TL;DR: The origin of the Moon's mascons could be endogenous or exogenous as mentioned in this paper, that is, their formation could be the result of differentiation caused by local melting due to radioactive heating or the resulting impact by large meteoritic rocks.
Abstract: THE processes that produced the mascons took place about one aeon (109 yr) after the formation of the chief part of the Moon and the gross potential of the original body was, of course, changed by these processes. The origin of the mascons could be endogenous or exogenous, that is, their formation could be the result of differentiation caused by local melting due to radioactive heating or the result of impact by large meteoritic rocks.
