Abstract: Infection of wild animals by bovine tuberculosis (bTB) is raising concern worldwide. This article reviews the current epidemiological situation, risk of emergence and control options at the wildlife–livestock–human interface in sub-Saharan Africa. In livestock, bTB has been confirmed in the majority of countries from all parts of the continent. Wildlife infection is confirmed in seven countries from southern and eastern Africa, apparently spreading in the southern Africa region. Mycobacterium bovis has been isolated from 17 wild mammal species, although only four are suspected to play a role as maintenance host. Zoonotic risks are a concern, but no direct spillover from wildlife to humans has been documented, and no case of bTB spillback from wildlife to livestock has been confirmed. In this paper we assess the main risk factors of bTB spillover at the wildlife–livestock–human interface and suggest several research themes which could improve the control of the disease in the African context.

Abstract: In extensive farmer-led trials practicing conservation farming (CF) in three regions of Zambia (Mongu: sandy soils; Kaoma: sandy or loamy sand soils; Mkushi: sandy loam or loamy soils), we studied the effects of biochar made of maize cobs (0, 2, and 6 t ha(-1) corresponding to 0, 0.8, and 2.5% per basin) at different fertilizer rates of NPK and urea on crop yield of maize (Zea mays) and groundnuts (Arachis hypogaea). Conservation farming in this case combines minimum tillage (how basins), crop rotation and residue retention. For the first time, the effect of biochar on in situ soil nutrient supply rates [determined by buried Plant Root Simulator (PRS (TM)) exchange resins] was studied, as well as the effects of biochar on elemental composition of maize. Effects of 0-10% (w:w) biochar addition on soil physical and soil chemical properties were determined in the laboratory. At all sites there was a consistent positive response in crop yield upon the addition of biochar. However, due to a great variability between farms there were no significant differences in absolute yields between the treatments. In the sandy soils at Mongu, relative yields (i.e., percentage yield with biochar relative to the same fertilizer rate without biochar) of maize grains and maize stover were significantly increased at recommended fertilizer rates (232 +/- 60%) and at half the recommended rate (128 +/- 6%), respectively. In addition, biochar significantly increased concentrations of K and P in maize stover. In situ soil nutrient supply rates as measured by PRS (TM)-probes were highly spatially variable with no consistent effects of the different treatments in the three regions. By contrast, the fraction of plant available water (Vol.-%) significantly increased upon the addition of biochar in all three soils. The increase caused by 10% biochar addition was of factor 2.5 in Mongu (from 4.5% to 11.2%) and 1.2 in both Kaoma (from 14.7% to 18.2%) and Mkushi (from 18.2% to 22.7%). Cation exchange capacity, pH, and exchangeable K significantly increased upon the addition of 10% (w: w) biochar in all three regions with a subsequent increase in base saturation and decrease of available Al3+. Our findings suggest that the addition of biochar in combination with CF might have a positive impact on crop growth and that this positive effect is mainly caused by increases in plant-available water and decreased available Al.

Abstract: During the post-partum period, most women wish to delay or prevent future pregnancies. Despite this, the unmet need for family planning up to a year after delivery is higher than at any other time. This study aims to assess fertility intention, contraceptive usage and unmet need for family planning amongst women who are six weeks postpartum, as well as to identify those at greatest risk of having an unmet need for family planning during this period. Using the NICHD Global Network for Women’s and Children’s Health Research’s multi-site, prospective, ongoing, active surveillance system to track pregnancies and births in 100 rural geographic clusters in 5 countries (India, Pakistan, Zambia, Kenya and Guatemala), we assessed fertility intention and contraceptive usage at day 42 post-partum. We gathered data on 36,687 women in the post-partum period. Less than 5% of these women wished to have another pregnancy within the year. Despite this, rates of modern contraceptive usage varied widely and unmet need ranged from 25% to 96%. Even amongst users of modern contraceptives, the uptake of the most effective long-acting reversible contraceptives (intrauterine devices) was low. Women of age less than 20 years, parity of two or less, limited education and those who deliver at home were at highest risk for having unmet need. Six weeks postpartum, almost all women wish to delay or prevent a future pregnancy. Even in sites where early contraceptive adoption is common, there is substantial unmet need for family planning. This is consistently highest amongst women below the age of 20 years. Interventions aimed at increasing the adoption of effective contraceptive methods are urgently needed in the majority of sites in order to reduce unmet need and to improve both maternal and infant outcomes, especially amongst young women. Abstract: Although the Bamako Initiative from its very beginning was caught up in wider debates about the potential equity impact of any form of user financing, to date there has been little empirical investigation of this impact. This three-country study, undertaken in Benin, Kenya and Zambia in 1994/95, was initiated to add to the body of relevant evidence. It sought to understand not only what had been the equity impacts of community financing activities in these countries but also how they had been brought about. As a result, it investigated equity primarily through consideration of the design of these financing activities and through the perceptions of different actors, within a limited number of purposively selected geographical areas in each country, about their strengths and weaknesses. Additional data on utilization were either collected during the course of the study (Kenya) or drawn from other available studies (Benin and Zambia). Key issues considered in the studies' assessment of equity were the extent to which both relative and absolute affordability gains were achieved, as well as as an influence over both the distributional and procedural justice of the financing activities, the pattern of decision-making. Across countries there was evidence of relative affordability gains in Benin and Kenya, but Kenyan gains were not sustained over time and no such gains were identified in Zambia. In addition, no country had given attention either to the issue of absolute affordability, through the implementation of effective exemption mechanisms to protect the poorest from the burden of payment, or to the establishment of community decision-making bodies that effectively represented the interests of all groups including the poorest. Overall, therefore, although the Benin Bamako Initiative programme might be judged as successful in terms of what appear to be its own equity objectives, the other two countries' schemes had clear equity problems even in these terms. The experience across countries also highlights the unresolved question of whether equity is concerned with the greatest good for the greatest number or with promoting the interests of the most disadvantaged.
