Abstract: Cornelius et al., (2004) assert that the gap between immigration policy objectives and outcomes is growing. Their case studies around the globe indicate that states tend to use “tough” rhetoric in immigration control but mostly end up with “soft,” liberal policy practice. South Korea shows a similar gap, but in the opposite direction. In this paper, I explore this gap between “soft rhetoric” and “tough action” of the Korean government’s immigration policies using the concept of “decoupling,” a phenomenon in which organizations respond to conflicting pressures through contradictory actions and statements. Analyses of archival and interview data show that the Korean government extensively uses “soft talk” such as multiculturalism and diversity when discussing immigration issues but in practice implements exclusionary and assimilative “hard policies.”

Abstract: International migration is increasingly important in shaping national population dynamics, both directly through adding or subtracting people, and indirectly, through the fertility of immigrants. International migrants rarely share the fertility characteristics of either origin or destination populations. However, the relationship between migration and fertility is little understood, especially that relating to refugee populations. This study examined the fertility differentials of one of the world’s largest refugee populations, the Afghans in Iran, in relation to the host population. Based on multivariate analysis, the study demonstrated that Afghan immigrants were moving from a high fertility regime to a low fertility regime. The findings suggest that fertility change among Afghans is associated with their adaptation to Iranian society. The role of education in mediating immigrant–native fertility differentials was also uncovered.

Abstract: Discussions of a culture of migration in the Philippines present it to mean a predisposition to migrate and focus on the migrants. Through the prism of the experiences of seamen’s wives in an Ilocos town, experiences narrated through interviews, this article aims to cut a conceptual space in which to examine the relationship between left-behind women and the culture of migration. Examining the women’s persistent references to settlement migration to Hawaii against which their husband’s labor migration as seafarers is compared, this article provides a discussion of a culture of migration among Ilocanos that has been vitally shaped by the socio-economic possibilities brought about by Ilocano migration to Hawaii beginning in the early 20th century. Consequently, it offers historical and cultural specificity to scholarly discussions of the Philippines’ culture of migration, which remains pitched at the national level.

Abstract: This study examines health stratification in contemporary urban China in light of rapid internal migration and evolving socio-institutional arrangements in the society. Much of this has been linked to the hukou system or household registration system which has created a stratification system based on place of origin (rural or urban) and occupation (agricultural or non-agricultural). The research question was probed using a nationally representative survey. The results show that as a group, migrants in urban areas were healthier than urban natives, and residents with non-agricultural hukou were healthier than those having agricultural hukou. Institutional impacts on health status were largely indirect, as manifested partly through self-selective mechanisms of migration and partly through socio-economic stratification in urban society. Abstract: The employment of foreign seasonal workers is often advocated as a win–win situation for both employers and workers, as labor shortages can be filled and at the same time foreign workers are able to access labor opportunities. However, these schemes are also being criticized for being prone to exploiting migrants as cheap labor without granting them sufficient rights. This article analyzes the impact of seasonal worker schemes in Australia and New Zealand, researching under what conditions these schemes constitute a win–win situation. This article will first outline the main features of the seasonal worker schemes in New Zealand and Australia. Subsequent sections will cover social protection rights, the characteristics of relevant agricultural industries and the interests of employers. The article concludes with an analysis of critical aspects that can be considered as good practice.

Abstract: There is widespread recognition of the employment problems facing skilled immigrants in Canada. As a result, research reports high levels of frustration and anger over immigrants’ failed attempts to secure employment in Canada that is commensurate with their foreign-earned credentials and experience. Furthermore, research suggests that these employment problems are largely unanticipated by immigrants. As these employment difficulties have been observed for at least a decade, our study asks why immigrants are surprised by the difficulties they face in Canada. Our research questions focus on the sources of information being used by future migrants living in India. Abstract: Relatively little attention is paid to variations in rural migration at the village level, even though labor-supplying villages present considerable diversity in economic and development profiles. This paper examines the relationships between labor and household migration at the village level and the factors associated with different migration patterns through an analysis of data from China’s Second National Agricultural Census. The study identified four types of village migration profiles based on labor and household migration data from 4,482 villages in 10 counties across five provinces. The key characteristics of four types of village migration profiles are highlighted and implications for researchers and policy-makers are discussed.

Abstract: The present study explores the factors concerning the out-migration decision of the Korean elderly. It utilizes a multilevel model that explores the effects of the interaction between individual attributes and regional characteristics on elderly migration. The findings indicate that probable events in the later stages of the life cycle, such as retirement, loss of spouse, and physical disability, are positively associated with the migration decision. The migration propensity of the elderly varies with the characteristics of their current residence. As expected, the high cost of housing and change in a community may influence the elderly to migrate to other locations. In other words, location-specific attributes of their current residence are related to the migration decision of the elderly. The results indicate that housing prices, relevant welfare facilities, and change in community members play important roles in their out-migration decision.

Abstract: This study explains trends in occupational injury rates among migrant and native workers in Taiwan and evaluates the results of related regulatory protection policies for migrants between 1998 and 2011. Results indicate that the relative occupational injury rate between migrant and native workers dropped from 2.1 times to 1.1 times during the whole period; on average, the injury rates for migrant workers were 1.45 times higher compared with non-migrants. Although policies protecting migrants’ rights may have resulted in lower injury rates, the minimum wage policy has otherwise given rise to an increase in injury rates. We argue that governmental regulations regarding the monitoring and management of migrant workers’ safety have been only loosely enforced under the guest-worker policy.
