Abstract: Reports have come in from a few, scattered localities of an increase in the rare, programming-effectiveness syndrome. While the increase is rather small in absolute numbers, it is statistically significant at the .01 level. We believe that this upsurge is transitory and most likely was caused by subtle environmental changes such as corporate cost reduction campaigns impacting a monotonically decreasing programmer employment opportunity curve.

Abstract: Sandia Laboratories has established a consulting service designed to improve the overall efficiency of Fortran production programs in use by the scientific community. Since this service was inaugurated in May, 1971, approximately 40 jobs have been reviewed for optimization with varying degrees of success. In several instances it was not possible to improve the operating efficiency of a given program. However, in most cases it has been possible to achieve worthwhile reductions in the use of critical machine resources (primary attention is directed at use of central processor time and allocation of central memory). Average reduction of CPU usage is approximately 30% with one recorded instance of a 97% reduction.This paper addresses the problems encountered in launching and promoting a program optimization service in an open shop environment among users with widely varying levels of programming to indicate the method used to isolate and correct the sections of code that preempt the vital computer resources.

Abstract: The distinguishing characteristic about top-down analysis and design is that one is enjoined to think through the entire problem at a given level before cluttering up the situation -- and perhaps compromising some alternative solutions -- by beginning the implementation. That is, the destination is determined before the mode of travel is selected. The purpose of the trip is evaluated before deciding who should go, or how long they should stay. If this sounds elementary, it is -- because this is how successful people (scientists, businessmen, students, housewives) run their lives. For some odd reason, it is not how we have -- in the past -- so frequently specified and procured software for computers.

Abstract: Data Processing began the uphill battle to professional status with the advent of the Data Processing Management Association's Certificate in Data Processing (CDP) in 1962. The success of this effort is still in question. Arnold Keller, Editor of Infosystems, referred to the CDP as "an inside joke" in a February 1975 editorial. The CDP, however, has played a very useful role in offering a competence exam for those in the profession without a college degree.
