Health Care Access And Use Among Low-Income Children: Who Fares Best?

Abstract: In this paper we assess how access to care and use of services among low-income children vary by insurance status. Although 40 percent of low-income children rely on private health insurance, little is known about how this coverage compares with Medicaid coverage in meeting their health care needs. We find that Medicaid and privately insured low-income children appear to have fairly comparable access but that Medicaid-covered children are more likely to receive services and to have more visits when they receive care. Expanding public coverage may not be sufficient to ensure that all low-income children have access to comprehensive and high-quality care. It may require improvements in preventive and dental care for children with private coverage, an area in which states have limited influence.

Insights from Longitudinal Data on the Earnings Growth of U.S. Foreign-Born Men*

Abstract: Does the growth in earnings of foreign-born men exceed that of U.S. natives? We use longitudinal data on earnings from a Social Security Administration (SSA) database matched to the 1994 March Current Population Survey to shed new light on this important issue. We also examine the trend over time in the foreign-born men’s earnings growth and illuminate the various ways that SSA data can be used to explore the earnings patterns of immigrants.

Abstract: SUMMARY The expanding consensus about the advantages of two-parent families, together with the rising number of children growing up without the presence of both parents, has stimulated policy-makers to look for ways of increasing fathers' involvement This paper examines two sets of questions relevant to these policy initiatives The first concerns the patterns of involvement between fathers and children born outside of marriage The paper defines father involvement as a continuum ranging from no visitation, to frequent visitation, to co-residence with the child, and to co-residence along with marrying the mother We examine this involvement in specific years and over time One key finding is that most fathers of nonmarital children in their late twenties and early thirties are highly involved with at least one of their nonmarital children In addition, we find that cohabiting relationships and frequent visitation are often unstable, sometimes changing toward lower involvement, while in other cases changi

Abstract: This article reviews how research on nonprofit organizations has traditionally defined advocacy and its function in the public policy process as rights-based expression and association and suggests the usefulness of an expanded definition. Nonprofits participate in a variety of public decisions at different points in the policy cycle. The authors argue that building social capital, facilitating civic participation, and providing public voice are activities central to an analysis of the interaction of nonprofits and public policy in democratic civil society. The article also analyzes the IRS data sets and National Taxonomy of Exempt Entities (NTEE) classification system available to researchers from the National Center for Charitable Statistics (NCCS) to assess their strengths and weaknesses for measuring advocacy activities.
