Abstract: Adoption of Building Information Modelling (BIM) in the global construction industry is fast growing. This paper expounds the Critical Success Factors (CSFs) for BIM implementation and explore their ranking and underlying relationships. A total of 28 CSFs was identified from the review of previous studies on success factors. Survey questionnaire containing these 28 factors was used to collect data from industry practitioners in Nigeria. Benchmark metrics was developed to rank the success factors. The topmost five success factors for BIM implementation in order of importance are: standard platforms for integration and communication; cost of development; education and training; standardization (product and process); and clear definition and understanding of users’ requirement. Analysis of variance shows that significant differences exist in the pattern of rating for the topmost CSFs based on turnover. Factor analysis was further adopted to group the 28 CSFs into five components, using rotated component matrix method. The five components extracted are: (i) industry stakeholders’ commitment and knowledge of BIM, (ii) capacity building for technology adoption, (iii) organisational support, (iv) collaborative synergy among industry professional and (v) cultural orientation. The rankings of the CSFs provide basis for prioritising the most significant factors that industry stakeholders should focus attention for successful implementation of BIM. In addition, the underlying relationships among the success factors identified in this study, will assist industry stakeholders to determine best strategy to adopt in implementing BIM at industry level.

Abstract: Academic literature has long recognized the correlation between a company’s organizational culture and its quality performance. The Finnish construction industry is still a highly human powered industry, and thus, organizational culture is seen to have a significant effect on an organization’s efficiency as well. The aim of this study is to examine and determine organizational cultural profiles of organizations in the Finnish construction industry as they are currently perceived and preferred by professionals themselves. In all, 121 professionals working in organizations in the Finnish construction industry were surveyed using the Organizational Culture Assessment Instrument (OCAI). The reliability of characteristics was tested by calculating Cronbach alpha reliability coefficients, and the found differences between the response characteristics were analysed in-depth with paired and independent t-test analyses. The findings show that, on average, construction industry organizations in Finland currently operate with a mixture of clan and hierarchy cultures. Thus, the current organizational culture stresses the point of view of internal focus and integration. However, the organizations desired to emphasize more flexibility and discretion toward individuals. The novelty value of this paper is presenting existing and preferred culture profiles in the Finnish construction industry. These found profiles have the potential to improve management of organizations, which results in better efficiency of the industry through better performance of organizations in the construction industry.

Abstract: Retrofitting works has become increasingly important in the construction industry, as it plays an effective role in providing solutions to maintain, upgrade or change the functions to the existing or aged buildings. Very often, safety issues of retrofitting works are underestimated because there may be unreported accidents in small projects and there is no separate classification of accident statistics for the retrofitting works within the construction industry. As safety climate is widely regarded as a contributing factor to safety performance, the aim of this research was to examine the relationship between safety climate and safety performance in retrofitting works context. The safety climate questionnaire NOSACQ-50 has been employed to measure safety climate in retrofitting works. Field patrols were undertaken to distribute the safety questionnaires to the local worksites that undertake retrofits in Brisbane, Queensland, Australia. 264 valid questionnaires were collected. SEM was employed to examine the existence and strength of the relationship between safety climate and safety performance. PLS-SEM was utilised to estimate the parameters of the structural model. The model has exposed a positive relationship between safety climate and safety performance in retrofitting context. This research was the first to examine the relationship between the second order latent variables. A positive relationship (0.60 with 36 percent of explained variance) was found between safety climate and safety performance.

Abstract: This study assessed the occupational health and safety risk-level of common building construction trades in Nigeria. It also identified the sources, frequency and magnitude of risks inherent in the activities of various building construction trades. Being site-based survey research, it made use of a structured questionnaire administered to the selected building construction workers of different trades in Anambra State, Nigeria. The collected data were subjected to quantitative risk analysis using mean value method and risk prioritisation number. The study found that masonry, carpentry (including formwork and roofing), and iron bending and steel fixing are common building trades associated with high risks; whereas electrical fitting and installation, painting, tiling, and plumbing are medium risk building trades. It also found that the rate of occurrence and magnitude of impact of different safety risk factors differ across the building trades, which could be attributed to the differences in activities and modes of operation in different building trades. On this premise, the study suggested a multi-risk management and control approach for construction managers on building construction sites since the frequency of risk occurrence and the magnitude of risk severity differ across trades. It further called for institutional and legislative re-strengthening of extant labour laws in Nigeria.

Abstract: Joint ventures (JVs) have become increasingly common, because of the complexity and challenges associated with the delivery of construction projects globally and in South Africa. However, it has been established that JV projects have experienced unsatisfactory performance leading to clients’ dissatisfaction. The purpose of this paper is therefore to determine the critical success factors (CSFs) influencing the performance of JV construction projects in South Africa. A positivist philosophy position was adopted using a structured questionnaire survey administered to the construction professionals. Prior to the main study, a content validity of the questionnaire was achieved using a pilot study. The data was collected from 115 conveniently sampled respondents, and analysed using principal component analysis and multiple regression analysis. The exploratory factor analysis revealed two empirical models to be tested; namely the first and second order factor models. The result of the first order model revealed that, management control influenced achievement of project objective of JV, whereas, the second order model established that understanding of contractual agreement, which was explained by six components of CSFs influenced achievement of project objective. It is suggested that stakeholders who prefer to be involved in JV projects should acquire good understanding of the contractual agreement in managing JV projects in order to successfully achieve the project objectives. This study adds to the discourse and literature on CSFs of JVs. It provides new empirical evidence of the CSFs that influence project performance outcome of JV in the context of South Africa which can also be replicated in other countries globally. However, the study may not be generalised because of the geographical setting and respondents.

Abstract: The construction industry faces a lack of compliance with policy that in Uganda public road construction projects affects the attainment of Government goals and disrupts infrastructure project delivery. For decades, public entities have been known for a lack of compliance that manifest in: poor performance, poor personnel management, poor resource utilization and unprofessionalism. In Uganda, this has resulted in several restructures aimed at improving service delivery. Despite this, compliance remains an issue. The purpose of this study is to establish factors affecting compliance within a public procurement regulatory framework in public road construction projects and foster economic development. A cross-sectional research design including a structured self-administered questionnaire survey and PLS-SEM data analysis by SmartPLS3 was conducted. The research reveals that three factors positively affect compliance with a regulatory framework that govern public road construction projects; sanctions on staff, inefficiency of the public procurement regulatory framework and contractors’ resistance to non-compliance. While a further three factors have little positive effect on compliance; familiarity, monitoring activities and professionalism. Hence, the research contributes to construction management by showing that sanctions, perceived inefficiency and contractors’ resistance significantly enhance compliance within a public procurement regulatory framework.

Abstract: Pre-planning of construction projects is important for the performance of cost, time, and quality. However, recent research finds that quality related to final testing, adjustment, and balancing of HVAC systems are often overlooked due to deadline pressure. Consequently, this results in poor energy performance and dissatisfied end-users. The purpose of this study is to investigate the relationship between pre-planning, commissioning, and project performance. A publicly funded project with a compressed construction period was followed as a case study. During the case study, passive observation, semi-constructed interviews, and questionnaires were applied. This study showed that by implementing commissioning, project pre-planning and organizational support is increased. Moreover, the commissioning process creates awareness and fosters proactivity between the project participants, thus complications are discovered and handled earlier. By improved pre-planning and organizational support, and increasing proactivity, the project’s cost, time and quality performance is improved. This underlines the importance of prioritizing pre-planning. Moreover, increased energy and technical demands increase project complexity which makes project success even more dependent on the quality of the plans.

Abstract: One of the problems in construction management research is how to harvest the living experience of people working in the profession. Surveys and interviews are the common methods, but they have obvious problems, not only with defining terminology and targeting the appropriate populations but also with the knowledge of the respondents and their willingness to reflect. Autoethnography, in its conventional form, overcomes most of these problems, but creates a new set of problems, particularly in terms of our ability to generalise and verify the results. What is argued here is that autoethnography can be applied analytically and rigorously so that it can be used for theory testing and theory building. The approach is illustrated by a case study, in which professional experience in the construction industry is integrated into the conventional scientific method.

Abstract: One of the highly rated causes of poor performance is errors in contract documents. The objectives of this study are to investigate the prevalent errors in contract documents and their effects on construction projects. Questionnaire survey and 51 case study projects (mixed method) were adopted for the study. The study also involved the use of Delphi technique to extract the possible errors that may be contained in contract documents; it did not however constitute the empirical data for the study. The sample of the study consists of 985 consulting and 275 contracting firms that engaged in the construction of building projects that were completed between 2013 and 2016 and were above the ground floor. The two-stage stratified random sampling technique was adopted for the study. The data for the study were analysed with descriptive and inferential statistics (based on Shapiro-Wilk’s test). The results of the study indicate that errors in contract documents were moderately prevalent. However, overmeasurement in bill of quantities was prevalent in private, institutional and management procured projects. Traditionally procured projects contain 68% of the errors in contract documents among the procurement methods. Drawings contain the highest number of errors, followed by bill of quantities and specifications. The severe effects of errors in contract documents were structural collapse, deterioration of buildings and contractors’ claims among others. The result of the study implies that, management procurement method is the route to error minimization in developing countries, but it may need to be backed by law and guarded against overmeasurement.

Abstract: Construction industry players are now realising the need to implement Building Information Modeling (BIM) at the preconstruction planning stage to allow spatial data of the site to be incorporated into the BIM. Incorporating spatial data in BIM as early as possible in the building lifecycle poses a new challenge to industry players, particularly to the consultants who collect and provide these data. The aim of this study is to identify important factors for incorporating spatial data into the BIM at the preconstruction planning stage. Three rounds of the Delphi method were employed to obtain a consensus among twenty construction industry experts, selected through purposeful sampling. The findings revealed seven consolidated factors, with Technology, Client Demand, and Added Value as the top three, followed by Regulations, Skilled Staff, Management Commitment and Data Management. Experts were significantly in agreement with each other, as indicated by the Kendall’s W Coefficient = 0.6505 significant at < 0.005. The findings highlight the requirements for utilizing spatial data in the BIM at the preconstruction planning stage and help the respective professional bodies to identify the prerequisites for BIM application and subsequently, improve the existing training for the professional development of their members.

Abstract: Skilled labour shortage in construction industry is a major challenge in South Africa. Therefore, the objective of the study is to assess the factors that cause skilled labour shortage, its consequent effects on the construction industries and how the scenario can be improved. The study was conducted by considering construction industry in the Eastern Cape of South Africa and using a survey research method and conceptual System Dynamics (SD) modelling. Findings reveals that investment, wage challenges, talent management, work environment, training, experience, and Government policy are the important challenges for the skilled labour shortage. Inadequacy of skilled labour considerably impacts the quality of work, productivity, and scheduling. The causal loop diagrams show that enhancement in investment in the labour wages will strengthen the availability of skilled labourers leading to higher productivity, and vice versa. Talent management based on appropriate recruitment and retention policy, staff development programmes and investment in these aspects will augment the skilled labour pool. Also, a better work environment through a policy of health and safety, investment in working condition and supported by Government policy will reduce the attrition of the labourer because of job dissatisfaction, which consequently will reduce the skilled labour shortage in the industry.

Abstract: With millions of internally displaced persons (IDPs) around the world, there is need to implement durable housing solutions post-conflict, that involves sustainable integration and sustainable reintegration using long term shelter programmes in the rural and urban areas. The study aims to assess designers’ assessment of post conflict housing schemes (PCHS) for internally displaced persons. Using a cross-sectional survey, the study utilized a questionnaire instrument distributed to one hundred (100) design professionals that have cognate field experience in the design, construction and management of post-conflict housing schemes. Statistical tools of bar chart, principal component analysis, categorical regression and one-way analysis of variance by SPSS v.21 was utilized. The study revealed that designers considered features such as external design and services, socio-cultural and space and maintenance features in the design of PCHS. Generalized factors considered in the selection of these features include demands of the household, choice/selection of building materials and population of IDPs. The study revealed that the failure of PCHS could be because of politics/partisanship, lack of international assistance/aid, need to make profit and non-involvement of IDPs in the rebuilding process, while the success of the scheme could be engendered by adequate participation of IDPs, effective monitoring mechanisms and increased government and non-governmental organizations’ (NGOs) participation. In conclusion, the study developed a framework for the design of PCHS for IDPs. The study recommended that professional designers should objectively consider the contributions and characteristics of IDPs in the design of PCHS. In addition, international bodies should increase pressure on government to increase commitment in re-settling IDPs. NGOs should not relent in their efforts.

Abstract: This paper tackles the problem of scheduling construction projects considering the influence of delay risks. In the actual body of knowledge, several methods have been proposed to handle this problem, starting from the Project Evaluation and Review Technique to advanced simulation models. However, this investigation proposes a novel integration of one methodology with some approaches already existing in the literature related to Monte Carlo Simulation scheduling techniques as seen from the perspective of a practitioner. The research began with a literature review of both schedule risks and Monte Carlo based scheduling models for construction projects. Based on this, the methodology was designed with the constant participation of experts in the construction industry. As result of this, a comprehensive and practical methodology was constructed. Therefore, a new mathematical structure for the simulation model within the methodology was formulated in which a new concept for each risk defined as “potential impact” was used. Moreover, the simulation model is based on the judgment of experts and methods of the known literature such as the explicit model of the occurrence probability of the risks and the activity-risk factor matrix. Then, to validate the tool, the proposed methodology was applied using the information of an already constructed construction project of a public university of Colombia. The obtained results were a confidence-based forecast of the end date of the project and a quantitative importance measure of the modelled risks. These results were compared against the real history of the project since it was found an excellent performance of the proposed methodology. To sum up, the research process described above supports the validity of the proposed methodology.

Abstract: Building Information Modelling (BIM) is deemed to shape the future of the construction sector across the world. At present, the lack of BIM in tertiary education has been the rising concern around the world as the demand for BIM talent increases. The current landscape suggests that few pedagogic researches have been undertaken to advance BIM education, particularly in Malaysia. BIM implementation could only be possible by identifying the potential barriers, which is a basic pre-requisite for successful adoption of BIM. Unfortunately, previous studies on the barriers of BIM adoption have often based on theoretical constructs, which are deterministic in nature. The methodology used could not portray a conclusive correlation of causal relations among the variables, creating difficulty in developing holistic and workable solutions. Therefore, this study aims to develop a methodology that provides a dynamic representation of the barriers in implementing BIM in tertiary education. The methodology combines both the deterministic (feedback from questionnaire survey) and dynamic approach (causal loop diagram). Data was first collected and analysed through a questionnaire survey administered among lecturers from selected Malaysian universities. Following that, a dynamic systems approach (causal loop diagram) was used to demonstrate the complex nature and interrelationship of the barriers for a more holistic representation. Results from the deterministic analysis has suggested barriers that relate to technology, while findings from the dynamics has identified the people aspect as the core barrier for BIM adoption. This study has contributed in establishing a methodology that integrates the dynamic approach with the deterministic data towards providing a more holistic representation of a system that further enables the identification of holistic solutions that would address the core barriers inhibiting the implementation of BIM education, particularly at Malaysian Universities.

Abstract: The nature of construction work processes allow crews and workers to follow their own practices in how they plan, organise and coordinate work. However, there is little research into the nature of crew work practices. This paper aims to unveil the influence of onsite crew work practices on productivity. An exploratory case study investigated work practices on a residential project involving two separate crews (of 18 and 23 workers) engaged in rebar placement for 112 columns each, which included a high-performing and an average-performing crew. A triangulated mixed methods approach to data gathering utilised site observations, individual and group interviews, and time measured work studies, to assess productivity of the crews. The findings indicate that the high-performing crew achieved 44% higher productivity than the average-performing crew and this manifested across specific tasks including rebar cutting, bending, stirrup fabrication and tieing. Five broad work practices were observed to significantly influence the above productivity differences: work preparation and execution strategy; group formation and stability; avoiding duplication of tasks; crew social cohesion; and internal and external leadership practices. These five practices are proposed as dimensions that can be used to measure crew productivity in ongoing research. In-depth understanding of crew based work practices will enable training of foremen and work crews in such practices to systematically develop high-performing crews.

Abstract: Prices of construction resources keep on fluctuating due to unstable economic situations that have been experienced over the years. Clients knowledge of their financial commitments toward their intended project remains the basis for their final decision. The use of construction tender price index provides a realistic estimate at the early stage of the project. Tender price index (TPI) is influenced by various economic factors, hence there are several statistical techniques that have been employed in forecasting. Some of these include regression, time series, vector error correction among others. However, in recent times the integrated modelling approach is gaining popularity due to its ability to give powerful predictive accuracy. Thus, in line with this assumption, the aim of this study is to apply autoregressive integrated moving average with exogenous variables (ARIMAX) in modelling TPI. The results showed that ARIMAX model has a better predictive ability than the use of the single approach. The study further confirms the earlier position of previous research of the need to use the integrated model technique in forecasting TPI. This model will assist practitioners to forecast the future values of tender price index. Although the study focuses on the Ghanaian economy, the findings can be broadly applicable to other developing countries which share similar economic characteristics.

Abstract: Adoption of relational contracting in public sector construction organisations is more difficult than in private sector organisations due to the inherent rigidity of public sector. Therefore, implementation of the relational contracting processes should be treated as an organisational change management process in public sector organisations. The purpose of this paper is to develop a relational contracting conceptual model (RCMM) by integrating success factors for positive change management in public sector organisations. A qualitative research methodology comprising two rounds of expert interviews was used. The first round of interviews was conducted to gauge the present level of relational contracting in public sector construction organisations. The second round of interviews was conducted to validate the relational contracting conceptual model by integrating success factors of change management in public sector organisations. The relational contracting model highlighted the importance of a need to develop a vision for partnering, stakeholder analysis and consensus building among them, empowerment of operational level employees and their participation in plan execution, time bound review meetings of top management on site to show commitment, resolution of disputes and fast decision making along with publication of the performance reports. The paper presents a critical insight on relational processes of public sector construction organisations in India in the context of organisational change management model which has not been the focus in majority of the previous research studies.

Abstract: Limiting the amount of embodied carbon in buildings can help minimize the damaging impacts of global warming through lower upstream emission of CO2. This study empirically investigates the embodied carbon footprint of new-build and refurbished buildings in both Hong Kong and Melbourne to determine the embodied carbon profile and its relationship to both embodied energy and construction cost. The Hong Kong findings suggest that mean embodied carbon for refurbished buildings is 33-39% lower than new-build projects, and the cost for refurbished buildings is 22-50% lower than new-build projects (per square metre of floor area). The Melbourne findings, however, suggest that mean embodied carbon for refurbished buildings is 4% lower than new-build projects, and the cost for refurbished buildings is 24% higher than new-build projects (per square metre of floor area). Embodied carbon ranges from 645-1,059 kgCO2e/m2 for new-build and 294-655 kgCO2e/m2 for refurbished projects in Hong Kong, and 1,138-1,705 kgCO2e/m2 for new-build and 900-1,681 kgCO2e/m2 for refurbished projects in Melbourne. The reasons behind these locational discrepancies are explored and critiqued. Overall, a very strong linear relationship between embodied energy and construction cost in both cities was found and can be used to predict the former, given the latter.

Abstract: The application of Public-Private Partners (PPPs) in housing provisioning is on the increase across the world. However, there is a paucity of empirical studies on the specific factors considered at the initiation, and measures taken to ensure transparency at the procurement stages, of PPP housing projects. This study examined project selection factors and transparency measures in PPP housing projects using data sourced from oral interviews with 27 experts in nine PPP housing schemes in Nigeria. Results of the content analysis revealed that the top two selection factors considered by both the public and private sector operators of PPP housing projects in Nigeria are the availability of land and viability of the funding arrangements. Whereas the public-sector partners also consider the availability of competent private sector to deliver the projects, the private developers are concerned with the location of proposed projects. It was also found that the two key measures taken to ensure transparency at the procurement stage of the projects are transparent and competitive bidding and open advertisements of tender opportunities. These imply that before embarking on PPP housing projects, operators should ensure that there is available land in good locations, sound funding arrangements, and measures for achieving transparency in the schemes.

Abstract: Although extensive research has been carried out on international construction, scant study in this domain exists which has paid attention to developing economies. The present study empirically investigates the above context from the perspective of one of the largest developing nations, Indonesia. Focus of this study is Indonesian contractors’ motivations to enter foreign marketplaces. An empirical approach integrating quantitative and qualitative techniques was adopted to address the research question. The primary data were collected through questionnaires distributed to large Indonesian contractors. Descriptive statistical method and relative importance index (RII) were employed for data analysis. In the discussion the survey results were triangulated with the interview findings. The results clarify that the reason to pursue overseas projects was motivated by multiple-motivations rather than a single one. The major motivations were to increase profitability, to benefit competitive advantage, to expand business, to capitalize on globalization/free trade regions, to respond to project sponsor’s invitation and to gain international experience. An implication of these findings is that the existing condition of the companies should be taken into consideration when measuring companies’ motivation levels in pursuing overseas projects.
