Abstract: Context: An evidence base that addresses issues of complexity and context is urgently needed for large-system transformation (LST) and health care reform. Fundamental conceptual and methodological challenges also must be addressed. The Saskatchewan Ministry of Health in Canada requested a six-month synthesis project to guide four major policy development and strategy initiatives focused on patient- and family-centered care, primary health care renewal, quality improvement, and surgical wait lists. The aims of the review were to analyze examples of successful and less successful transformation initiatives, to synthesize knowledge of the underlying mechanisms, to clarify the role of government, and to outline options for evaluation. Methods:Weusedrealistreview,whoseworkingassumptionisthataparticular intervention triggers particular mechanisms of change. Mechanisms may be more or less effective in producing their intended outcomes, depending on their interaction with various contextual factors. We explain the variations in outcome as the interplay between context and mechanisms. We nested this analytic approach in a macro framing of complex adaptive systems (CAS). Findings: Our rapid realist review identified five “simple rules” of LST that were likely to enhance the success of the target initiatives: (1) blend designated leadership with distributed leadership; (2) establish feedback loops; (3) attend to history; (4) engage physicians; and (5) include patients and families. Abstract: The horizontal branch (HB) morphology of globular clusters (GCs) is most strongly influenced by metallicity. The second parameter phenomenon, first described in the 1960s, acknowledges that metallicity alone is not enough to describe the HB morphology of all GCs. In particular, astronomers noticed that the outer Galactic halo contains GCs with redder HBs at a given metallicity than are found inside the solar circle. Thus, at least a second parameter was required to characterize HB morphology. While the term 'second parameter' has since come to be used in a broader context, its identity with respect to the original problem has not been conclusively determined. Here we analyze the median color difference between the HB and the red giant branch, hereafter denoted as DELTA(V - I), measured from Hubble Space Telescope (HST) Advanced Camera for Surveys (ACS) photometry of 60 GCs within approx20 kpc of the Galactic center. Analysis of this homogeneous data set reveals that, after the influence of metallicity has been removed from the data, the correlation between DELTA(V - I) and age is stronger than that of any other parameter considered. Expanding the sample to include HST ACS and Wide Field Planetary Camera 2 photometry of the sixmore » most distant Galactic GCs lends additional support to the correlation between DELTA(V - I) and age. This result is robust with respect to the adopted metallicity scale and the method of age determination, but must bear the caveat that high-quality, detailed abundance information is not available for a significant fraction of the sample. Furthermore, when a subset of GCs with similar metallicities and ages is considered, a correlation between DELTA(V - I) and central luminosity density is exposed. With respect to the existence of GCs with anomalously red HBs at a given metallicity, we conclude that age is the second parameter and central density is most likely the third. Important problems related to HB morphology in GCs, notably multi-modal distributions and faint blue tails, remain to be explained.« less

Abstract: In this article we reexamine the relationship between time and processes of institutionalization. We argue that pace and stability, two temporal dimensions of institutionalization, depend on the mechanism used by agents to support the institutionalization process. Drawing from the power literature, we develop four types of mechanisms—influence, force, discipline, and domination—and argue that (1) each type will produce a distinctive pattern of pace and stability, and (2) more complex patterns of pace and stability will result from the combined use of multiple mechanisms.

Abstract: Ages have been derived for 55 globular clusters (GCs) for which Hubble Space Telescope Advanced Camera for Surveys photometry is publicly available. For most of them, the assumed distances are based on fits of theoretical zero-age horizontal-branch (ZAHB) loci to the lower bound of the observed distributions of HB stars, assuming reddenings from empirical dust maps and metallicities from the latest spectroscopic analyses. The age of the isochrone that provides the best fit to the stars in the vicinity of the turnoff (TO) is taken to be the best estimate of the cluster age. The morphology of isochrones between the TO and the beginning part of the subgiant branch (SGB) is shown to be nearly independent of age and chemical abundances. For well-defined color-magnitude diagrams (CMDs), the error bar arising just from the fitting of ZAHBs and isochrones is ± 0.25 Gyr, while that associated with distance and chemical abundance uncertainties is ~ ± 1.5-2 Gyr. The oldest GCs in our sample are predicted to have ages of 13.0 Gyr (subject to the aforementioned uncertainties). However, the main focus of this investigation is on relative GC ages. In conflict with recent findings based on the relative main-sequence fitting method, which have been studied in some detail and reconciled with our results, ages are found to vary from mean values of 12.5 Gyr at [Fe/H] – 1.7 to 11 Gyr at [Fe/H] –1. At intermediate metallicities, the age-metallicity relation (AMR) appears to be bifurcated: one branch apparently contains clusters with disk-like kinematics, whereas the other branch, which is displaced to lower [Fe/H] values by 0.6 dex at a fixed age, is populated by clusters with halo-type orbits. The dispersion in age about each component of the AMR is ~ ± 0.5 Gyr. There is no apparent dependence of age on Galactocentric distance (R G) nor is there a clear correlation of HB type with age. As previously discovered in the case of M3 and M13, subtle variations have been found in the slope of the SGB in the CMDs of other metal-poor ([Fe/H] – 1.5) GCs. They have been tentatively attributed to cluster-to-cluster differences in the abundance of helium. Curiously, GCs that have relatively steep M13-like SGBs tend to be massive systems, located at small R G, that show the strongest evidence of in situ formation of multiple stellar populations. The clusters in the other group are typically low-mass systems (with 2-3 exceptions, including M3) that, at the present time, should not be able to retain the matter lost by mass-losing stars due either to the development of GC winds or to ram-pressure stripping by the halo interstellar medium. The apparent separation of the two groups in terms of their present-day gas retention properties is difficult to understand if all GCs were initially ~20 times their current masses. The lowest-mass systems, in particular, may have never been massive enough to retain enough gas to produce a significant population of second-generation stars. In this case, the observed light element abundance variations, which are characteristic of all GCs, were presumably present in the gas out of which the observed cluster stars formed.
