Abstract: Is support for democracy in the United States robust enough to deter undemocratic behavior by elected politicians? We develop a model of the public as a democratic check and evaluate it using two empirical strategies: an original, nationally representative candidate-choice experiment in which some politicians take positions that violate key democratic principles, and a natural experiment that occurred during Montana’s 2017 special election for the U.S. House. Our research design allows us to infer Americans’ willingness to trade-off democratic principles for other valid but potentially conflicting considerations such as political ideology, partisan loyalty, and policy preferences. We find the U.S. public’s viability as a democratic check to be strikingly limited: only a small fraction of Americans prioritize democratic principles in their electoral choices, and their tendency to do so is decreasing in several measures of polarization, including the strength of partisanship, policy extremism, and candidate platform divergence. Our findings echo classic arguments about the importance of political moderation and cross-cutting cleavages for democratic stability and highlight the dangers that polarization represents for democracy.

Abstract: How do stigmatized minorities advance agendas when confronted with hostile majorities? Elite theories of influence posit marginal groups exert little power. I propose the concept of agenda seeding to describe how activists use methods like disruption to capture the attention of media and overcome political asymmetries. Further, I hypothesize protest tactics influence how news organizations frame demands. Evaluating black-led protests between 1960 and 1972, I find nonviolent activism, particularly when met with state or vigilante repression, drove media coverage, framing, congressional speech, and public opinion on civil rights. Counties proximate to nonviolent protests saw presidential Democratic vote share increase 1.6–2.5%. Protester-initiated violence, by contrast, helped move news agendas, frames, elite discourse, and public concern toward “social control.” In 1968, using rainfall as an instrument, I find violent protests likely caused a 1.5–7.9% shift among whites toward Republicans and tipped the election. Elites may dominate political communication but hold no monopoly.

Abstract: Multidimensional concepts are non-compensatory when higher values on one component cannot offset lower values on another. Thinking of the components of a multidimensional phenomenon as non-compensatory rather than substitutable can have wide-ranging implications, both conceptually and empirically. To demonstrate this point, we focus on populist attitudes that feature prominently in contemporary debates about liberal democracy. Given similar established public opinion constructs, the conceptual value of populist attitudes hinges on its unique specification as an attitudinal syndrome, which is characterized by the concurrent presence of its non-compensatory concept subdimensions. Yet this concept attribute is rarely considered in existing empirical research. We propose operationalization strategies that seek to take the distinct properties of non-compensatory multidimensional concepts seriously. Evidence on five populism scales in 12 countries reveals the presence and consequences of measurement-concept inconsistencies. Importantly, in some cases, using conceptually sound operationalization strategies upsets previous findings on the substantive role of populist attitudes.

Abstract: Researchers often lack the necessary data to credibly estimate racial discrimination in policing. In particular, police administrative records lack information on civilians police observe but do not investigate. In this article, we show that if police racially discriminate when choosing whom to investigate, analyses using administrative records to estimate racial discrimination in police behavior are statistically biased, and many quantities of interest are unidentified—even among investigated individuals—absent strong and untestable assumptions. Using principal stratification in a causal mediation framework, we derive the exact form of the statistical bias that results from traditional estimation. We develop a bias-correction procedure and nonparametric sharp bounds for race effects, replicate published findings, and show the traditional estimator can severely underestimate levels of racially biased policing or mask discrimination entirely. We conclude by outlining a general and feasible design for future studies that is robust to this inferential snare.

Abstract: Eliciting honest answers to sensitive questions is frustrated if subjects withhold the truth for fear that others will judge or punish them. The resulting bias is commonly referred to as social desirability bias, a subset of what we label sensitivity bias. We make three contributions. First, we propose a social reference theory of sensitivity bias to structure expectations about survey responses on sensitive topics. Second, we explore the bias-variance trade-off inherent in the choice between direct and indirect measurement technologies. Third, to estimate the extent of sensitivity bias, we meta-analyze the set of published and unpublished list experiments (a.k.a., the item count technique) conducted to date and compare the results with direct questions. We find that sensitivity biases are typically smaller than 10 percentage points and in some domains are approximately zero.

Abstract: State interventions against organized criminal groups (OCGs) sometimes work to improve security, but often exacerbate violence. To understand why, this article offers a theory about criminal governance in five types of criminal regimes—Insurgent, Bandit, Symbiotic, Predatory, and Split. These differ according to whether criminal groups confront or collude with state actors, abuse or cooperate with the community, and hold a monopoly or contest territory with rival OCGs. Police interventions in these criminal regimes pose different challenges and are associated with markedly different local security outcomes. We provide evidence of this theory by using a multimethod research design combining quasi-experimental statistical analyses, automated text analysis, extensive qualitative research, and a large-N survey in the context of Rio de Janeiro’s “Pacifying Police Units” (UPPs), which sought to reclaim control of the favelas from criminal organizations.

Abstract: We describe the electoral history of one of Europe’s most successful party families over the past 100 years in 31 countries. With a unique and newly collected dataset of national election results and a large number of economic and social variables measured for each country-election observation, we find that two main factors drive the electoral performance of social democratic parties: public-sector spending and the size of the manufacturing sector. Our findings suggest that most of the fall in support for social democratic parties in recent years is correlated with a decline in the number of industrial workers as well as a reduction in the propensity of social democratic parties’ core supporters (industrial workers and public-sector employees) to vote for them.

Abstract: Exclusionary attitudes—prejudice toward outgroups and opposition to policies that promote their well-being—are presenting challenges to democratic societies worldwide. Drawing on insights from psychology, we argue that non-judgmentally exchanging narratives in interpersonal conversations can facilitate durable reductions in exclusionary attitudes. We support this argument with evidence from three pre-registered field experiments targeting exclusionary attitudes toward unauthorized immigrants and transgender people. In these experiments, 230 canvassers conversed with 6,869 voters across 7 US locations. In Experiment 1, face-to-face conversations deploying arguments alone had no effects on voters’ exclusionary immigration policy or prejudicial attitudes, but otherwise identical conversations also including the non-judgmental exchange of narratives durably reduced exclusionary attitudes for at least four months (d = 0.08). Experiments 2 and 3, targeting transphobia, replicate these findings and support the scalability of this strategy (ds = 0.08, 0.04). Non-judgmentally exchanging narratives can help overcome the resistance to persuasion often encountered in discussions of these contentious topics.

Abstract: Public goods in the United States are largely funded and delivered at the local level. Local public goods are valuable, but their production requires overcoming several collective action problems including coordinating supply and minimizing congestion, free-riding, and peer effects. Land use regulations, promulgated by local governments, allow communities to solve the collective action problems inherent in the provision of local public goods and maintenance of property values. A consequence of these efforts is residential segregation between cities along racial lines. I provide evidence that more stringent land use regulations are supported by whiter communities and that they preserve racial homogeneity. First, I show that cities that were whiter than their metropolitan area in 1970 are more likely to have restrictive land use patterns in 2006. Then, relying on Federal Fair Housing Act lawsuits to generate changes in land use policy, I show that restrictive land use helps to explain metropolitan area segregation patterns over time. Finally, I draw on precinct level initiative elections from several California cities to show that whiter neighborhoods are more supportive of restricting development. These results strongly suggest that even facially race-neutral land use policies have contributed to racial segregation.

Abstract: Saudi Arabia has imprisoned and tortured activists, religious leaders, and journalists for voicing dissent online. This reflects a growing worldwide trend in the use of physical repression to censor online speech. In this paper, we systematically examine the consequences of imprisoning well-known Saudis for online dissent by analyzing over 300 million tweets as well as detailed Google search data from 2010 to 2017 using automated text analysis and crowd-sourced human evaluation of content. We find that repression deterred imprisoned Saudis from continuing to dissent online. However, it did not suppress dissent overall. Twitter followers of the imprisoned Saudis engaged in more online dissent, including criticizing the ruling family and calling for regime change. Repression drew public attention to arrested Saudis and their causes, and other prominent figures in Saudi Arabia were not deterred by the repression of their peers and continued to dissent online.

Abstract: Over the past two decades, there has been a marked increase in partisan social polarization, leaving scholars in search of solutions to partisan conflict. The psychology of intergroup relations identifies empathy as one of the key mechanisms that reduces intergroup conflict, and some have suggested that a lack of empathy has contributed to partisan polarization. Yet, empathy may not always live up to this promise. We argue that, in practice, the experience of empathy is biased toward one’s ingroup and can actually exacerbate political polarization. First, using a large, national sample, we demonstrate that higher levels of dispositional empathic concern are associated with higher levels of affective polarization. Second, using an experimental design, we show that individuals high in empathic concern show greater partisan bias in evaluating contentious political events. Taken together, our results suggest that, contrary to popular views, higher levels of dispositional empathy actually facilitate partisan polarization.

Abstract: The Black Lives Matter (BLM) movement has organized hundreds of disruptive protests in American cities since 2013 (Garza 2014; Harris 2015; Taylor 2016). The movement has garnered considerable attention from the U.S. media and is well recognized by the U.S. public (Horowitz and Livingston 2016; Neal 2017). Social movement scholars suggest that such robust mobilizations are typically predicated on clear social movement frames (Benford and Snow 2000; Snow et al. 1986). Tillery (2019b) has identified several distinct message frames within the social media communications of BLM activists. In this paper, we use a survey experiment to test the effect of three of these frames—Black Nationalist, Feminist, and LGBTQ+ Rights—on the mobilization of African Americans. We find that exposure to these frames generates differential effects on respondents’ willingness to support, trust, canvass, and write representatives about the Black Lives Matter movement. These findings raise new questions about the deployment of intersectional messaging strategies within movements for racial justice.

Abstract: How does democracy emerge from authoritarian rule? Certain influential theories contend that incumbents deliberately choose to share or surrender power. They do so to prevent revolution, motivate citizens to fight wars, incentivize governments to provide public goods, outbid elite rivals, or limit factional violence. Examining the history of all democratizations since 1800, I show that such deliberate-choice arguments may help explain up to about one-third of the cases. In more than two-thirds, the evidence suggests that democratization occurred not because incumbents chose it but because, while trying to prevent it, they made mistakes that weakened their hold on power. Rather than being granted by farsighted elites or forced on them by the rise of new classes, democracy appears to have spread most often because of incumbents’ missteps that triggered previously latent factors.

Abstract: In response to rising immigration flows and the fear of Islamic radicalization, several Western countries have enacted policies to restrict religious expression and emphasize secularism and Western values. Despite intense public debate, there is little systematic evidence on how such policies influence the behavior of the religious minorities they target. In this paper, we use rich quantitative and qualitative data to evaluate the effects of the 2004 French headscarf ban on the socioeconomic integration of French Muslim women. We find that the law reduces the secondary educational attainment of Muslim girls and affects their trajectory in the labor market and family composition in the long run. We provide evidence that the ban operates through increased perceptions of discrimination and that it strengthens both national and religious identities.

Abstract: Accountability—constraints on a government’s use of political power—is one of the cornerstones of good governance. However, conceptual stretching and a lack of reliable measures have limited cross-national research on this concept. To address this research gap, we use V-Dem data and innovative Bayesian methods to develop new indices of accountability and its subtypes: the extent to which governments are accountable to citizens (vertical accountability), other state institutions (horizontal accountability), and the media and civil society (diagonal accountability). In this article, we describe the conceptual and empirical framework underlying these indices and demonstrate their content, convergent, and construct validity. The resulting indices have unprecedented coverage (1900–present) and offer researchers and policymakers new opportunities to investigate the causes and consequences of accountability and its disaggregated subtypes. Furthermore, the methodology provides a framework for theoretically driven index construction to scholars working with cross-national panel data.

Abstract: Under what conditions does state expansion into limited statehood areas improve perceptions of state authority? Although previous work emphasizes identity or institutional sources of state legitimacy, I argue that relationships between state agents and citizens drive positive attitude formation, because these relationships provide information and facilitate social bonds. Moreover, when state agents and citizens share demographic characteristics, perceptional effects may improve. Finally, citizens finding procedural interactions between state agents and citizens unfair may adopt negative views about the state. I test these three propositions by randomizing household visits by male or female police officers in rural Liberia. These visits facilitated relationship building, leading to improved perceptions of police; shared demographic characteristics between police and citizens did not strengthen this effect. Perceptions of unfairness in the randomization led to negative opinions about police. The results imply that relationship building between state agents and citizens is an important part of state building.

Abstract: We clarify the theoretical foundations of partisan fairness standards for district-based democratic electoral systems, including essential assumptions and definitions not previously recognized, formalized, or in some cases even discussed. We also offer extensive empirical evidence for assumptions with observable implications. We cover partisan symmetry, the most commonly accepted fairness standard, and other perspectives. Throughout, we follow a fundamental principle of statistical inference too often ignored in this literature—defining the quantity of interest separately so its measures can be proven wrong, evaluated, and improved. This enables us to prove which of the many newly proposed fairness measures are statistically appropriate and which are biased, limited, or not measures of the theoretical quantity they seek to estimate at all. Because real-world redistricting and gerrymandering involve complicated politics with numerous participants and conflicting goals, measures biased for partisan fairness sometimes still provide useful descriptions of other aspects of electoral systems.

Abstract: Public support has long been thought crucial for the vitality and survival of democracy. Existing research has argued that democracy also creates its own demand: through early-years socialization and later-life learning, the presence of a democratic system coupled with the passage of time produces widespread public support for democracy. Using new panel measures of democratic mood varying over 135 countries and up to 30 years, this article finds little evidence for such a positive feedback effect of democracy on support. Instead, it demonstrates a negative thermostatic effect: increases in democracy depress democratic mood, while decreases cheer it. Moreover, it is increases in the liberal, counter-majoritarian aspects of democracy, not the majoritarian, electoral aspects that provoke this backlash from citizens. These novel results challenge existing research on support for democracy, but also reconcile this research with the literature on macro-opinion.

Abstract: Foreign electoral intervention is an increasingly important tool for influencing politics in other countries, yet we know little about when citizens would tolerate or condemn foreign efforts to sway elections. In this article, we use experiments to study American public reactions to revelations of foreign electoral intervention. We find that even modest forms of intervention polarize the public along partisan lines. Americans are more likely to condemn foreign involvement, lose faith in democracy, and seek retaliation when a foreign power sides with the opposition, than when a foreign power aids their own party. At the same time, Americans reject military responses to electoral attacks on the United States, even when their own political party is targeted. Our findings suggest that electoral interference can divide and weaken an adversary without provoking the level of public demand for retaliation typically triggered by conventional military attacks.

Abstract: One political barrier to climate reforms is the temporal mismatch between short-term policy costs and long-term policy benefits. Will public support for climate reforms increase as climate-related disasters make the short-term costs of inaction more salient? Leveraging variation in the timing of Californian wildfires, we evaluate how exposure to a climate-related hazard influences political behavior rather than self-reported attitudes or behavioral intentions. We show that wildfires increased support for costly, climate-related ballot measures by 5 to 6 percentage points for those living within 5 kilometers of a recent wildfire, decaying to near zero beyond a distance of 15 kilometers. This effect is concentrated in Democratic-voting areas, and it is nearly zero in Republican-dominated areas. We conclude that experienced climate threats can enhance willingness-to-act but largely in places where voters are known to believe in climate change.

Abstract: Is local law enforcement conducted differently based on the party in power? I offer an answer to this question by focusing on a case in which law enforcement is elected and has meaningful independent discretion: sheriff compliance with federal requests to detain unauthorized immigrants. Using a regression discontinuity design in a new dataset of over 3,200 partisan sheriff elections and administrative data on sheriff behavior, I find that Democrats and Republicans comply at nearly the same rate. These results contribute to ongoing research into the role that partisanship plays in local policy making, indicating that law enforcement officers make similar choices across party lines even when they have broad authority. I also present evidence that sheriffs hold more similar immigration enforcement views across party than the general public, highlighting the role of candidate entry and selection in determining the level of partisan polarization.

Abstract: We explore the long-term political consequences of the Third Reich and show that current political intolerance, xenophobia, and voting for radical right-wing parties are associated with proximity to former Nazi concentration camps in Germany. This relationship is not explained by contemporary attitudes, the location of the camps, geographic sorting, the economic impact of the camps, or their current use. We argue that cognitive dissonance led those more directly exposed to Nazi institutions to conform with the belief system of the regime. These attitudes were then transmitted across generations. The evidence provided here contributes both to our understanding of the legacies of historical institutions and the sources of political intolerance.

Abstract: Retrospective voting is a crucial component of democratic accountability. A large literature on retrospective voting in the United States finds that the president’s party is rewarded in presidential elections for strong economic performance and punished for weak performance. By contrast, there is no clear consensus about whether politicians are held accountable for the local economy at other levels of government, nor how voters react to the economy in a complex system of multilevel responsibility. In this study, we use administrative data on county-level economic conditions from 1969 to 2018 and election results across multiple levels of government to examine the effect of the local economy on elections for local, state, and federal offices in the United States. We find that the president’s party is held accountable for economic performance across nearly all levels of government. We also find that incumbents are held accountable for the economy in U.S. House and gubernatorial elections. Our findings have broad implications for literatures on representation, accountability, and elections.

Abstract: The leading explanation for the underrepresentation of women in American politics is that women are less likely to run for office than men, but scholars have given less attention in recent years to the gender makeup of the pipeline to elected office. We examine the gendered pipeline to power across three potential candidate pools: lower-level officeholders, those named in newspapers as likely candidates, and lawyers who made political contributions. We find some evidence that women are less likely to seek elected office; however, the dearth of women in the pipeline plays a much greater role in the lack of women candidates. For the gender disparity in candidates to close, women have to be far more likely to run for office than men, particularly on the Republican side. Our results highlight the need to consider the gendered pipeline to power alongside rates of entry in studies of women’s underrepresentation.

Abstract: Debate persists on whether voters hold politicians accountable for corruption. Numerous experiments have examined whether informing voters about corrupt acts of politicians decreases their vote share. Meta-analysis demonstrates that corrupt candidates are punished by zero percentage points across field experiments, but approximately 32 points in survey experiments. I argue this discrepancy arises due to methodological differences. Small effects in field experiments may stem partially from weak treatments and noncompliance, and large effects in survey experiments are likely from social desirability bias and the lower and hypothetical nature of costs. Conjoint experiments introduce hypothetical costly trade-offs, but it may be best to interpret results in terms of realistic sets of characteristics rather than marginal effects of particular characteristics. These results suggest that survey experiments may provide point estimates that are not representative of real-world voting behavior. However, field experimental estimates may also not recover the “true” effects due to design decisions and limitations.

Abstract: How can societies restrain their coercive institutions and transition to a more humane criminal justice system? We argue that two main factors explain why torture can persist as a generalized practice even in democratic societies: weak procedural protections and the militarization of policing, which introduces strategies, equipment, and mentality that treats criminal suspects as though they were enemies in wartime. Using a large survey of the Mexican prison population and leveraging the date and place of arrest, this paper provides causal evidence about how these two explanatory variables shape police brutality. Our paper offers a grim picture of the survival of authoritarian policing practices in democracies. It also provides novel evidence of the extent to which the abolition of inquisitorial criminal justice institutions—a remnant of colonial legacies and a common trend in the region—has worked to restrain police brutality.

Abstract: We study the relationship between social structure and political incentives for public goods provision. We argue that when politicians—rather than communities—are responsible for the provision of public goods, social fractionalization may decrease the risk of elite capture and lead to increased public goods provision and electoral competition. We test this using large-scale data on family networks from over 20 million individuals in 15,000 villages of the Philippines. We take advantage of naming conventions to assess intermarriage links between families and use community detection algorithms to identify the relevant clans in those villages. We show that there is more public goods provision and political competition in villages with more fragmented social networks, a result that is robust to controlling for a large number of village characteristics and to alternative estimation techniques.

Abstract: Although the majority of research on revolving-door lobbyists centers on the influence they exercise during their postgovernment careers, relatively little attention is given to whether future career concerns affect the behaviors of revolving-door lobbyists while they still work in government. We argue that the revolving-door incentivizes congressional staffers to showcase their legislative skills to the lobbying market in ways that affect policymaking in Congress. Using comprehensive data on congressional staffers, we find that employing staffers who later become lobbyists is associated with higher legislative productivity for members of Congress, especially in staffers’ final terms in Congress. It also is associated with increases in a member’s bill sponsorship in the areas of health and commerce, the topics most frequently addressed by clients in the lobbying industry, as well as granting more access to lobbying firms. These results provide the systematic empirical evidence of pre-exit effects of the revolving-door among congressional staff.

Abstract: Racial inequality in voter turnout is well-documented, but we know less about racial inequality in campaign contributions. Using new data on the racial identities of over 27 million donors, we find an unrepresentative contributor class. Black and Latino shares of contributions are smaller than their shares of the population, electorate, and elected offices. However, we argue that the presence of ethnoracial minority candidates mobilizes coethnic donors. Results from regression discontinuity and difference-in-difference designs suggest that the presence of ethnoracial minority candidates increases the share of minority contributions in US House elections. We find a reduction in white contributions to black Democrats, and to black and Latino Republicans, but little difference in overall fundraising competitiveness. Although we cannot definitively rule out alternative mechanisms that covary with candidate ethnorace, the results suggest that the nomination of minority candidates can increase the ethnoracial representativeness of campaign finance without costs to fundraising.
