects to diverge on the longest timescales probed (~weeks), with the hardness ratio showing a secular change throughout the observations. This is consistent with the fluctuation power density spectra that showed relatively greater power on long timescales in the softest bands. The simplest explanation of all of these is that two continuum emission components are visible in the X-rays: a relatively hard, rapidly variable component that dominates the total spectrum and a slowly variable soft excess that only shows up in the lowest energy channels of ASCA. Although it would be natural to identify the latter component with an accretion disk and the former with a corona surrounding it, a standard thin disk could not get hot enough to radiate significantly in the ASCA band, and the observed variability timescales are much too short. It also appears that the hard component may have a more complex shape than a pure power law. The most rapid factor of 2 flares and dips occurred within ~1000 s, in Ark 564 and a bit more slowly in Ton S180. The speed of the luminosity changes rules out viscous or thermal processes and limits the size of the individual emission regions to 15 Schwarzschild radii (and probably much less), that is, to either the inner disk or small regions in a corona.

Abstract: The detection of deception is a promising but challenging task. A systematic discussion of automated Linguistics Based Cues (LBC) to deception has rarely been touched before. The experiment studied the effectiveness of automated LBC in the context of text-based asynchronous computer mediated communication (TA-CMC). Twentyseven cues either extracted from the prior research or created for this study were clustered into nine linguistics constructs: quantity, diversity, complexity, specificity, expressivity, informality, affect, uncertainty, and nonimmediacy. A test of the selected LBC in a simulated TA-CMC experiment showed that: (1) a systematic analysis of linguistic information could be useful in the detection of deception; (2) some existing LBC were effective as expected, while some others turned out in the opposite direction to the prediction of the prior research; and (3) some newly discovered linguistic constructs and their component LBC were helpful in differentiating deception from truth.

Abstract: Using Hubble Space Telescope/WFC3 imaging taken as part of the Cosmic Assembly Near-infrared Deep Extragalactic Legacy Survey, we examine the role that major galaxy mergers play in triggering active galactic nucleus (AGN) activity at z ~ 2. Our sample consists of 72 moderate-luminosity (L X ~ 1042-44 erg s–1) AGNs at 1.5 < z < 2.5 that are selected using the 4 Ms Chandra observations in the Chandra Deep Field South, the deepest X-ray observations to date. Employing visual classifications, we have analyzed the rest-frame optical morphologies of the AGN host galaxies and compared them to a mass-matched control sample of 216 non-active galaxies at the same redshift. We find that most of the AGNs reside in disk galaxies (51.4+5.8 – 5.9%), while a smaller percentage are found in spheroids (27.8+5.8 – 4.6%). Roughly 16.7+5.3 – 3.5% of the AGN hosts have highly disturbed morphologies and appear to be involved in a major merger or interaction, while most of the hosts (55.6+5.6 – 5.9%) appear relatively relaxed and undisturbed. These fractions are statistically consistent with the fraction of control galaxies that show similar morphological disturbances. These results suggest that the hosts of moderate-luminosity AGNs are no more likely to be involved in an ongoing merger or interaction relative to non-active galaxies of similar mass at z ~ 2. The high disk fraction observed among the AGN hosts also appears to be at odds with predictions that merger-driven accretion should be the dominant AGN fueling mode at z ~ 2, even at moderate X-ray luminosities. Although we cannot rule out that minor mergers are responsible for triggering these systems, the presence of a large population of relatively undisturbed disk-like hosts suggests that the stochastic accretion of gas plays a greater role in fueling AGN activity at z ~ 2 than previously thought.
