Abstract: Two decades of research into educational production functions have produced startlingly consistent results: Variations in school expenditures are not systematically related to variations in student performance. Enormous differences in teacher quality exist, but differences in teacher skill are not strongly related to educational backgrounds, amount of teaching experience, or teaching in small classes. Further, more skilled teachers simply are not regularly paid more than less skilled teachers. These findings suggest that school decision making must move away from traditional “input directed” policies to ones providing performance incentives. The concentration on expenditure differences in, for example, school finance court cases or legislative deliberations, appears misguided given the evidence.

Abstract: Despite relatively favorable citizen attitudes, voter turnout in American national elections is far below the average of 80% of the eligible electorate that votes in other industrialized democracies. The American institutional setting—particularly the party system and the registration laws—severely inhibits voter turnout, and probably also accounts for the unusual degree to which education and other socioeconomic resources are directly linked to voting participation in the United States.Using a combination of aggregate and comparative survey data, the present analysis suggests that in comparative perspective, turnout in the United States is advantaged about 5% by political attitudes, but disadvantaged 13% by the party system and institutional factors, and up to 14% by the registration laws. The experience of other democracies suggests that encouraging voter participation would contribute to channeling discontent through the electoral process. Even a significantly expanded American electorate would be more interested and involved in political activity than are present voters in most other democracies.

Abstract: Heart rate is slowed in part by acetylcholine-dependent activation of a cardiac potassium (K+) channel, IKACh. Activated muscarinic receptors stimulate IKACh via the G-protein beta gamma-subunits. It has been assumed that the inwardly rectifying K(+)-channel gene, GIRK1, alone encodes IKACh. It is now shown that IKACh is a heteromultimer of two distinct inwardly rectifying K(+)-channel subunits, GIRK1 and a newly cloned member of the family, CIR.
