Abstract: This paper studies workforce assignment problem for battery production in a company in Turkey. Several types of batteries are produced in the studied company. Mostly, the operations are semi-automated. In the production process, the workers are assigned to multiple operations irregularly based on the priority of productions. In the company, average utilization of worker is low, and average cycle time of a product is high due to inefficient allocation of the workforce within the operations. In order to analyze the main system problem, we simulate the system and observe the queue lengths to identify the bottlenecks. By dynamic assignment of workers at stations based on real time queue conditions, the workloads can be balanced throughout the production lines. In this project, a simulation-based system improvement is completed by applying: (i) dynamic utilization of workforce to reduce average cycle time of a battery, (ii) assignment of parallel workforce where they can work for the same operation simultaneously, and (iii) observation of real-time queue lengths of stations. Three dynamic assignment policies are developed and compared with each other. The best policy providing minimum cycle time for a battery production is selected to be the best.

Abstract: The main aim of this study is to forecast the likelihood of increasing or decreasing port throughput from month to month with determined market indicators as input variables. Additionally, the other aim is to determine whether artificial neural network (ANN) and support vector machines (SVM) algorithms are capable of accurately predicting the movement of port throughput. To this aim, Turkish ports were chosen as research environment. The monthly average exchange rates of US dollar, euro, and gold (compared to Turkish lira), and crude oil prices were used as market indicators in the prediction models. The experimental results reveal that, the model with specific market indicators, successfully forecasts the direction of movement on port throughput with accuracy rate of 90.9% in ANN and accuracy rate of 84.6% in SVM. The model developed in the research may help managers to develop short-term logistics plans in operational processes and may help researchers in terms of adapting the model to other research areas.

Abstract: The point where Sustainable Development and Smart Growth understandings meet with standardization and technology has enabled eco-labels, assessment models and guidelines to emerge and become a trend. With Agenda 21, this trend has been well adopted and eco-labels, assessment models and certifications have begun to be created for many disciplines. The concept of sustainable neighbourhood, strengthened by the development of the Eco-Urbanism concept, constitutes an important basis for sustainable urban design and the Neighbourhood Sustainability Assessment (NSA) concept is nourished from this basis. BREEAM stands out as the first example developed when it comes to sustainability models of architecture and urban design. This study is a review on the criteria and indicators, purpose, status of the BREEAM Communities Model developed for smart and sustainable urban design, which is a rising value, and the scoring system was examined through BREEAM data and literature. In addition, the differences, and similarities between 5 different Neighbourhood Sustainability Assessments which are LEED ND, CASBEE UD, Citylab, and BEAM Plus Neighboorhood by 4 organizations from 70 members of the World Green Building Council, including BRE, which constitutes the BREEAM system, were investigated. Abstract: Personnel selection is a critical process for organizations and both quantitative and qualitative factors are used in the decision phase. The criteria should be unique to the organization and the best alternative should be chosen to satisfy requirements. This paper researches the instructor selection process for military academics. The criteria are weighted with fuzzy Analytic Hierarchy Process (AHP) by experts and candidates are ranked by using fuzzy Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) Method. The purpose of Fuzzy TOPSIS method, which is one of Multiple Criteria Decision Making (MCDM) methods, is to allow group decision-making in a fuzzy environment. It involves the calculation of the closeness coefficients by means of Fuzzy Positive Ideal Solution (FPIS) and Fuzzy Negative Ideal Solution (FNIS). Alternatives are ranked according to the calculated closeness coefficients. In the study, candidates were assessed by three DM’s in accordance with seven decision criteria. The decision makers carried out assessments with linguistic variables, and subsequently these variables were transformed into positive trapezoidal fuzzy numbers. The study shows that as a decision tool, the Fuzzy TOPSIS method integrated with Fuzzy AHP is extremely well suited to evaluation and selection decisions regarding candidates for position of instructor.
