Abstract: The mission of the Encyclopedia of DNA Elements (ENCODE) Project is to enable the scientific and medical communities to interpret the human genome sequence and apply it to understand human biology and improve health. The ENCODE Consortium is integrating multiple technologies and approaches in a collective effort to discover and define the functional elements encoded in the human genome, including genes, transcripts, and transcriptional regulatory regions, together with their attendant chromatin states and DNA methylation patterns. In the process, standards to ensure high-quality data have been implemented, and novel algorithms have been developed to facilitate analysis. Data and derived results are made available through a freely accessible database. Here we provide an overview of the project and the resources it is generating and illustrate the application of ENCODE data to interpret the human genome.

Abstract: We present a new methodology for realizing Ciphertext-Policy Attribute Encryption (CP-ABE) under concrete and noninteractive cryptographic assumptions in the standard model Our solutions allow any encryptor to specify access control in terms of any access formula over the attributes in the system In our most efficient system, ciphertext size, encryption, and decryption time scales linearly with the complexity of the access formula The only previous work to achieve these parameters was limited to a proof in the generic group model We present three constructions within our framework Our first system is proven selectively secure under a assumption that we call the decisional Parallel Bilinear Diffie-Hellman Exponent (PBDHE) assumption which can be viewed as a generalization of the BDHE assumption Our next two constructions provide performance tradeoffs to achieve provable security respectively under the (weaker) decisional Bilinear-Diffie-Hellman Exponent and decisional Bilinear Diffie-Hellman assumptions

Abstract: We develop a Bayesian “sum-of-trees” model where each tree is constrained by a regularization prior to be a weak learner, and fitting and inference are accomplished via an iterative Bayesian backfitting MCMC algorithm that generates samples from a posterior. Effectively, BART is a nonparametric Bayesian regression approach which uses dimensionally adaptive random basis elements. Motivated by ensemble methods in general, and boosting algorithms in particular, BART is defined by a statistical model: a prior and a likelihood. This approach enables full posterior inference including point and interval estimates of the unknown regression function as well as the marginal effects of potential predictors. By keeping track of predictor inclusion frequencies, BART can also be used for model-free variable selection. BART’s many features are illustrated with a bake-off against competing methods on 42 different data sets, with a simulation experiment and on a drug discovery classification problem.

Abstract: Accessibility is an important characteristic of metropolitan areas and is often reflected in transportation and land-use planning goals. But the concept of accessibility has rarely been translated into performance measures by which policies are evaluated, despite a substantial literature on the concept. This paper is an attempt to bridge the gap between the academic literature and the practical application of such measures and provide a framework for the development of accessibility measures. Issues that planners must address in developing an accessibility measure are outlined, and two case studies suggestive of the range of possible approaches are presented.
