Abstract: This article explores Indonesia’s readiness to upgrade its human capital in response to changes in population and economic structure in order to harness the technological advances of the Fourth Industrial Revolution The symptoms of premature deindustrialisation can be clearly observed in Indonesia, suggesting that it needs to improve its productivity to adapt to digital disruption and structural economic change Supplyside advancement will require infrastructure and human resource development On the production side, Indonesia will need to revitalise its manufacturing, service and resource-based sectors, treating them as value chains to be integrated into global networks Indonesia’s education policy framework to upgrade human resources and improve the country’s competitiveness focuses on five areas: access to education;quality of education;synergies between government, industry and higher education;industry linkages;and incentives Meanwhile, the disruption caused by the Covid-19 pandemic is forcing the Indonesian education system to instantly revolutionise its teaching methods to adapt to pandemic and post-pandemic conditions

Abstract: Agglomerations of agricultural activity yield a number of institutional and infrastructural benefits for farmers. However, these regional concentrations also increase competition between farmers. We quantify to what extent competitive pressure affects farmers’ behaviour in agro-clusters analysing a survey of 1,250 farmers in West Java. This assessment is derived from a conceptual model based on the theory of planned behaviour and the behavioural interaction model. We also derive several hypotheses which are econometrically tested. We find that the specific competitive environments farmers are exposed to for specific aspects of agricultural production matter most. In high density agglomeration environments, lower degrees of peer pressure foster cooperative behaviour. Food insecurity is found to enlarge self-interest, more intense cooperation is associated with lower income levels and appears to be regionally heterogeneous. Policies intended to facilitate cooperation could therefore be tailored to specific aspects of agricultural production and the specific region of interest.

Abstract: This paper investigates the relationship between structural change and regional economic growth in Indonesia. We utilize several measures of structural change, i.e. structural change index, norm absolute value index, shift-share method, and effective structural change index, for 30 provinces over the period 2005-2018. We show that the structural change has occurred across provinces, even though it is slowing, towards an agricultural-services transition. By employing dynamic panel data models, this study shows that structural change is a significant determinant of growth. However, structural change matters for growth only if there is an increase in productivity, not only a movement of labor across sectors. An improvement in productivity within sectors and a movement of labors to other sectors with better productivity lead to a better economic development.
